Gravitational Radiation from a Naked Singularity -- Odd-Parity Perturbation --
It has been suggested that a naked singularity may be a good candidate for a
strong gravitational wave burster. The naked singularity occurs in the generic
collapse of an inhomogeneous dust ball. We study odd-parity mode of
gravitational waves from a naked singularity of the Lema\^{\i}tre-Tolman-Bondi
space-time. The wave equation for gravitational waves are solved by numerical
integration using the single null coordinate. The result is that the naked
singularity is not a strong source of the odd-parity gravitational radiation
although the metric perturbation grows in the central region. Therefore, the
Cauchy horizon in this space-time would be marginally stable against odd-parity

Physical Processes in Naked Singularity Formation
Gravitational collapse is one of the most fruitful subjects in gravitational
physics. It is well known that singularity formation is inevitable in complete
gravitational collapse. It was conjectured that such a singularity should be
hidden by horizons if it is formed from generic initial data with physically
reasonable matter fields. Many possible counterexamples to this conjecture have
been proposed over the past three decades, although none of them has proved to
be sufficiently generic. In these examples, there appears a singularity that is
not hidden by horizons. This singularity is called a `naked singularity.' The
appearance of a naked singularity represents the formation of an observable
high-curvature, strong-gravity region. In this paper we review examples of
naked singularity formation and recent progress in research of observable
physical processes - gravitational radiation and quantum particle creation -

Getting Jobs, Keeping Jobs, and Earning a Living Wage: Can Welfare Reform Work?
Most discussions of welfare and work have focused on how demographic characteristics, schooling, training, and work experience limit welfare mothers’ employment and wages, but they have largely ignored factors such as inappropriate workplace behaviors, expectations of discrimination and harassment, depression, alcoholism, and domestic violence, all of which may affect welfare mothers and make employment difficult. In this paper we review the prevalence of these individual-level barriers and argue that they, in combination with an economy which does not pay low-skill workers well, are likely to impede employment and self-sufficiency for a large proportion of welfare mothers. At the end of the review, we summarize the current state of knowledge about barriers to the employment of welfare recipients and suggest several ways in which welfare-to-work programs might address these barriers.
Barriers to the Employment of Welfare Recipients
Dramatic reductions in welfare caseloads since passage of the Personal Responsibility and WorkOpportunity Reconciliation Act of 1996 have not allayed policy concerns about the employability of recipients remaining on the rolls. Analysis of potential barriers to employment can address whether current recipients have problems that either singly or in combination make it difficult for them to comply with the new requirements for getting and keeping jobs. In this paper, we explore the prevalence and work effects of 14 potential barriers in a new survey of a representative sample of 753 urban single-mother recipients. We report the prevalence of the barriers and how their number predicts employment rates, controlling for demographic characteristics. We also analyze which individual barriers are associated with employment and how a model inclusive of a comprehensive array of barriers improves upon a traditional human capital model of the work effects of education and work and welfare history. Single mothers who received welfare in 1997 had higher rates of personal health and mental health problems, domestic violence, and children’s health problems than do women in national samples, but they were no more likely than the general population to be drug or alcohol dependent. Only 15 percent of respondents had none of the barriers and almost two-thirds had two or more barriers. The numbers of multiple barriers were strongly and negatively associated with working, and among the individual barriers, low education, lack of access to transportation, poor health, having drug dependence or a major depressive disorder, and several experiences of workplace discrimination reduced employment. Welfare-to-work programs need to be more finely targeted with respect to exemptions and service provision, and states should consider providing longer-term and enhanced supports for those who face low prospects of leaving welfare for employment.
Spatial Localization and Relativistic Transformation of Quantum Spins
The purity of a reduced state for spins that is pure in the rest frame will
most likely appear to degrade because spin and momentum become mixed when
viewed by a moving observer. We show that such a boost-induced decrease in spin
purity observed in a moving reference frame is intrinsically related to the
spatial localization properties of the wave package observed in the rest frame.
Furthermore, we prove that, for any localized pure state with separable spin
and momentum in the rest frame, its reduced density matrix for spins inevitably

The cosmological BCS mechanism and the Big Bang Singularity
We provide a novel mechanism that resolves the Big Bang Singularity present
in FRW space-times without the need for ghost fields. Building on the fact that
a four-fermion interaction arises in General Relativity when fermions are
covariantly coupled, we show that at early times the decrease in scale factor
enhances the correlation between pairs of fermions. This enhancement leads to a
BCS-like condensation of the fermions and opens a gap dynamically driving the
Hubble parameter to zero and results in a non-singular bounce, at least in

Cost of s-fold Decisions in Exact Maxwell-Boltzmann, Bose-Einstein and Fermi-Dirac Statistics
The exact forms of the degenerate Maxwell-Boltzmann (MB), Bose-Einstein (BE)
and Fermi-Dirac (FD) entropy functions, derived by Boltzmann's principle
without the Stirling approximation (Niven, Physics Letters A, 342(4) (2005)
286), are further examined. Firstly, an apparent paradox in quantisation
effects is resolved using the Laplace-Jaynes interpretation of probability. The
energy cost of learning that a system, distributed over s equiprobable states,
is in one such state (an s-fold decision) is then calculated for each
statistic. The analysis confirms that the cost depends on one's knowledge of
the number of entities N and (for BE and FD statistics) the degeneracy,

Integral Constraints On cosmological Perturbations and their Energy
We show the relation between Traschen's integral equations and the energy,
and ``position of the centre of mass'', of the matter perturbations in a
Robertson-Walker spacetime. When the perturbations are ``localised'' we get a
set of integral constraints that includes hers. We illustrate them on a simple

Energy and momentum of cylindrical gravitational waves. II
Recently Nathan Rosen and the present author obtained the energy and momentum
densities of cylindrical gravitational waves in Einstein's prescription and
found them to be finite and reasonable. In the present paper we calculate the
same in prescriptions of Tolman as well as Landau and Lifshitz and discuss the
