    Evangelizing the State: Mennonite Brethren Technocrats in Paraguayan State Reform, 2003-2008

    Nicanor Duarte Frutos assumed the Presidency of Paraguay in August 2003 amidst the countrys worst financial crisis since the end of the dictatorship. With low revenues, depleted reserves, and an inheritance of defaulted debts, he had little choice but to turn to international financial institutions when he took office in August 2003. To negotiate IMF and World Bank loans, as well as to orchestrate the reforms and implement the structural adjustments that would inevitably come with it, Nicanor Duarte turned to a small group of technocrats outside his ruling Colorado Party. The technocrats in the Nicanor administration were not the \u27Chicago Boys\u27-style monetarists that that occupied so many other Latin American cabinets, but members of a the Mennonite Brethren, a remarkably insular religious sect known for its traditional distrust of the political arena. How should this departure be explained? Why, in light of a literature that posits technical expertise as the key to appointment in Latin American economic ministries, would Nicanor consider religious criteria in making his appointments? And why, in light of religious dicta that discourage political involvement, would these Mennonites accept? This thesis argues that in some cases, an appeal to expert knowledge may be an inadequate source of a technocrat\u27s legitimacy. Because laypersons are prone to explain economic and political crises in moral and intentional terms rather than instrumental terms, presidents may appeal to the moral aspects of their technocratic appointments in situations where domestic actors hold considerable power. However, as this study concludes, this strategy has its own potential dangers

Fact is I was fortunate enough to pick the World\u27s best forage on which to base much of my career about the same time I fell in love with and married the best lady I ever knew. Betty has stuck with me through these crazy wonderful years. She was largely responsible for matters at home and raising the family. She managed our family and home while I was on the move trying to encourage maybe even coerce farmers in Kentucky and then over the USA to grow alfalfa and to improve their pastures and make both enterprises profitable. Thank you and your predecessors who have made this mission fun and satisfying. It\u27s been a great \u27ride\u27

    Cytidine deaminase (CD) is an cytoplasmic enzyme found in high concentrations in polymorphonuclear leucocytes (polymorphs). In rheumatoid arthritis (RA) huge numbers of polymorphs are attracted to inflamed joints where they lyse releasing their contents into synovial fluid. The thesis describes a series of experiments designed to test the hypothesis that, in RA, CD drains from synovial fluid to blood where serum levels represent an integrated measure of 'acute' inflammation. An assay was established and evaluated. Studies of CD in joint tissues and body fluids showed that serum levels of CD were raised in RA patients with a gradient running from synovial polymorphs to synovial fluid, across the synovium to blood. The mean synovial fluid CD level was very close to the value predicted using a mathematical model of synovial fluid solute kinetics. Studies of a variety of other enzymes and a selective inhibitor of CD supported the joint polymorph as the source of origin for serum CD in RA. Clinical evaluation revealed a small diurnal variation in serum CD in RA patients probably related to exercise increasing lymphatic drainage from joints. Serum CD was shown to correlate cross-sectionally and longitudinally with other clinical and biochemical measures of joint inflammation in RA, and levels were able to detect the flare produced by the withdrawal of non-steroidal anti-inflammatory drugs from RA patients. The results were discussed according to the principles of measurement theory. In conclusion, serum CD is a simple, cheap, reproducible and sensitive measure of joint inflammation in RA that reflects polymorph lysis known to be at the centre of the inflammatory process. It supplies the clinician with a serological tool for patient monitoring which is a direct assessment of one aspect of inflammation

    Communication through language, irrespective of the model of its structure and deployment, entails the making of meanings. The ways that advertisers produce meaning through disjunctive grammar is the concern of this study. Thus, the analysis considered twelve advertisements for examination for meaning deductions. The Hallidayan ‘below the clause’ was the conceptual facilitator of meanings in texts. With the application of technological tools of the table and graph, the study drew a conclusion that nominal group (NG) is the most employed device to fascinate readers to consumption. Having observed that advertisers utilize health matters, beliefs and values, monetary gifts, contents of commodities, etc. to persuade consumers, the study suggests that advertisements could assist in revealing the true contents of the advertised products for proper decision making on the products to patronize. Such behavior could also sensitize the public from being recalcitrant to reading advertising artifacts which is a gain to advertisers themselves. Qualquer que seja o modelo que guie sua estrutura e desenvolvimento, a comunicação por meio da linguagem implica a criação de significados. Os publicistas parecem entender que a criação de significado na comunicação com o público-alvo não precisa depender da cláusula ou da oração. As produções de significado podem ser mordazes e com estruturas fragmentadas; com isso, o estudo que deu origem ao presente artigo interessou-se pela forma como os especialistas em publicidade produzem significado por meio da gramática disjuntiva. Analisaram-se doze anúncios de bebidas e telecomunicações, a fim de explicar os significados. O conceito de “cláusula dependente”, estabelecido por Halliday, foi o facilitador conceitual dos significados nos textos. O uso de ferramentas tecnológicas como tabelas e gráficos ajudou a calcular as frequências das instalações disjuntivas dos textos. Chegou-se à conclusão de que a frase nominal é o dispositivo mais empregado para interessar os leitores no consumo. Tendo-se observado que os anunciantes utilizavam assuntos de saúde, crenças e valores, presentes monetários, conteúdos de produtos básicos, globalização etc. para persuadir os consumidores, o estudo sugeriu que os anúncios poderiam seguir empregando construções com signos de pontuação para revelar os verdadeiros conteúdos dos produtos anunciados, de tal forma que tomassem as decisões adequadas ao favorecê-los. Tal comportamento de implantação disjuntiva também poderia levar o público a ler materiais publicitários no lugar de recusá-los, portanto, de uma maneira ou de outra, convencer o público é o objetivo real da persuasão na publicidade.Cualquiera que sea el modelo que guíe su estructura y desarrollo, la comunicación a través del lenguaje implica la creación de significados.
