    Observable QPOs produced by steep pulse profiles in Magnetar Flares

    Strong quasi-periodic oscillations in the tails of the giant gamma-ray flares seen in SGR 1806-20 and SGR 1900+14 are thought to be produced by starquakes in the flaring magnetar. However, the large fractional amplitudes (up to ~20%) observed are difficult to reconcile with predicted amplitudes of starquakes. Here we demonstrate that the steeply pulsed emission profile in the tail of the giant flare can enhance the observed amplitude of the underlying oscillation, analogously to a beam of light oscillating in and out of the line of sight. This mechanism will also broaden the feature in the power spectrum and introduce power at harmonics of the oscillation. The observed strength of the oscillation depends on the amplitude of the underlying starquake, the orientation and location of the emission on the surface of the star, and the gradient of the light curve profile. While the amplification of the signal can be significant, we demonstrate that even with uncertainties in the emission geometry, this effect is not sufficient to produce the observed QPOs. This result excludes the direct observation of a starquake, and suggests that the observed variations come from modulations in the intensity of the emission.Comment: 5 pages, 4 figures, accepted by ApJ

    Screening and Assessment in TANF/Welfare-to-Work: Local Answers to Difficult Questions

    Welfare reform efforts and significant caseload declines have resulted in a commonly held belief that those remaining on welfare face multiple barriers to employment, or are in some way "hard-to-serve." Clients with complex barriers to employment, disabilities, or medical conditions, are often grouped under this broad heading. One of the most significant challenges facing states and localities related to serving the hard-to-serve population is identifying the specific conditions and disabilities clients have that may be a barrier to finding and maintaining employment.In 1999, the U.S. Department of Health and Human Services contracted with the Urban Institute to conduct a Study of Screening and Assessment in TANF/Welfare-to-Work (WtW). The first phase of the study involved a review of the issues and challenges faced by TANF agencies and their partners in developing strategies and selecting instruments to identify substance abuse and mental health problems, learning disabilities, and domestic violence situations among TANF clients. The issues and challenges identified through that review are presented in Ten Important Questions TANF Agencies and Their Partners Should Consider (hereafter referred to as Ten Important Questions). The second phase of the study involved case studies of a limited number of localities to further explore how TANF agencies and their partners responded to the issues and challenges identified during phase one.     Discovery of Quasi-Periodic Oscillations in the Recurrent Burst Emission from SGR 1806-20

    We present evidence for Quasi-Periodic Oscillations (QPOs) in the recurrent outburst emission from the soft gamma repeater SGR 1806-20 using NASA's Rossi X-ray Timing Explorer (RXTE) observations. By searching a sample of 30 bursts for timing signals at the frequencies of the QPOs discovered in the 2004 December 27 giant flare from the source, we find three QPOs at 84, 103, and 648 Hz in three different bursts. The first two QPOs lie within ∼\sim 1 σ\: \sigma from the 92 Hz QPO detected in the giant flare. The third QPO lie within ∼\sim 9 σ\: \sigma from the 625 Hz QPO also detected in the same flare. The detected QPOs are found in bursts with different durations, morphologies, and brightness, and are vindicated by Monte Carlo simulations, which set a lower limit confidence interval ≥4.3σ\geq 4.3 \sigma. We also find evidence for candidate QPOs at higher frequencies in other bursts with lower statistical significance. The fact that we can find evidence for QPOs in the recurrent bursts at frequencies relatively close to those found in the giant flare is intriguing and can offer insight about the origin of the oscillations. We confront our finding against the available theoretical models and discuss the connection between the QPOs we report and those detected in the giant flares.     Probing fundamental constant evolution with redshifted conjugate-satellite OH lines

