    Automatic Crack Detection in Built Infrastructure Using Unmanned Aerial Vehicles

    This paper addresses the problem of crack detection which is essential for health monitoring of built infrastructure. Our approach includes two stages, data collection using unmanned aerial vehicles (UAVs) and crack detection using histogram analysis. For the data collection, a 3D model of the structure is first created by using laser scanners. Based on the model, geometric properties are extracted to generate way points necessary for navigating the UAV to take images of the structure. Then, our next step is to stick together those obtained images from the overlapped field of view. The resulting image is then clustered by histogram analysis and peak detection. Potential cracks are finally identified by using locally adaptive thresholds. The whole process is automatically carried out so that the inspection time is significantly improved while safety hazards can be minimised.     The Roles of Agricultual Cooperatives in Linking Small Farmers to Set up Large Paddy Fields in Mekong Delta

    Agricultural cooperatives play a significant role in linking small farmers to set up large paddy fields in the Mekong Delta. Agricultural cooperatives’ association for establishment of big paddy fields allows firms to purchase secured raw materials in mass quantities, ensuring quality while reducing related costs. Farmers are able to cut down the cost of production, sell products more effectively by gaining economy of scale and have higher position and influence over the businesses. In order to enhance the role of agricultural cooperatives in linking small farmers to establish large paddy fields in the Mekong Delta, it is necessary to synchronously implement the following solutions such as (i) improving mechanisms and policies for agricultural cooperatives to promote their role in farmer linkage to set up large paddy fields; (ii) strengthening the capacity of agricultural cooperatives management staff; iii) strengthening the role of agricultural cooperatives’ representing member farmer households in carrying out the association with firms in setting up big paddy fields.     Evaluation of Accountants’ Performance: The Case of Vietnam

    This study is conducted for evaluating accountants’ performance of firms doing business in Vietnam. Based on literature review and interview’s results, dependent variable of accountants’ performance includes four attributes. Having descriptive analysis, Cronbach's Alpha, Independent T-test, ANOVA for measuring performance of accountants in firms in Vietnam. The results show that performance of accountants achieved an average of 3.87, Cronbach's Alpha coefficient with greater than 0.6; evaluation of the performance of accountants of other units in firms and its evaluation of accounting unit itself is different, differences in evaluating performance of accountants from chief accountants, general accountants and accountants. Based on the findings, some recommendations are given for improving accountant performances of firms doing business in the context of Vietnam. Keywords: Performance, Accountants, Vietna

    Primary Cementless Bipolar Long Stem Hemiarthroplasty for Unstable Osteoporotic Intertrochanteric Fracture in the Elderly Patients

    BACKGROUND: Intertrochanteric fracture (ITF) is a major part of fracture in femoral head fracture. 95% of ITF are found in elderly patients. Osteosynthese is the preferred method of choice. However, elderly patients had osteoporotic, combined with many of chronic disease conditions that increase the rate of osteosynthese failure. Hemiarthroplasty bipolar long-stem is a surgical method that helps patients relieve pain, facilitate early rehabilitation, limit long-term complications, and improve quality of life for patients. AIM: The aim of our study is to evaluate the clinical of result of primary cementless bipolar long stem hemiarthroplasty in treatment for unstable ITF in the elderly patients who have severe osteoporosis. METHODS: Between 01/2016 and 12/2017, 35 patients with ITF type A2.2 and A2.3 (AO) were included in our prospective study. These patients were over 70 years old and treatment by hemiarthroplasty cementless long stem at E hospital and Saint Paul hospital by one group surgeons. RESULTS: Mean age of studied subjects was 84.29 ± 6.17, the lowest was 71, the highest was 96; ratio male/female was 1/4. Follow-up of 35 patients for at least 6 months showed 88.6% caused by a low-energy injury; Average rehabilitation time was 4.63 ± 1.7 days. The average Harris point at the end was 90.4 ± 4.72. CONCLUSION: Primary cementless bipolar long stem hemiarthroplasty is one of good choices in treatment unstable ITF in elderly patients with severe osteoporosis helped patients improve the quality of life

    Preliminary Result of Arthroscopic Anterior Cruciate Ligament Reconstruction Using Anterior Half of Peroneus Longus Tendon Autograft

