    We construct infinitely many connected, circulant digraphs of outdegree three that have no hamiltonian circuit. All of our examples have an even number of vertices, and our examples are of two types: either every vertex in the digraph is adjacent to two diametrically opposite vertices, or every vertex is adjacent to the vertex diametrically opposite to itself

    Toll Roads in Missouri?

    In the past few years, Missouri legislators have been considering whether the state should implement toll roads. Historically, Missouri and other states have funded transportation projects on a "pay-as-you-go" basis, paying for construction, maintenance and administration as money became available from traditional user fees such as gas tax revenues and registration fees. Today, however, there are toll roads in 29 states and they bring in approximately $4 billion a year. Given Missouri's current situation with transportation financing, toll roads might be one avenue in addressing some of our highway needs. Toll roads, however, should not been seen as a panacea for financing all of our transportation needs. Toll roads are typically not very popularwith Missouri voters, and since all roads in Missouri cannot become toll roads, toll roads are at best a limited source of new revenue.Includes bibliographical reference

    Partial Return Yoke for MICE

    The international Muon Ionization Cooling Experiment (MICE) is a large scale experiment which is presently assembled at the Rutherford Appleton Laboratory in Didcot, UK. The purpose of MICE is to demonstrate the concept of ionization cooling experimentally. Ionization cooling is an important accelerator concept which will be essential for future HEP experiments such as a potential Muon Collider or a Neutrino Factory. The MICE experiment will house up to 18 superconducting solenoids, all of which produce a substantial amount of magnetic flux. Recently it was realized that this magnetic flux leads to a considerable stray magnetic field in the MICE hall. This is a concern as technical equipment in the MICE hall may may be compromised by this. In July 2012 a concept called partial return yoke was presented to the MICE community, which reduces the stray field in the MICE hall to a safe level. Unlike most other Missouri departments, the director of MoDOT is not appointed by the Governor. Rather, a group of six commissioners, appointed by the Governor and approved by the Senate, hire the director. The director then manages the day to day operations of the more than 6,650 full-time-equivalent employees. This report focuses on highway transportation, the largest, most controversial and most important of the department's transportation functions. The report provides a historical context for highway development and maintenance, an overview of the issues currently facing MoDOT and of the current funding mechanisms, a brief comparison of Missouri's highway funding rates with those of other states, and a description of the ways the revenues are distributed.Includes bibliographical referece

    Twenty Thousand Sterling Under the Sea: Estimating the value of protecting deep-sea biodiversity

    The deep-sea includes over 90% of the world oceans and is thought to be one of the most diverse ecosystems in the World. It supplies society with valuable ecosystem services, including the provision of food, the regeneration of nutrients and the sequestration of carbon. Technological advancements in the second half of the 20th century made large-scale exploitation of mineral-, hydrocarbon- and fish resources possible. These economic activities, combined with climate change impacts, constitute a considerable threat to deep-sea biodiversity. Many governments, including that of the UK, have therefore decided to implement additional protected areas in their waters of national jurisdiction. To support the decision process and to improve our understanding for the acceptance of marine conservation plans across the general public, a choice experiment survey asked Scottish households for their willingness-to-pay for additional marine protected areas in the Scottish deep-sea. This study is one of the first to use valuation methodologies to investigate public preferences for the protection of deep-sea ecosystems. The experiment focused on the elicitation of economic values for two aspects of biodiversity: (i) the existence value for deep-sea species and (ii) the option-use value of deep-sea organisms as a source for future medicinal products
