    No. 09: The State of Household Food Security in Nanjing, China

    This report on the state of food security in Nanjing, China, is based on a 2015 city-wide survey conducted by Nanjing University and the Hungry Cities Partnership. The research found that most of the city’s residents are food secure, with access to desirable foods and high dietary diversity throughout the year. Nanjing has a high level of economic development, low unemployment, and spatially dense food supply networks. However, a high average level of food security obscures the finding that about one household in five is food insecure according to the Household Food Insecurity Access Prevalence indicator. Female-centred households, households that have no formal wage worker, and households with only one member tend to be the most food insecure. The proximity of wet markets and supermarkets to food retail and food procurement by households across Nanjing emerges clearly in this survey, and the relationship between wet markets and supermarkets appears to be more complementary than competitive. The survey found that three in four respondents feel exposed to threats of unsafe food from the production and processing stages of food supply chains, especially from the overuse of agrochemicals in the agriculture and livestock industry. There is a widespread perception that the ineffective enforcement of regulations by local governments is the major cause of food safety problems

    With a population of 8.2 million people, Nanjing is the 14th largest city in China. China became a predominantly urban nation in 2011, when its urban population surpassed its rural population for the first time. The declining farming population and area of farmland along with the increased food consumption of urban residents have had significant implications for China’s food security, including in cities such as Nanjing. As with many other Chinese cities, Nanjing’s informal economy has become an important source of income for the poor, including migrant workers. Since the beginning of economic reform in 1978, street vendors have become an integral part of urban China. Their activities are diverse and include selling fresh and processed food, as well as cooking it. The diversity of food outlets in big Chinese cities like Nanjing makes the foodscape extremely complex. There are thousands of supermarkets, small stores and more than 100 wet markets and wholesale markets in Nanjing. Food safety has become an urgent and important issue in the last few years, and the most relevant dimension of food security for Chinese urban residents might well be access to safe food. This audit of the city of Nanjing and its food system highlights the fact that there are major gaps in our understanding of the food system. As the Hungry Cities Partnership research program progresses, accurate information on a range of food issues in the city will fill many of these gaps

    This report should be read in conjunction with HCP Report No.1: The Urban Food System of Nanjing, China (Si et al 2016) and HCP Report No. 9: The State of Household Food Security in Nanjing, China (Si and Zhong 2018). The first report provides contextual background on the history, demography, and economy of Nanjing. It also contains a review of existing studies on Nanjing’s changing food system. The second summarizes the results of the household food security survey conducted in Nanjing in 2015. It provides essential information on the food purchase patterns of urban residents and highlights the importance of wet markets, street vendors, and small food shops in the city’s food system. Building on both, this report presents and analyzes the findings of a follow-up, city-wide survey of 864 small food vendors conducted by Nanjing University and the Hungry Cities Partnership (HCP) in Nanjing from January to March 2017

    No. 14: The Impact of Proximity to Wet Markets and Supermarkets on Household Dietary Diversity in Nanjing City, China

    Existing studies suggest that despite the proliferation of supermarkets, traditional wet markets have persisted in many countries and have been playing an important role in people’s daily food access. Yet, studies investigating the issue of food access and its influences on food security have mainly focused on food deserts and the proximity to supermarkets, with limited focus on wet markets and other food outlets. This study investigates the influence of the proximity to wet markets and supermarkets on urban household dietary diversity in Nanjing. Based on the data collected through a citywide survey in 2015 and the map data of wet markets and supermarkets, the Poisson regression model was deployed to examine the correlations between geographical proximity to supermarkets and wet markets and household dietary diversity. The results show that the coefficients for the distance to the nearest wet market are not statistically significant. Although the coefficients for the distance to nearest supermarket are statistically significant, they were too minor to be of practical importance. We argue, however, that the insignificant correlations reflect exactly the high physical accessibility to food outlets and the extensive spatially dense food supply network constituted by wet markets, supermarkets and small food stores in Nanjing. This is verified by the survey data that more than 90% of households purchased fresh food items within their neighbourhoods or in walking distance. In addition to the densely distributed food outlets, various other factors contributed to the non-significant influence of the distance to the nearest wet market and supermarket, including the many small food stores within or close to residential communities, the prevalence of three-generation extended households and high household income. This study highlights the importance of allowing mixed land use for food outlets with residential land and integrating wet markets into urban infrastructure planning

