THE RESPONSE OF CEREALS TRADERS TO AGRICULTURAL MARKET REFORM IN MALI

The purpose of this chapter is to analyze how Malian traders of coarse grains (millet, maize, and sorghum) have reacted to the cereals market reforms since 1981. The focus is on the coarse grains trade because these cereals historically have comprised the majority of the cereals consumed by Malians and because the response of the rice sector to the reforms is discussed elsewhere in this book (Diarra and Staatz 1999; Dimithè 1999). Dioné (this volume) discusses coarse-grain farmers' response to the reforms, so that topic is only discussed briefly here. EFFECTS OF MORE OPEN TRADE ON CATTLE PRODUCTION, BEEF CONSUMPTION, AND WELFARE IN THE CENTRAL CORRIDOR OF WEST AFRICA

The magnitude and direction of trade flows in cattle and beef, and how cattle production and beef consumption adjust in response to more open trade in the Central Corridor (an acronym for the sub-region that includes Ghana, Cote d'Ivoire, Mali, and Burkina Faso) have been estimated. A mathematical programming approach was used to model trade in cattle and beef in the West African Central Corridor. Quadratic programming which maximizes the net social surplus in the Samuelson sense under a competitive market framework when farmers are risk averse was applied. Estimates of consumer surplus, producer profits, and government revenue changes were used as welfare indicators. The different scenarios analyzed indicate that there would be an increase in trade in cattle and beef consumption in the sub-region, as well as an overall welfare gain.International Relations/Trade,

THE IMPACT OF MARKET REFORM ON AGRICULTURAL TRANSFORMATION IN MALI

The purpose of this paper is to review the Malian experience with cereals market reforms over the past 18 years and evaluate its contribution to agricultural transformation in Mali. We especially emphasize the importance of the interaction between sectoral reforms, macroeconomic reforms, and technological change in influencing farmers' and traders' incentives to make the investments necessary for agricultural and food system transformation. Charles Dickens in Cinema and the Loss of His Message

The collected works of Charles Dickens have garnered countless critiques, not the least of which involve their social and political meaning, but what about the films based on these works? There are few nineteenth century authors who have been adapted to film more than Dickens. However, these cinematic works are often left under-analyzed; there is much to be said about Dickensian adaptations. Adaptations can be critically compared with the original, possibly showing changing societal values. So, by focusing on Dickens and his adaptations, we can expose societal values which have changed. Specifically, I will focus on the increased societal acceptance of an economic ruling class; Dickens critiqued the economic ruling class in a manner which later adaptations of his work were unwilling to portray

Food Security in Developing Countries

This paper provides a systematic definition of food security, focusing on its different dimensions; examines the nature and magnitude of the different dimensions of food insecurity in developing countries; discusses the difficult tradeoffs that policy makers face in trying to address food security’s multiple dimensions simultaneously; and explores promising new approaches to address food insecurity.
