    On June 9, 2009, the Northeast Iowa Highway 150/52 Coalition met with the Iowa Department of Transportation (Iowa DOT) in Cedar Falls, Iowa to discuss concerns regarding roadway conditions and safety which has become a concern because of the potential economic development in the area. In response to the issues raised by the coalition, the Iowa DOT requested that a road safety audit be conducted on the corridor to identify where low-cost improvements could be beneficially applied to address safety concern

    In response to local concerns, the Iowa Department of Transportation (DOT) requested a road safety audit (RSA) for the IA Highway 28 corridor through the City of Norwalk in Warren County, Iowa, from the south corporate limits of Norwalk through the IA 5 interchange in Polk County, Iowa. The audit included meeting with City staff to discuss concerns, review crash history and operational issues, observe the route under daylight and nighttime conditions, and analyze available data. This report outlines the findings and recommendations of the audit team for addressing the safety concerns and operational matters along this corridor

    Mining whole sample mass spectrometry proteomics data for biomarkers: an overview

    In this paper we aim to provide a concise overview of designing and conducting an MS proteomics experiment in such a way as to allow statistical analysis that may lead to the discovery of novel biomarkers. We provide a summary of the various stages that make up such an experiment, highlighting the need for experimental goals to be decided upon in advance. We discuss issues in experimental design at the sample collection stage, and good practise for standardising protocols within the proteomics laboratory. We then describe approaches to the data mining stage of the experiment, including the processing steps that transform a raw mass spectrum into a useable form. We propose a permutation-based procedure for determining the significance of reported error rates. Finally, because of its general advantages in speed and cost, we suggest that MS proteomics may be a good candidate for an early primary screening approach to disease diagnosis, identifying areas of risk and making referrals for more specific tests without necessarily making a diagnosis in its own right. Our discussion is illustrated with examples drawn from experiments on bovine blood serum conducted in the Centre for Proteomic Research (CPR) at Southampton University

    Implementation of the Federal Highway Administration Final Rule on Work Zone Safety and Mobility

    The Federal Highway Administration published the final rule updating 23 CFR 630 Subpart J in September 2004. The revised rule requires agencies using federal funding to address both safety and mobility in planning and construction of roadway improvements. The Iowa Department of Transportation (Iowa DOT) requested the assistance of the Center for Transportation and Research in developing guidance for a policy and procedures to comply with the final rule. This report describes an in-depth examination of current Iowa DOT project development processes for all types of improvements, including maintenance, as well as a detailed characterization of work zone impact considerations throughout project completion. To comply with both the letter and perceived intent of the final rule on safety and mobility, the report features a suggested work zone policy statement and suggested revisions in the Iowa DOT project development processes, including a definition of the key element: significant projects

    Efficient Compression of Digital Holograms for Internet Transmission of Three-Dimensional Images

    We compress phase-shift digital holograms (whole Fresnel fields) for the transmission of three-dimensional images. For real-time networking applications, the time required to compress can be as critical as compression rate. We achieve lossy compression through quantization of both the real and imaginary streams, followed by a bit packing operation. We define a speedup metric that combines space gains due to compression with temporal overheads due to the compression routine and transmission serialization. We empirically verify transmission speedup due to compression, using a special-purpose Internet-based networking application
