    The tobacco industry\u27s gambit did not fail because Congress refused to trade its law-making authority for money. Rather, it failed, at least for the time being, because the parties could not agree on terms. Perhaps another industry (with a better public image than tobacco) will have better luck. Congress may have proved itself a difficult bargaining partner, but it has also demonstrated its willingness to negotiate. Before Congress goes any further down this path or other government entities decide they can bargain their law-making authority for money or other goods, we, as a nation, should consider the wisdom of such horse-trading. The tobacco deals spawned a lively national debate about public health, the dangers of nicotine, the FDA\u27s power to regulate, the industry\u27s right to advertise, the size of attorneys\u27 fees, and the regressive nature of a tobacco consumption tax. That debate did not include, however, a discussion of whether the government should trade it\u27s law-making authority for money. It is now time for that discussion to begin. To all those inclined to minimize this problem by pointing out that as a practical matter law-making is always a market commodity, we answer that not everything that is, should be. The existence of black and grey markets does not necessarily mean it would be a good idea to create a white one. We believe it is not

    In 1991, civil war raged in Somalia and the country’s infrastructure began to disintegrate. Since then, millions have fled the violence and instability. Many Somali refugees have settled in the United States; Ohio now has the second larg- est settlement of Somali refugees in the country. Most of these refugees reside in the Columbus area, where numerous out- reach services have been developed. The Somalis are one of many refugee popula- tions that have enrolled children in Ohio schools. In such cases, there is often little or no warning of the children’s arrival and thus little time to prepare a comprehen- sive school-based service delivery plan. The purpose of this article is to inform school psychologists of specific stressors faced by refugee children and to describe school-based plans that can help meet their needs

    Integrating Career Development Into The Accounting Curriculum

    This paper describes a series of integrated career development activities offered in several required courses which are designed to help accounting majors gain a competitive edge in the job market.  Supported by a partnership between the School of Business and the Academic and Career Planning Office, the Career Tool Kit program consists of classroom presentations followed by hands-on applied experiences in which students become proficient in preparing resumes, writing cover letters, interviewing, and using all available resources to find a position that best matches their skills, interests, and values.  Unique features of the Career Tool Kit are the placement of program elements within required courses (to ensure that all students participate) and the scheduling of these elements over a three-year period (to allow time for students to prepare an intentional job search strategy)

    Attracting African American Honor Students into Accounting

    The percentage of minority professionals in the major accounting firms has risen only 2 percentage points since 1976. Black members of a national collegiate honor society were surveyed to see if their perceptions of the accounting profession lead them to select other majors. The nonaccounting students perceived the accounting profession very positively in providing long-term financial rewards and availability of employment. The nonfinancial characteristics of lifestyle, work environment, and nature of accounting work were perceived poorly by respondents. It is vital that black students gain a better understanding of the nonfinancial nature of accounting work and of the role of creative problem solving in the profession