    BACKGROUND: Anthroscopic anterior cruciate ligament reconstruction is one of the most successful operations in sports medicine. At present, ligament autografts have been the best method due to good histocompatibility, rapid healing, no cross-contamination, and low cost of treatment. However, autografts do not have infinite amount and are also not always feasible. Anterior half of peroneus longus tenden autograft is likely to become a source of autograft with many advantages. This study aims to evaluate the clinical outcomes of anthroscopic anterior cruciate ligament reconstruction using anterior half of peroneus longus tendon autograft (AHPLT). AIM: To evaluate the initial outcome of ACL reconstruction arthroscopy by anterior half of peroneus longus tendon. METHODS: This is a prospective non-controlled case series. RESULTS: A prospective study on 30 patients (from 9 / 2016 to 01 / 2019) had both ACL and MCL injury who had operated ACL reconstruction using anterior half of peroneus longus tendon autograft (AHPLT) at Department of General Orthopaedic and Trauma, Viet Duc hospital. Our outcome: the year average 35.4 ys, the rate of ACL rupture combined with meniscus injury was 40%. The average diameter AHPLT autograft is 7.0 mm. The function Lysholm scores improved from 59 to 94.27 postoperative 6 months. No difference beetwen the AOFAS scale of preoperative and postoperative. CONCLUSION: Peroneus longus tendon is recommended to be a safe and practical autograft resource for anthroscopic anterior cruciate ligament reconstruction

    Embedding Sustainable Consumption into Higher Education in Vietnam

    Changing in the way that human produces and consumes are indispensable to achieve sustainable consumption. All of the countries in developed economies, economies in transition and developing economies should promote sustainable consumption. This will require larger changes in society. Higher education plays a vital role in promoting understanding, awareness of professors, staff members and students of sustainable consumption. Through higher education, these people would be positively change their mind about this issue. National Economics University (NEU) is one of the leading university in economics in Vietnam as a case study. Students graduated from the university will be future experts, leaders and businessmen. After graduation, as academic citizens with acquainted knowledge and skills, they will influence the economic and social changes though their business and private purchasing habits and decisions. Using data from the University, this paper will reveal the current landscape of sustainable consumption at National Economics University through the years. In order to embed this issues into education, the university should incorporate sustainable consumption into the curriculum, create and implement a sustainability plan and adjust teaching method to encourage students asking questions, analyzing, thinking critically and making decisions toward sustainable consumption.     Determinants Influencing Vietnamese Farmers’ Intention in Applying New Technologies in Agricultural Farming

    This paper used survey data from 273 farmers planting fruit trees in 23 provinces to assess the impact of some factors on the intention of applying new technologies to agricultural production of Vietnamese farmers. Research results have identified and measured a number of factors that have a positive impact and some negative factors hinder farmers' intention to apply new technologies. These findings are the basis to recommend policies and solutions to promote Vietnamese farmers to apply new technologies.     PRESENT STATE OF OCEAN OBSERVATIONS AND SERVICE IN VIETNAM

    This paper presents the basic information on the present status of ocean observation and service in Vietnam with focus on the physical oceanography area. Study results show that in recent years, ocean observations of Vietnam have been equipped with a series of modern measured and analyzed instruments, especially at related offices of the Vietnam Academy of Science and Technology (VAST) and Ministry of Natural Resources and Environment (MONRE). The remarkable progress was to carry out the UAV (Unmanned Aerial Vehicle) program to observe oceanographic conditions in nearshore region by VAST from 2013. Earlier, from 2009 the MONRE carried out the program to establish a network of stations to observe waves and current characteristics in nearshore region by high frequency radar technology. However, the current status of ocean observations and services in Vietnam still has shortcomings in both manpower and equipment and the observations are mostly focused in the nearshore region. Services on oceanographic data are still less professional and public. For sustainable development of ocean observations and service, it is necessary to promote international cooperation projects on oceanography especially in the frame-work of IOC/WESTPAC cooperation

    In using conventional scientific research methods in the field of physical training and sports, we selected and built the content of 04 measures to improve the quality of teaching Basketball subject for non-specialized students of Bac Ninh Sport University of Viet Nam under the credit-based training system, at the same time test the theory on the feasibility of measures by an expert method.
