Deficiency symptoms and factors making B deficiency common and difficult to correct are described. B deficiency in cacao was not correlated with leaf-B content. Repressive administrative law:assessing culpability in Dutch social security regulation

With the introduction of strict obligations and sanctions in social security, the traditional boundary between criminal law and administrative law seems to fade away. Administrative fines in particular facilitate strict, efficient and effective law enforcement. In spite of the fact that administrative fines are part of administrative law, criminal law safeguards are still applicable. This could cause problems, since administrative authorities and administrative judges are not necessarily familiar with these criminal law principles. This article addresses the question of how administrative authorities and administrative judges assess culpability when deciding on administrative fines in the Netherlands. The main finding is that administrative authorities, and especially municipalities, overestimate the degree of culpability. Ontdubbelde handhaving

Met het doel om de administratieve lasten voor ondertoezichtgestelden te reduceren, worden veel inspecties ‘ontdubbeld’: soortgelijke groepen burgers worden op dezelfde wijze behandeld en soortgelijke activiteiten worden op dezelfde wijze uitgevoerd binnen één (grotere) inspectiedienst. Het gedroomde gevolg: de ondertoezichtgestelde krijgt nog maar te maken met één inspecteur die op elk domein regels handhaaft. En die inspecteur is op verschillende domeinen inzetbaar. Van de nieuw opgerichte inspecties, zoals de Autoriteit Consument & Markt (ACM), de Nederlandse Voedsel- en Warenautoriteit (NVWA) en de Inspectie voor Leefomgeving en Transport (ILT), wordt daarom verwacht dat deze flexibeler en doelgerichter kunnen opereren. Of samenvoeging van inspecties inderdaad tot ‘ontdubbeling’ leidt, is afhankelijk van het vervullen van twee voorwaarden. In de eerste plaats moeten de handhavingsinstrumenten (de bevoegdheden die inspecties hebben) per domein niet te veel verschillen. In de tweede plaats moeten deze instrumenten over de domeinen heen enigszins uniform worden gebruikt. Een case study naar (het gebruik van) handhavingsinstrumenten van de Inspectie Verkeer en Waterstaat illustreert dat weliswaar de handhavingsinstrumenten veelal gelijk zijn, maar het gebruik ervan per domein verschilt. Juist de stijl van regelhandhaving laat zich niet gemakkelijk te standaardiseren en staat in de weg aan een serieuze ‘ontdubbeling’ van de handhaving, waarbij inspecteurs op elk domein werkzaam kunnen zijn.
