    A Conceptual Framework for Studying the Sources of Variation in Program Effects

    Evaluations of public programs in many fields reveal that (1) different types of programs (or different versions of the same program) vary in their effectiveness, (2) a program that is effective for one group of people might not be effective for other groups of people, and (3) a program that is effective in one set of circumstances may not be effective in other circumstances. This paper presents a conceptual framework for research on such variation in program effects and the sources of this variation. The framework is intended to help researchers -- both those who focus mainly on studying program implementation and those who focus mainly on estimating program effects -- see how their respective pieces fit together in a way that helps to identify factors that explain variation in program effects and thereby support more systematic data collection on these factors. The ultimate goal of the framework is to enable researchers to offer better guidance to policymakers and program operators on the conditions and practices that are associated with larger and more positive effects

    Convective intensification of magnetic fields in the quiet Sun

    Kilogauss-strength magnetic fields are often observed in intergranular lanes at the photosphere in the quiet Sun. Such fields are stronger than the equipartition field B_e, corresponding to a magnetic energy density that matches the kinetic energy density of photospheric convection, and comparable with the field B_p that exerts a magnetic pressure equal to the ambient gas pressure. We present an idealised numerical model of three-dimensional compressible magnetoconvection at the photosphere, for a range of values of the magnetic Reynolds number. In the absence of a magnetic field, the convection is highly supercritical and is characterised by a pattern of vigorous, time-dependent, “granular” motions. When a weak magnetic field is imposed upon the convection, magnetic flux is swept into the convective downflows where it forms localised concentrations. Unless this process is significantly inhibited by magnetic diffusion, the resulting fields are often much greater than B_e, and the high magnetic pressure in these flux elements leads to their being partially evacuated. Some of these flux elements contain ultra-intense magnetic fields that are significantly greater than B_p. Such fields are contained by a combination of the thermal pressure of the gas and the dynamic pressure of the convective motion, and they are constantly evolving. These ultra-intense fields develop owing to nonlinear interactions between magnetic fields and convection; they cannot be explained in terms of “convective collapse” within a thin flux tube that remains in overall pressure equilibrium with its surroundings

    Converging and diverging convection around axisymmetric magnetic flux tubes

    A numerical model of idealized sunspots and pores is presented, where axisymmetric cylindrical domains are used with aspect ratios (radius versus depth) up to 4. The model contains a compressible plasma with density and temperature gradients simulating the upper layer of the Sun's convection zone. Non-linear magnetohydrodynamic equations are solved numerically and time-dependent solutions are obtained where the magnetic field is pushed to the centre of the domain by convection cells. This central magnetic flux bundle is maintained by an inner convection cell, situated next to it and with a flow such that there is an inflow at the top of the numerical domain towards the flux bundle. For aspect ratio 4, a large inner cell persists in time, but for lower aspect ratios it becomes highly time dependent. For aspect ratios 2 and 3 this inner convection cell is smaller, tends to be situated towards the top of the domain next to the flux bundle, and appears and disappears with time. When it is gone, the neighbouring cell (with an opposite sense of rotation, i.e. outflow at the top) pulls the magnetic field away from the central axis. As this happens a new inner cell forms with an inflow which pushes the magnetic field towards the centre. This suggests that to maintain their form, both pores and sunspots need a neighbouring convection cell with inflow at the top towards the magnetic flux bundle. This convection cell does not have to be at the top of the convection zone and could be underneath the penumbral structure around sunspots. For an aspect ratio of 1, there is not enough space in the numerical domain for magnetic flux and convection to separate. In this case the solution oscillates between two steady states: two dominant convection cells threaded by magnetic field and one dominant cell that pushes magnetic flux towards the central axis

    Expression of Epstein–Barr Virus–Encoded Small RNA (by the EBER-1 Gene) in Liver Specimens from Transplant Recipients with Post-Transplantation Lymphoproliferative Disease

