A teleoperated unmanned rotorcraft flight test technique
NASA and the U.S. Army are jointly developing a teleoperated unmanned rotorcraft research platform at the National Aeronautics and Space Administration (NASA) Langley Research Center. This effort is intended to provide the rotorcraft research community an intermediate step between wind tunnel rotorcraft studies and full scale flight testing. The research vehicle is scaled such that it can be operated in the NASA Langley 14- by 22-Foot Subsonic Tunnel or be flown freely at an outside test range. This paper briefly describes the system's requirements and the techniques used to marry the various technologies present in the system to meet these requirements. The paper also discusses the status of the development effort
The price of corporate social responsibility: the case of black economic empowerment transactions in South Africa
Since the demise of apartheid in South Africa, corporations have been encouraged to participate in the governmental goal of increasing corporate ownership by the black majority population. One vehicle that has arisen to help facilitate an increase in corporate ownership has been black economic empowerment (BEE) transactions. BEE transactions are essentially private placements of equity. Firms that have taken this socially activist position of selling portions of their equity, usually at a substantial discount, to black empowerment groups have received positive media attention in the name of âgood corporate citizenship.â ; This study investigates the market performance of these BEE transactions, specifically addressing three questions. The first question is whether BEE transactions create or destroy wealth. To address this question we use an event study methodology to calculate the cumulative abnormal returns (CARs) associated with public announcements of BEE transactions. The second question is whether specific types of BEE transactions did better or worse than others. We address this question by analyzing the cross-sectional variation in the CARs associated with public announcements of BEE transactions. The third question is whether firms that engage in BEE transactions experience negative post-announcement price performance. This last question is motivated by popular press accounts of the exploitation of black empowerment groups by white-owned South African corporations. To address this question, we test whether BEE transactions have benefited white corporate South Africa at the expense of the participating black empowerment groups.
Spatial and temporal variability in the relative contribution of king mackerel (Scomberomorus cavalla) stocks to winter mixed fisheries off South Florida
King mackerel (Scomberomorus cavalla) are ecologically and economically important scombrids that inhabit U.S. waters of the Gulf of Mexico (GOM) and Atlantic Ocean (Atlantic). Separate migratory groups, or stocks, migrate from eastern GOM and southeastern U.S. Atlantic to south Florida waters where the stocks mix during winter. Currently, all winter landings from a management-defined south Florida mixing zone are attributed to the GOM stock. In this study, the stock composition of winter landings across three south Florida sampling zones was estimated by using stock-specific
otolith morphological variables and Fourier harmonics. The mean accuracies of the jackknifed classifications from stepwise linear discriminant function analysis of otolith shape variables ranged from 66â76% for sex-specific models. Estimates of the contribution of the Atlantic stock to
winter landings, derived from maximum likelihood stock mixing models, indicated the contribution was highest off southeastern Florida (as high as 82.8% for females in winter 2001â02) and lowest off southwestern Florida (as low as 14.5% for females in winter 2002â03). Overall, results provided evidence that the Atlantic stock contributes a certain, and perhaps a significant (i.e., â„50%), percentage
of landings taken in the management-defined winter mixing zone off south Florida, and the practice of assigning all winter mixing zone landings to the GOM stock shoul

The Inflammatory Response to Different HIIT Modalities
Pro-inflammatory and anti-inflammatory cytokines have been documented to change in response to long-duration, aerobic exercise. Little work has been performed in high-intensity interval training (HIIT). Furthermore, it has yet to be elucidated whether the modality of HIIT affects this inflammatory response. PURPOSE: The purpose of this study was to investigate the changes in IL-8 and IL-10 cytokine concentrations pre-post and post-1hr following HIIT protocols using two different exercise modalities, treadmill running (TM) and stationary cycling (CE). METHODS: Eight young, healthy, recreationally active volunteers (1 female, 7 males; 25.50 ± 3.25 years) completed a 4x4 HIIT protocol (4-minute 85-95% HRmax active; 3-minute 60-70% HRmax recovery) on both a treadmill (TM) and a stationary cycle (CE). All participants completed both modalities in a randomized order 1 week apart. Blood samples were collected using Tasso+ devices attached to the upper arm. Plasma was isolated and frozen at -80C until protein analysis. IL-8 and IL-10 were measured using the Millipore HCYTOMAG60K assay. Data are presented as percent change, post- and 1h-post HIIT bouts. RESULTS: IL-8 was elevated by 8.11% immediately following TM HIIT and did not change following CE HIIT (0.3%). Following 1-hour of recover, IL-8 increased a further 28.96% after TM and increased by 2.08% after CE. IL-10 concentration was increased by 14.41% 1-hour following TM HIIT; however, it did not change 1 hour following CE HIIT. CONCLUSION: The immune system plays an important role in the maintenance of health. This study demonstrated that a higher-impact exercise (TM) elicits a proinflammatory response that persists for 1 hour after training. However, this pro-inflammatory response was not observed in the lower-impact CE modality. Accounting for differences in inflammatory response between modalities of HIIT is important when designing exercise programs for populations with impaired immune systems. Future work should be performed to identify differences in immune cell function following various HIIT modalities
Principles to Guide the Office of Legal Counsel
Former members of Office of Legal Counsel ( OLC ) in the Department of Justice offer guidance for their successors. Among the document\u27s recommendations are suggestions that the OLC provide an accurate and honest appraisal of applicable law, even if that advice will constrain the administrationâs pursuit of desired policies; and publicly disclose its written legal opinions in a timely manner, absent strong reasons for delay or nondisclosure
