    Factors influential in the coverage of environmental issues by the South African press

    Bibliography: p. 134-137.The past three years (1987 -1990) have seen an increase in environmental coverage and a widening of the press' interest to include broader environmental issues. This increase raises the question of the way in which the press is presenting environmental issues, since the press could play an important role in the development of environmental awareness among the public. The aim of the study was to identify factors that could be influential in encouraging or discouraging environmental coverage, and the type and extent of coverage. The study identified factors influential in the coverage of three environmental issues, global warming, atmospheric ozone depletion, and the Sappi paper mill effluent spill into Eastern Transvaal rivers (1989), in two South African daily newspapers, The Star and The Citizen. A combination quantitative-qualitative content analysis was undertaken on reports by these newspapers to assess the nature of the news values operating during coverage (to determine what made the issues newsworthy), and the existence of editorial bias toward or against the environment. Interviews were conducted with a small sample of news personnel and individuals active in the Sappi effluent spill issue to contextualise the results of the content analyses. The study method was undertaken within the theoretical frame of newspaper agenda-setting. The results showed that despite differences in editorial bias and source use, the newspapers on the whole displayed the same news values in covering the issues. The main news values operating were a focus on the dangerous and controversial aspects, a preference for 'hard news' events, the relevance of an issue for readers and the activities of elite persons or nations in the issue. This indicated event-orientation by the press, and a tendency to sensationalise environmental issues. Some over-simplification of the full ramifications of the issues, particularly the atmospheric issues, was found to be operating. The implications of these approaches for environmental reporting and the reader's perception of the environment were discussed. Logistical factors (intra- and extra-organisational constraints) were also found to play a part in coverage. A wide range of factors were identified that operate, to a greater or lesser degree at different times, in press coverage of environmental issues. These were : - the newspaper perception of its role in society, - editorial policy, resources of the newspaper, area of distribution, the 'hardness' of news, the complexity of the issue, - the availability of accredited sources, the health of the national economy, international economic trends, the amount and type of other news, 'competitive bind', public awareness of environmental issues, and the role of an environmentally-committed individual in the newspaper organisation

    This workshop will collectively build an understanding of the signi cance of language maintenance and revitalization for Indigenous health and wellness. The presenters will share a case study of a program, currently in pilot phase in British Columbia, which both promotes mental health and supports language revitalization. The program supports la- tent speakers to overcome language blocks with the aid of Cognitive Behavioural Therapy. Workshop participants will engage in group brainstorming and discussion circles to develop a deeper understanding of the connections between language and health for both individuals and families, and to explore how the work of academics and language activ- ists can contribute to health outcomes

    A paradox in action? A critical analysis of an appreciative inquiry

    A journey comprised of three paths is the metaphor through which I i) reflect and report on my involvement with four New Zealand primary school Boards of Trustees (BOTs) investigating the emancipatory potential that applications of information and communication technologies (ICTs) may have on their governance processes, ii) analyse appreciative inquiry through application(s) of critical theory, with specific reference to the investigation above so as to deepen understanding of the research method, and iii) reflect on my personal development, as achieved through my engagement with participants and the research process. Stemming from an interest in improving school governance I was keen to identify current use of ICTs by BOTs and to work with them to identify potential applications. Appreciative inquiry with its focus on enhancing existing positive organisational attributes seemed to provide an appropriate structure for my investigation. At the back of my mind however, a concern was formulating: Does this method of research deliver the benefits the literature espouses? What influence would the positive orientation have on the research process and on the power dynamics within the research environment? Complementary streams of critical thinking and reflexivity were invoked to assist my analysis. Applications of ICTs which may appear 'helpful' to BOT governance processes are identified in this report. However, uncritical uptake of these applications may not necessarily be consistent with the emancipatory intentions I aspire to. Framed within Habermas' theory of communicative action, the potential colonisation of the BOT lifeworld by the system is considered. Domesticating influences may potentially constrain democratic processes at local school and societal levels. The participatory action research process undertaken facilitated a deepened understanding of governance for all involved. Identification of time and funding constraints indicates BOTs may be prevented from reaching their true potential. Attempts to enhance governance through additional applications of ICTs will be of minimal effect unless efforts are made to better understand and resource the governance efforts of Trustees. Purported empowerment of the community as mandated in the Education Act 1989 comes with a heavy cost, for schools and individuals. Care must be taken to ensure that 'efficiency' gains are not made at the expense of democratic processes. Critical analysis of appreciative inquiry as a research method highlights the influences of power and language use within the research process. Appreciative inquiry should be seen as a process for, rather than a master of change. The contribution of appreciative inquiry to organisational and personal transformation may be drawn from the ontological basis of the approach rather than from the technicalities of a specific form of implementation. I suggest the focus on what is 'good' be made more complex, to recognise that appreciation may also mean 'to know, to be conscious of, to take full and sufficient account of'. Application of an enhanced definition of appreciation has deepened my understanding of not only the situation under investigation but also the research process itself. Through my enhanced concept of 'appreciation' embedded and sometimes obscured influences were highlighted, better understood, and at times transformed to serve the emancipatory aspirations of participants. In keeping with the reflexivity mandated by my commitment to critical theory and action research, I applied this enhanced definition of appreciation to my personal development during my engagement with participants and the research process. My struggles to apply my chosen social constructionist and critical theory lenses to this work are evident in my attempts to work with the largely functionalist literature in this field and the influence of my undergraduate education. Recognising the theoretical and personal developments I gained as I travelled the three paths of my PhD journey, the scene is now set for me to challenge the predominance of functionalist, mechanistic metaphors which dominate organisational literature. In doing so, I seek an alternative approach to understanding organisational activity; and a new vocabulary through which I might extend my understanding, and negotiate new and emancipatory meaning(s) with others

