Resilience and the End(s) of the Politics of Adaptation
This closing article focuses on the problematic of the politics of adaptation and suggests that resilience appears to be increasingly exhausted as a governmental or analytical framing. The article is in three sections. The first provides an overview of the problems facing adaptation today, especially where âtop-downâ or âengineeringâ approaches to resilience are considered to be artificial or âcoerciveâ. The second section analyses alternative approaches to adaptation, from the bottom-up, often relying on the engagement of local communities, aided by the rolling out of ubiquitous computational technologies, like the Internet of Things. In closing, I suggest that resilience as a policy framework of adaptation appears to be drawing to a close as it lacks an adequate agential or transformative aspect: it is always too oriented to adapting to feedbacks and modulating around sustaining what exists

The social consequences of minor innovations in construction
Innovation studies in construction focus on a desire to increase economics and efficiency at a large scale. This has resulted in a skewed perspective that sees only major corporations with substantial R&D resources, complex projects, or national interests at the heart of innovation. By adopting anthropological methods, it becomes possible to examine the two aims of this paper: to demonstrate that an accumulation of minor innovations can have significant consequences; and to show that these are inherently social rather than purely economic. Results come from fieldwork studying the improvisatory house-building practices of the Kelabit people of rural Borneo, tracing changes to the technologies used for roofing and foundations, and describes how these are mutually entangled with new social structures. The conclusion is that we should think more broadly about the forms and effects of innovation in construction, and recognise the significance of improvisation at the level of the individual or small group
On finite-horizon control of genetic regulatory networks with multiple hard-constraints
<p>Abstract</p> <p>Background</p> <p>Probabilistic Boolean Networks (PBNs) provide a convenient tool for studying genetic regulatory networks. There are three major approaches to develop intervention strategies: (1) resetting the state of the PBN to a desirable initial state and letting the network evolve from there, (2) changing the steady-state behavior of the genetic network by minimally altering the rule-based structure and (3) manipulating external control variables which alter the transition probabilities of the network and therefore desirably affects the dynamic evolution. Many literatures study various types of external control problems, with a common drawback of ignoring the number of times that external control(s) can be applied.</p> <p>Results</p> <p>This paper studies the intervention problem by manipulating multiple external controls in a finite time interval in a PBN. The maximum numbers of times that each control method can be applied are given. We treat the problem as an optimization problem with multi-constraints. Here we introduce an algorithm, the "Reserving Place Algorithm'', to find all optimal intervention strategies. Given a fixed number of times that a certain control method is applied, the algorithm can provide all the sub-optimal control policies. Theoretical analysis for the upper bound of the computational cost is also given. We also develop a heuristic algorithm based on Genetic Algorithm, to find the possible optimal intervention strategy for networks of large size. </p> <p>Conclusions</p> <p>Studying the finite-horizon control problem with multiple hard-constraints is meaningful. The problem proposed is NP-hard. The Reserving Place Algorithm can provide more than one optimal intervention strategies if there are. Moreover, the algorithm can find all the sub-optimal control strategies corresponding to the number of times that certain control method is conducted. To speed up the computational time, a heuristic algorithm based on Genetic Algorithm is proposed for genetic networks of large size.</p
Re-Generating Research Partnerships in Early Childhood Education: A Non-Idealized Vision
This chapter provides a challenge to positivist notions of partnership in early childhood education, and instead proposes a re-generative posthumanist perspective, based on relationality of partnerships. Specifically, the chapter addresses the troubles and struggles inherited in research partnerships through a non-idealized vision of research partnerships. It experiments with the notions of regenerating âchangeâ and regenerating ârelationalityâ. It also addresses the multi-layered aspects of knowledge-in-the-making; non-innocent relations; difficulties of thinking change in research; and the potentialities of conflict and dissension. However, no certainties and closures about research partnerships are provided
Global Assemblages, Resilience, and Earth Stewardship in the Anthropocene
In this paper, we argue that the Anthropocene is an epoch characterized not only by the anthropogenic dominance of the Earth\u27s ecosystems but also by new forms of environmental governance and institutions. Echoing the literature in political ecology, we call these new forms of environmental governance âglobal assemblagesâ. Socioecological changes associated with global assemblages disproportionately impact poorer nations and communities along the development continuum, or the âGlobal Southâ, and others who depend on natural resources for subsistence. Although global assemblages are powerful mechanisms of socioecological change, we show how transnational networks of grassroots organizations are able to resist their negative social and environmental impacts, and thus foster socioecological resilience

The introduction of trajectory oscillations to reduce emittance growth in the SLC linac
Emittance growth of accelerated beams in the 50 GeV linear accelerator of the Stanford Linear Collider (SLC) arises from the effects of transverse wakefields and momentum dispersion. These effects are caused by small misalignments of the beam position monitors, lattice quadrupoles, and accelerating structure and by the energy spectrum of the beam which changes along the accelerator. The introduction of strategically placed trajectory oscillations over finite lengths of the linac has been used to generate beam errors which cancel the emittance accumulation from these small unknown, random alignment errors. Induced oscillations early in the linac cancel effects which filament along the accelerator affecting mostly the beam core. Induced oscillations located at the center of the accelerator or beyond cancel wakefield and dispersion errors which do not completely filament but cause the beams to have, in addition, an apparent betatron mismatch and transverse tails. The required induced oscillations of a few hundred microns are reasonably stable over a period of several weeks. Of course, the optimum induced oscillations depend upon the beam charge. Emittance reductions of 30 to 50% have been obtained
Just compensation? The price of death and injury after the Rana Plaza garment factory collapse
The 2013 collapse of the Rana Plaza factory building in Dhaka, Bangladesh was the most deadly disaster in garment manufacturing history, with at least 1,134 people killed and hundreds injured. In 2015, injured workers and the families of those killed received compensation from global apparel brands through a $30 million voluntary initiative known as the Rana Plaza Arrangement. Overseen by the International Labour Organization (ILO), the Rana Plaza Arrangement awarded payments to survivors using a pricing formula developed by a diverse team of âstakeholdersâ that included labour groups, multinational apparel companies, representatives of the Bangladesh government and local employers, and ILO actuaries. This article draws from anthropological scholarship on the âjust priceâ to explore how a formula for pricing death and injury became both the means and form of a fragile political settlement in the wake of a shocking and widely publicised industrial disaster. By unpacking the complicated âethics of a formulaâ (Ballestero 2015), I demonstrate how the project of creating a just price involves not two sets of values (ethical and financial) but rather multiple, competing values. This article argues for recognition of the persistence and power of these competing values, showing how they variously strengthen and undermine the claim that justice was served by the Rana Plaza Arrangement. This analysis reveals the deficiencies of counterposing âmoralityâ and âeconomyâ in the study of price by reflecting upon all elements of price as situated within political economy and history
