    Birds and bioenergy within the americas: A cross‐national, social–ecological study of ecosystem service tradeoffs

    Although renewable energy holds great promise in mitigating climate change, there are socioeconomic and ecological tradeoffs related to each form of renewable energy. Forest‐related bioenergy is especially controversial, because tree plantations often replace land that could be used to grow food crops and can have negative impacts on biodiversity. In this study, we examined public perceptions and ecosystem service tradeoffs between the provisioning services associated with cover types associated with bioenergy crop (feedstock) production and forest habitat‐related supporting services for birds, which themselves provide cultural and regulating services. We combined a social survey‐based assessment of local values and perceptions with measures of bioenergy feedstock production impacts on bird habitat in four countries: Argentina, Brazil, Mexico, and the USA. Respondents in all countries rated birds as important or very important (83–99% of respondents) and showed lower enthusiasm for, but still supported, the expansion of bioenergy feedstocks (48–60% of respondents). Bioenergy feedstock cover types in Brazil and Argentina had the greatest negative impact on birds but had a positive impact on birds in the USA. In Brazil and Mexico, public perceptions aligned fairly well with the realities of the impacts of potential bioenergy feedstocks on bird communities. However, in Argentina and the USA, perceptions of bioenergy impacts on birds did not match well with the data. Understanding people’s values and perceptions can help inform better policy and management decisions regarding land use changes

    News Media Analysis of Carbon Capture and Storage and Biomass: Perceptions and Possibilities

    In the US, carbon capture and storage (CCS) has received most of its attention when coupled with the fossil fuel industry as a mitigation strategy for climate change. CCS, which is constituted as a broad suite of capture and sequestration technologies and techniques, does not preclude coupling with other energy industries such as bioenergy (bioenergy and CCS or BECCS). In this paper, we examined news media coverage of CCS and biomass individually in locations throughout the US where these technologies are being explored to determine how they are perceived and what possibilities lay in their coupling for climate change mitigation. From our analyses, we found that individually, both CCS and biomass are perceived generally as beneficial for energy development by the news media, though they are not often mentioned in combination. Combined references do, however, speak to their value for climate change mitigation and as an alternative to fossil fuels

    How do states benefit from nonstate governance? Evidence from forest sustainability certification

    © 2018 by the Massachusetts Institute of Technology. Forest sustainability certification is emblematic of governance mechanisms associated with neoliberal state reforms. Despite being conceived as a means of compensating for the unwillingness or inability of states to regulate forest practices, in practice, forest certification has come to entail complex and hybrid relationships between private-sector, civil society, and government actors. Indeed, states have increasingly embraced certification as a means of complementing or even supplanting traditional forms of governmental regulation of the forest sector. Yet processes of neoliberalization imply both an expansion of opportunities for hybrid governance and a weakening of the state capacity that is often needed for successful implementation of certification initiatives. We analyze the complex relationships between neoliberalization, state capacity, and certification through two contrasting cases in Wisconsin, United States, and Entre Ríos, Argentina. Our findings illustrate the tensions within broadly neoliberal and postneoliberal regimes and highlight the persistence of long-standing patterns of state-led environmental governance

    The aim of this research was an in-depth analysis of the impacts of biofuels industry and ethanol plants on six rural communities in the Midwestern states of Kansas and Iowa. The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producersâ attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas. A âmulti-methodâ or âmixed methodâ research methodology was employed for each case study

    Decentralizing Payments for Hydrological Services Programs in Veracruz, Mexico: Challenges and Implications for Long-term Sustainability

    © 2018, © 2018 Taylor & Francis. In this policy review, we analyze two payments for hydrological services matching programs operating in the Antigua water basin in the state of Veracruz, Mexico. Mexico’s Matching Program was created to transition from the national payments for hydrological services program to programs that would be financed by local governments, local water users and the private sector. Based on the analysis of organizational documents and key informant interviews with institutional actors, we describe the distinctive origins and organizational structures of these two programs, and how these differences have led to unique challenges for each program. We conclude that payments for ecosystem services programs that incorporate community-level organization and extensive technical assistance, along with expanded direct payments from ecosystem service users, have the greatest potential for achieving long-term sustainability

    Chapter 10: Lessons from the transdisciplinary, international BIOPIRE project

    A transdisciplinary group of scientists and industrial, governmental and non-governmental organization partners collaborated to study the sustainability of bioenergy development across the Americas. The research focused on understanding the socioecological impacts of bioenergy in Argentina, Brazil, Canada, Mexico, Uruguay and the US. This chapter reports on how the group was formed through a smaller group that recognized the value of an interdisciplinary approach to studying environmental problems. We discuss the barriers and strategies the team faced when conducting transdisciplinary research and how environmental researchers and scientists can use this knowledge to anticipate challenges associated with transdisciplinary, international research. Lastly, we demonstrate the importance of recognizing environmental management issues as socioecological problems and show that studying them requires transdisciplinary teamwork
