    National Income, Strategic Discontinuity, and Converging Trajectories of Macroeconomic Policy Initiatives: An Empirical Study of China

    The framework of converging trajectories of macroeconomic policy initiatives is employed in the context of strategic discontinuity to study the national income of an advancing economy. A model of systemic changes based upon an equation of production and consumption is presented. In this study of the Chinese economy of 1980-2014, over time, the dynamics of policy imbalance is found to decrease considerably, which is consistent with the decreasing trend of shrinking the differences among the impact coefficients of government consumption, private investment, and private consumption

    The Effect of Urbanization on the Mycorrhizal Associations and Survival of Three Species of Eastern Hardwoods

    Mycorrhizal fungi colonization can be a significant determinant of plant health and establishment success. By protecting roots from pathogens and increasing plant uptake of nutrients and water, mycorrhizal colonization can determine the outcome of competitive interactions between plants, thereby shaping plant community composition. Currently, in remnant forest patches, plants and their fungal symbionts are exposed to varied anthropomorphic effects related to the encroachment of metropolitan areas into rural landscapes. However, little is known about the impact of urbanization on the plant-mycorrhizal fungi association. To assess the effect of urbanization on mycorrhizal fungi root colonization and their role on seedling establishment, we investigated the relationship between mycorrhizal colonization of tree seedlings and seedling survival along an urbanization gradient typical of the mid-western region of the USA. We planted three species of temperate tree seedlings (Acer rubrum, Carya ovata, and Quercus rubra) in each of three landscape types: urban, suburban, and rural forests. We measured the percent of root length of the seedlings colonized by ectomycorrhizal (ECM) and arbuscular mycorrhizal fungi (AMF) and monitored seedling survival during their first growing season. We analyzed the percent root length colonized by mycorrhizae as a function of landscape type (urban-rural) and additional variables known to contribute mycorrhizal colonization (soil phosphorus, soil nitrogen, and initial plant height). We then analyzed seedling survival as a function of the degree of mycorrhizal fungi colonization associated with the landscape gradient and of additional environmental factors (available light and soil moisture). Within a species, we found no changes in levels of mycorrhizal fungi colonization across the urban landscape gradient. Environmental variables (light, soil moisture, soil nutrients) did not significantly vary along the urban gradient, and differences in these variables did not have a measureable effect upon mycorrhizal colonization or survival. Each seedling species had markedly different levels of colonization and responded differently to increasing levels of mycorrhizal colonization. For A. rubrum, survival was independent of mycorrhizal colonization, Q. rubra had a statistically non-significant rise in survival as colonization increased, and C. ovata had a significant positive survival response to more than 60 % colonization.     Designing a Program to Increase Enrollment and Retention of Hispanic Children in Public Health Insurance Programs in Virginia: Lessons Learned

    Children who have ongoing healthcare coverage benefit from improved health, education, and economic outcomes due to increased preventive services use and regular school attendance. These factors play a crucial part in determining a child’s level of education and future economic status. However, children eligible for publicly funded health insurance remain uninsured or experience “churning” throughout childhood and adolescence. Barriers to healthcare retention include lack of program awareness and understanding of the application process and belief that healthcare coverage only provides marginal benefits. Additionally, denial due to incorrect paperwork also contributes to low retention rates. Children who live in non-English speaking households, belong to an ethnic minority group or are foreign-born are at an increased risk of being uninsured or retaining health insurance. However, Hispanic children have the highest rates among ethnic minority groups of those at an increased risk for remaining uninsured. Based on information from current research, technical reports, and informal interviews at the local level, the researcher identified the underlying causes for low enrollment and retention among children living in Chesapeake, Virginia. Through the Socio-Ecological Model lens, the researcher recommends interventions at the individual, interpersonal, and community levels for program development to increase enrollment and retention of Hispanic children in publicly funded health insurance programs in Chesapeake. Additionally, the program utilizes an interdisciplinary team and key community stakeholders to implement this multifaceted outreach program with interventions to increase awareness, provide information, facilitate, and aid in the application process.     This essay interrogates “conversation,” “dialogue,” and the language of therapy as framing devices for various public deliberative processes in the 1990s and since. Although “conversation” and “dialogue” are often trumpeted as a means to restore civility, egalitarianism, and community into the public sphere, this essay argues that these communication modes, coupled with the language of therapy in which they frequently have been couched, are problematic as paradigms for conflict and problem resolution on public issues. The essay argues, first, that a conversational model for deliberation may impede rather than further democratic goals, and, second, that conversation may function