    Epstein-Barr virus (EBV)—associated post-transplantation lymphoproliferative disease (PTLD) develops in 1 to 10 percent of transplant recipients, in whom it can be treated by a reduction in the level of immunosuppression. We postulated that the tissue expression of the small RNA transcribed by the EBER-1 gene during latent EBV infection would identify patients at risk for PTLD. We studied EBER-1 gene expression in liver specimens obtained from 24 patients 2 days to 22 months before the development of PTLD, using in situ hybridization with an oligonucleotide probe. Control specimens were obtained from 20 recipients of allografts with signs of injury due to organ retrieval, acute graft rejection, or viral hepatitis in whom PTLD had not developed 9 to 71 months after the biopsy. Of the 24 patients with PTLD, 17 (71 percent) had specimens in which 1 to 40 percent of mononuclear cells were positive for the EBER-1 gene. In addition, 10 of these 17 patients (59 percent) had specimens with histopathological changes suggestive of EBV hepatitis. In every case, EBER-1—positive cells were found within the lymphoproliferative lesions identified at autopsy. Only 2 of the 20 controls (10 percent) had specimens with EBER-1—positive cells (P<0.001), and such cells were rare. EBER-1 gene expression in liver tissue precedes the occurrence of clinical and histologic PTLD. The possibility of identifying patients at risk by the method we describe here and preventing the occurrence of PTLD by a timely reduction of immunosuppression needs to be addressed by future prospective studies.     The American Invasion of Europe: The Long Term Rise in Overseas Travel, 1820-2000

    Tourism today is an activity of substantial economic importance worldwide, and has been for some time. Tourism is also of substantial economic importance in the United States, sufficient to warrant the Bureau of Economic Analysis's establishing special accounts on travel and tourism. In this paper we investigate the long term rise in overseas travel by Americans. Over the course of the nineteenth and twentieth centuries the number of Americans going abroad rose from less than 2,000 travelers to over 26 million. The industry went from one confined to the elite of American society to what some have described as mass tourism. We document this rise by compiling a long term series on overseas travel, and describe the changes in the composition of the travelers, their destinations, and their mode of travel. We use an Error Correction Model to explain how the increase came about.

    Ellipticals at z=0 from Self-Consistent Hydrodynamical Simulations: Clues on Age Effects in their Stellar Populations

    We present results of a study of the stellar age distributions in the sample of elliptical-like objects (ELOs) identified at z=0 in four simulations operating in the context of a concordance cosmological model. The simulations show that the formation of most stars in each ELO of the sample is a consequence of violent dynamical events, either fast multiclump collapse at high z, or mergers at lower z. This second way can explain the age spread as well as the dynamical peculiarities observed in some ellipticals, but its relative weight is never dominant and decreases as the ELO mass at the halo scale, MvirM_{vir}, increases, to such an extent that some recent mergers contributing an important fraction to the total ELO mass can possibly contribute only a small fraction of new born stars. More massive objects have older means and narrower spreads in their stellar age distributions than less massive ones. The ELO sample shows also a tight correlation between MvirM_{vir} and the central stellar l.o.s. velocity dispersion, σlos\sigma_{los}. This gives a trend of the means and spreads of ELO stellar populations with σlos\sigma_{los} that is consistent, even quantitatively, with the age effects observationally detected in the stellar populations of elliptical galaxies. Therefore, these effects can be explained as the observational manifestation of the intrinsic correlations found in the ELO sample between MvirM_{vir} and the properties of the stellar age distribution, on the one hand, and MvirM_{vir} and σlos\sigma_{los}, on the other hand. These correlations hint, for the first time, at a possible way to reconcile age effects in ellipticals, and, particularly, the increase of α/\alpha / ratios with σlos\sigma_{los}, with the hierarchical clustering paradigm.Comment: 13 pages, 2 figures, accepted for publication in Astrophysical Journal Letter

    Persistence effects in deterministic diffusion

    In systems which exhibit deterministic diffusion, the gross parameter dependence of the diffusion coefficient can often be understood in terms of random walk models. Provided the decay of correlations is fast enough, one can ignore memory effects and approximate the diffusion coefficient according to dimensional arguments. By successively including the effects of one and two steps of memory on this approximation, we examine the effects of ``persistence'' on the diffusion coefficients of extended two-dimensional billiard tables and show how to properly account for these effects, using walks in which a particle undergoes jumps in different directions with probabilities that depend on where they came from.Comment: 7 pages, 7 figure

    Localised plumes in three-dimensional compressible magnetoconvection

    Within the umbrae of sunspots, convection is generally inhibited by the presence of strong vertical magnetic fields. However, convection is not completely suppressed in these regions: bright features, known as umbral dots, are probably associated with weak, isolated convective plumes. Motivated by observations of umbral dots, we carry out numerical simulations of three-dimensional, compressible magnetoconvection. By following solution branches into the subcritical parameter regime (a region of parameter space in which the static solution is linearly stable to convective perturbations), we find that it is possible to generate a solution which is characterised by a single, isolated convective plume. This solution is analogous to the steady magnetohydrodynamic convectons that have previously been found in two-dimensional calculations. These results can be related, in a qualitative sense, to observations of umbral dots.Comment: submitted to MNRA
