Energy Enterprise Risks Analysis Using Fuzzy Logic Methods

In Russia's contemporary conditions, enterprises fail to make the full use of the state-of-the-art financial risks management toolkit. Both diagnosing methods and criterial norms within the mechanism of managing the energy enterprises are not adapted to the current crisis conditions of economic management, which renders it essential to develop the financial management tools that will take into account the industry-related specific nature and anti-crisis constituent of the organizations. In the work, the opportunity of applying the fuzzy logic method for analyzing the financial risks of energy enterprises in Russia is explored. For this purpose, the analysis and assessment of financial situation have been performed for a modeled energy enterprise and bankruptcy risk of the enterprise has been analyzed using the fuzzy logic method. It is demonstrated that the process of managing financial risks at the enterprise using the fuzzy sets approach is relevant in the contemporary conditions of energy enterprises functioning in Russia. There has been found the problem of having to improve the integrated risk management of energy enterprises. Судебная строительно-техническая экспертиза реконструированных помещений

The article addresses solving the issue of the possibility of preserving reconstructed premises or carrying out proposed reconstruction works in the course of in the course of construction forensic investigation. The significance of the problem attributes to the volume of the stock of residential and public buildings which are older than 40 years (according to statistics, the housing stock of Russia in 1980 was 1,861 million m2 , in 2015 – 3,581 million m2 ), outdated layouts of premises, and the evolved consumers’ idea of comfort.A construction expert’s task is to determine if there is a possibility to change the layout, the function of premises to improve living conditions, or reconstruction poses a threat to the state of the object, its further proper operation, the integrity of the installed engineering systems, the appearance of the facades, nearby buildings and structures. Using regulatory material, the authors consider the criteria for solving this problem, present the procedure for conducting studies of buildings or structures, building materials, structures, and relevant documents in this line of forensic construction examination. Finally, the article gives specific examples of the redevelopment of apartments, a proposed reconstruction of the kindergarten premises.It is noted that the reliability of experts’ opinions is based on a comprehensive, unbiased analysis of all the technical and economic characteristics of construction objects, verification of documentation, an inspection of structures for compliance with the requirements of federal laws, rules, and regulations.Статья посвящена решению экспертом-строителем вопроса о возможности сохранения реконструированных помещений или проведения предполагаемых реконструктивных мероприятий. Актуальность обусловлена объемами фонда жилых и общественных зданий старше 40 лет (по данным статистики жилой фонд России в 1980 г. составлял 1861 млн. м2 , в 2015 г. – 3581 млн. м2), морально устаревшими планировками помещений, а также изменившимися представлениями потребителей о качестве жизни.Задача эксперта – определить, имеется ли возможность изменить планировку, назначение помещений для улучшения условий проживания, или же реконструкция представляет угрозу работоспособности объекта, его дальнейшей нормальной эксплуатации, целостности установленных инженерных систем, внешнему виду фасадов, прилегающим зданиям и сооружениям.Рассмотрены критерии решения, изложен порядок проведения исследований строительных сооружений и материалов, конструкций, соответствующих документов по этому направлению судебной строительно-технической экспертизы. Приведены конкретные примеры обследования произведенных перепланировок квартир, а также предполагаемой реконструкции помещений детского сада.Отмечено, что достоверность выводов эксперта основывается на всестороннем беспристрастном анализе всех технико-экономических характеристик строительных объектов, проверке документации, обследовании конструкций на соответствие требованиям федеральных законов, правил и норм