    Pathways to food insecurity: Migration, hukou and Covid‐19 in Nanjing, China

    The COVID‐19 pandemic has issued significant challenges to food systems and the food security of migrants in cities. In China, there have been no studies to date focusing on the food security of migrants during the pandemic. To fill this gap, an online questionnaire survey of food security in Nanjing City, China, was conducted in March 2020. This paper situates the research findings in the general literature on the general migrant experience during the pandemic under COVID and the specifics of the Chinese policy of hukou. Using multiple linear regression and ordered logistic regression, the paper examines the impact of migration status on food security during the pandemic. The paper finds that during the COVID‐19 outbreak in 2020, households without local Nanjing hukou were more food insecure than those with Nanjing hukou. The differences related more to the absolute quantity of food intake, rather than reduction in food quality or in levels of anxiety over food access. Migrants in China and elsewhere during COVID‐19 experienced three pathways to food insecurity—an income gap, an accessibility gap, and a benefits gap. This conceptual framework is used to structure the discussion and interpretation of survey findings and also has wider potential applicability

    Urban food insecurity and the impact of China’s affordable food shop (AFS) program: a case study of Nanjing City

    Food subsidies are widely implemented as part of government policies globally to mitigate food insecurity amongst the urban poor. Subsidies to retail outlets are one a type of supply-side subsidy designed to make food more affordable to low-income consumers. China’s Affordable Food Shop (AFS) program introduced by the central government in 2011 and implemented by municipal governments is one example. To date, there has been little research examining the effectiveness of the AFS program despite more than a decade of implementation. This paper presents a case study of the program’s effectiveness in Nanjing which was one of the first Chinese cities to introduce the program which grew very rapidly in the years that followed. In early 2020, the Nanjing program was closed which raises important questions about its effectiveness and impact. We show that food insecurity in Nanjing is generally low but that increased food insecurity is associated with lived poverty, lower income, and unaffordability of staple foods. Food insecurity is not mitigated by proximity to an AFS Program shop. The paper argues that the program had various deficiencies and a limited effect in reducing food insecurity and increasing food accessibility. These included inappropriate targeting, program redundancy, and competition from supermarkets and public markets. In the circumstances, the decision by the city government to close the program is understandable

    Boon or bane? Urban food security and online food purchasing during the Covid-19 epidemic in Nanjing, China

    This paper examines the relationship between the rapid growth of online food purchasing and household food security during the first wave of the COVID-19 pandemic in China using the city of Nanjing as a case study. The paper presents the results of an online survey of 968 households in Nanjing in March 2020 focused on their food purchasing behavior and levels of food security during the early weeks of the pandemic. While online food purchasing has increased rapidly in many countries during the COVID-19 pandemic, little research attention has been paid to the relationship between online food purchasing and household food security. This paper provides detailed insights into this relationship in China. The medium- and longer-term food security and other consequences of the pandemic pivot to online food purchasing are a fertile area for future research in China and elsewhere

    Comprehensive food system planning for urban food security in Nanjing, China

    Food system planning is important to achieve the goal of “zero hunger” in the UN’s 2030 Agenda for Sustainable Development (UN, 2016). However, discussion about comprehensive planning for food security is scarce and little is known about the situation in Chinese cities. To narrow this gap, this study collected and analyzed four medium-term plans and two annual plans for the “vegetable basket project” in Nanjing, China. This study examines the strategies for urban food security in Nanjing to shed light on how the city developed a comprehensive approach to food system planning over the past three decades. The evolution of incremental food system planning in Nanjing provides valuable lessons for other cities facing food security challenges and shortages of financial resources. Reducing food insecurity is an ongoing challenge for the city governments in the Global South and comprehensive planning is a useful tool for addressing the challenge of urban food insecurity
