The Social Security Strategy of Ukraine: Sequence of Formation and Implementation Directions
There justified the need for government regulation of social security in connection with the growth of threats and dangers to the realization of social interests of management subjects, uncontrollable socio-economic processes of the country’s development, growing decrease in competitive advantages of the national economy in terms of accumulating human capital, overcoming the negative consequences of the armed conflict in Eastern Ukraine, carrying out a system of reforms under conditions of limited opportunities, successful European integration, etc. The results of an expert survey, which, along with the theoretical generalization and results of an economic and statistical analysis, have become the rationale for management decisions and strategic priorities of social security, are presented. The features of social security under conditions of transition to a new model of national security are identified. The goal, principles, criteria for achieving the social security strategy and directions for its formation and implementation are described. A model for the formation of internal and external threats affecting social security is elaborated. There developed a draft of the Social Security Strategy of Ukraine, which presents a detailed description of the content of the strategic directions in the field of social security with the subsequent filling of each direction with measures for ensuring their implementation. There identified, substantiated, and proposed strategic directions for ensuring social security, which comprise the whole range of current problems and provide the basis for creating conditions for safe and progressive development of the country, increasing its competitiveness, and implementing the optimistic scenario of the development of society and man. The strategic directions of social security are focused on creating conditions for a decent, safe, secure, competitive, socially responsible, developed society, which should have a high degree of government regulation of these processes for the benefit of the main subject of social security management – man
Analysis and target priorities of system and structural transformation of the Ukrainian social sphere
The study is devoted to the analysis of the transformation of the social development of Ukraine and the determination of a system of target priorities designed to ensure the effectiveness and efficiency of state social policy. The research methodology is based on World Bank tools and official statistical observations of the Ukrainian State Statistics Service, as well as the Methodology for Comprehensive Poverty Assessment and Living Wage Methodology officially adopted in Ukraine. The research results indicate a critically high growth rate of poverty, the growing dependence of citizens of Ukraine on social support from the state. An analysis of social development also indicates a high level of deprivation poverty and its destabilizing dynamics. It was revealed that the dominant drawbacks of state regulation of the social sphere are the unformed normative and methodological support for monitoring and adjusting the levels of social standards, the absence of reforms in the systems of pension provision, education and science, medicine, housing, and communal services, and regulation of employment. So, institutional regulation of the parameters of the development of the social sphere in Ukraine is insufficient and does not provide a solution to the critical problems of the demographic crisis, labour emigration, poverty alleviation, and, therefore, is not able to ensure sustainable social and economic development of the state. The strategic priorities of the system and structural transformation of the social sphere of Ukraine are the formation and establishment of the composition and structure of the elements of the social sphere system, the creation of a full-fledged social infrastructure and the institutional environment for its functioning, which will create conditions for the realization of citizens' constitutional rights to social protection
The impact of foreign trade development on the organization of socio-economic security of Ukraine
The integral indicator and dynamics of Ukraine’s level of socio-economic security in the main areas in which it manifests are determined. The dynamics of the level of economic security depending on the development of the foreign trade of Ukraine are analysed using the official method for calculating Ukraine’s level of economic security. Hypotheses relating to the existence of relationships between indicators of the economic security of foreign trade and the general level of socio-economic security are studied in detail in terms of individual subsystems of socio-economic security. With the help of regression analysis, the hypotheses are statistically confirmed and the measures of the influence of parameters of economic security of foreign trade development on socio-economic security are revealed. The main opportunities and threats related to ensuring the socio-economic security of Ukraine in foreign trade development are identified. It is proposed to direct further research to developing institutional tools to create opportunities to strengthen the positive impact of foreign trade on ensuring the socio-economic security of Ukraine