    The ethical infrastructure of legal practice in larger law firms: values, policy and behaviour

    The article examines the impact of the cultures and organisational structures of large law firms on individual lawyers' ethics. The paper suggests that large law firms in Australia should consciously design and implement 'ethical infrastructures' to both counteract pressures for misbehaviour and positively promote ethical behaviour and discussion. The paper goes on to explain what implementing ethical infrastructures in law firms could and should mean by reference to what Australian law firms are already doing and US innovations in this area. Finally, the paper warns that the 'ethical infrastructure' of a firm should not be seen merely as the formal ethics policies explicitly enunciated by management. Formal and legalistic ethical infrastructures that fail to support or encourage the development of individual lawyers' awareness oftheir own ethical values and ethical judgment in practice will be useless

    Humboldt State University shares the delight of its Women\u27s Studies Program that the National Women\u27s Studies Association is bringing its 1982 Convention to our campus. University staff and faculty are working together on arrangements that will encourage women\u27s studies practitioners from all over the country to come to Humboldt. HSU\u27s excellent interdisciplinary Women\u27s Studies Program, founded in 1970, is sponsored by several departments, including English, Economics, Ethnic Studies, History, Physical Education, Political Science, Psychology, Sociology, Speech Communication, and Art. Approximately 20 faculty members offer some 30 courses. The Program contributes to General Education at Humboldt through courses in Women and the Artistic Response, Historical Views of Women, Women in Language and Literature, Women in Social Institutions, and Psychological Views of Women. It offers a minor in Women\u27s Studies, and students can major in Women\u27s Studies through the Special Major Program

    Nutritional Composition of Selected Traditional Native American Foods

    Food choices have changed among Native American populations. Healthy food choices are subject to lifestyles, cooking skills, nutrition knowledge and the availability of healthy foods. There is a paucity of nutritional information on traditional and cultural Native American foods. Sixteen traditional Dakota recipes were prepared by members of the Sisseton Wahpeton Oyate, Sisseton, South Dakota. These foods were pureed, lyophilized and analyzed for moisture, ash, fat, protein, carbohydrate and individual mineral content using officially accepted methods. The following mineral elements were analyzed: calcium, copper, iron, magnesium, manganese, phosphorus, potassium, sodium and zinc. Methods of the Association of Official Analytical Chemists (AOAC) were employed in all cases. Native American traditional foods studied included: dried com soup, fish head soup, parched com, bean soup, hominy (Pasdaypi) soup, buffaloberry (Mastinpute) pudding, tripe soup, kabubu bread, buffalo (Tatanka) roast, chokecherry (Canpa) pudding, potato soup (Maka bdo), com balls (Wahuwapa Wasna), pemmican, plum (Kan\u27ta) pudding, turtle soup and wild rice (Psi) soup. Our study determined that traditional Native American recipes tested were generally healthier in relation to selected nutrients such as fat content, total calories, and sodium content when compared to contemporary recipes that use common ingredients. These foods may provide healthy choices in the Native American diet when prepared in traditional ways

    Toward Universal Broadband in Rural Alaska

    The TERRA-Southwest project is extending broadband service to 65 communities in the Bristol Bay, Bethel and Yukon-Kuskokwim regions. A stimulus project funded by a combination of grants and loans from the Rural Utilities Service (RUS), TERRA-Southwest has installed a middle-mile network using optical fiber and terrestrial microwave. Last-mile service will be through fixed wireless or interconnection with local telephone networks. The State of Alaska, through its designee Connect Alaska, also received federal stimulus funding from the National Telecommunications and Information Administration (NTIA) for tasks that include support for an Alaska Broadband Task Force “to both formalize a strategic broadband plan for the state of Alaska and coordinate broadband activities across relevant agencies and organizations.” Thus, a study of the impact of the TERRA project in southwest Alaska is both relevant and timely. This first phase provides baseline data on current access to and use of ICTs and Internet connectivity in rural Alaska, and some insights about perceived benefits and potential barriers to adoption of broadband. It is also intended to provide guidance to the State Broadband Task Force in determining how the extension of broadband throughout the state could contribute to education, social services, and economic activities that would enhance Alaska’s future. Results of the research could also be used proactively to develop strategies to encourage broadband adoption, and to identify applications and support needed by users with limited ICT skills.Connect Alaska.     This thesis focuses on German playwright Bertolt Brecht’s second version of his play Galileo, which he worked on in collaboration with actor Charles Laughton during the fallout of the United States’ atomic bombings. Specifically, this thesis focuses on the playwright’s notion of the public intellectual in the play as an individual who should sacrifice everything to thwart injustices and acts of violence within society. This thesis argues that, while individuals comprise systems and institutions, those structural forms of state power also create and enforce limitations upon the personal agency of people who challenge their authority. By addressing these limits and the violence of repressive institutions or systems, this thesis criticizes the expectation of “heroic” resistance as a form of romanticized overdetermination of a scholar’s agency