    We report Westerbork Synthesis Radio Telescope and Arecibo Telescope observations of the redshifted satellite OH-18cm lines at z∼0.247z \sim 0.247 towards PKS1413+135. The "conjugate" nature of these lines, with one line in emission and the other in absorption, but with the same shape, implies that the lines arise in the same gas. The satellite OH-18cm line frequencies also have different dependences on the fine structure constant α\alpha, the proton-electron mass ratio μ=mp/me\mu = m_p/m_e, and the proton gyromagnetic ratio gpg_p. Comparisons between the satellite line redshifts in conjugate systems can hence be used to probe changes in α\alpha, μ\mu, and gpg_p, with few systematic effects. The technique yields the expected null result when applied to Cen.A, a nearby conjugate satellite system. For the z∼0.247z \sim 0.247 system towards PKS1413+135, we find, on combining results from the two telescopes, that [ΔG/G]=(−1.18±0.46)×10−5[\Delta G/G] = (-1.18 \pm 0.46) \times 10^{-5} (weighted mean), where G=gp[μα2]1.85G = g_p [\mu \alpha^2]^{1.85}; this is tentative evidence (with 2.6σ2.6 \sigma significance, or at 99.1% confidence) for a smaller value of α\alpha, μ\mu, and/or gpg_p at z~0.247, i.e. at a lookback time of ~2.9 Gyrs. If we assume that the dominant change is in α\alpha, this implies [Δα/α]=(−3.1±1.2)×10−6[\Delta \alpha /\alpha ] = (-3.1 \pm 1.2) \times 10^{-6}. We find no evidence that the observed offset might be produced by systematic effects, either due to observational or analysis procedures, or local conditions in the molecular cloud.Comment: 4 pages, 2 figures; accepted for publication in Astrophysical Journal Letters

    Telecommunications services are for long subject to privacy regulations. At stake are traditionally: privacy of the communication and the protection of traffic data. Privacy of the communication is legally founded. Traffic data subsume under the notion of data protection and are central in the discussion. The telecommunications environment is profoundly changing. The traditionally closed markets with closed networks change into an open market with open networks. Within these open networks more privacy sensitive data are generated and have to be exchanged between growing numbers of parties. Also telecommunications and computer networks are rapidly being integrated and thus the distinction between telephony and computing disappears. Traditional telecommunications privacy regulations are revised to cover internet applications. In this paper telecommunications issues are recalled to aid the on-going debate. Cellular mobile phones have recently be introduced. Cellular networks process a particular category of traffic data namely location data, thereby introducing the issue of territorial privacy into the telecommunications domain. Location data are bound to be used for pervasive future services. Designs for future services are discussed and evaluated for their impact on privacy protection.</p

    Method for locating low-energy solutions within DFT+U

    The widely employed DFT+U formalism is known to give rise to many self-consistent yet energetically distinct solutions in correlated systems, which can be highly problematic for reliably predicting the thermodynamic and physical properties of such materials. Here we study this phenomenon in the bulk materials UO_2, CoO, and NiO, and in a CeO_2 surface. We show that the following factors affect which self-consistent solution a DFT+U calculation reaches: (i) the magnitude of U; (ii) initial correlated orbital occupations; (iii) lattice geometry; (iv) whether lattice symmetry is enforced on the charge density; and (v) even electronic mixing parameters. These various solutions may differ in total energy by hundreds of meV per atom, so identifying or approximating the ground state is critical in the DFT+U scheme. We propose an efficient U-ramping method for locating low-energy solutions, which we validate in a range of test cases. We also suggest that this method may be applicable to hybrid functional calculations

    Hard Burst Emission from the Soft Gamma Repeater SGR 1900+14

    We present evidence for burst emission from SGR 1900+14 with a power-law high energy spectrum extending beyond 500 keV. Unlike previous detections of high energy photons during bursts from SGRs, these emissions are not associated with high-luminosity burst intervals. Not only is the emission hard, but the spectra are better fit by Band's GRB function rather than by the traditional optically-thin thermal bremsstrahlung model. We find that the spectral evolution within these hard events obeys a hardness/intensity anti-correlation. Temporally, these events are distinct from typical SGR burst emissions in that they are longer (~ 1 s) and have relatively smooth profiles. Despite a difference in peak luminosity of > 1E+11 between these bursts from SGR 1900+14 and cosmological GRBs, there are striking temporal and spectral similarities between the two kinds of bursts, aside from spectral evolution.     This article presents a procedure for estimating sales loss following a food contamination incident with application to the case of heptachlor contamination of fresh fluid milk in Oahu, Hawaii in 1982. A major finding is that media coverage following the incident had a significant impact on milk purchases and that negative coverage had a larger effect than positive coverage. This conclusion implies that public statements by producers or government to assure the public of safe food supplies may be ineffective in restoring consumer confidence following the discovery of a food safety problem.
