A stragegy for the Atlantic Alliance, by Helmut Schmidt There are two aspects of the présent world crisis. On the one hand we see deteriorating relations between East and West, the arms race, growing verbal hostility between the two superpowers, and increasing fears of war. On the other hand, we have an economie recession which could deteriorate into depression and political instability. According to Helmut Schmidt, the principal dilemma facing the West during recent years has been its inability to formulate a grand strategy encompassing the political, military and economie aspects of its problems. The author analyses the current situation as perceived by the Russians, the Americans, the Europeans and particularly by the Germans, and also the mutual misunderstandings existing between the Soviet Union and the West. He stresses the urgent need for a total strategy as the only way to combat Soviet expansionism effectively.Le monde connaît une double crise caractérisée par la détérioration des relations Est-Ouest, la course aux armements et une récession économique qui pourrait conduire, si elle s'aggrave, vers la dépression et la déstabilisation politique. Après avoir analysé les différentes perceptions, russe, américaine, européenne et en particulier allemande, de la situation actuelle, et montré les incompréhensions réciproques opposant Russes et Occidentaux, l'auteur insiste sur la nécessité urgente de la mise sur pied d'une stratégie globale, seule capable de faire face à l'expansionnisme soviétique.Schmidt Helmut, Time Magazine.
