    Health and the Urban Transition Effects of Household Perceptions, Illness, and Environmental Pollution on Clean Water Investment

    Recent efforts to reinvigorate the connections between urban planning and health have usefully brought the field back to one of its original roles. Current research, however, has focused on industrialized cities, overlooking some of the important urbanization processes in poor countries. This paper describes an emerging ‘health transition’ and the importance of socio-ecological approaches to understanding new health challenges in the developing world and uses the empirical case of Vietnam to examine the development dilemma of new industrial health concerns associated with economic development. The paper summarizes original qualitative data suggesting that one of the main benefits and rationales of the system is the improvement in public health that it has promoted. Using a related original sample survey (n=200) from 2005, the paper then tests a set of hypotheses about the relationship between illness, connections to the new system, and the role of pollution of natural water sources in illness. Findings suggest that fears of illness, and in particular new forms of industrial illnesses, are growing with rapid development as old forms of acute water borne disease are of less concern.Water supply, perceptions, environmental health, transition, urbanization

    What Are Ecosystem Services?

    This paper advocates consistently defined units of account to measure the contributions of nature to human welfare. We argue that such units have to date not been defined by environmental accounting advocates and that the term “ecosystem services” is too ad hoc to be of practical use in welfare accounting. We propose a definition, rooted in economic principles, of ecosystem service units. A goal of these units is comparability with the definition of conventional goods and services found in GDP and the other national accounts. We illustrate our definition of ecological units of account with concrete examples. We also argue that these same units of account provide an architecture for environmental performance measurement by governments, conservancies, and environmental markets.Environmental accounting, ecosystem services, index theory, nonmarket valuation

    Designing economic instruments for the environment in a decentralized fiscal system

    When external effects are important, markets will be inefficient, and economists have considered several broad classes of economic instruments to correct these inefficiencies. However, the standard economic analysis has tended to neglect important distinctions and interactions between the geographic scope of pollutants, the enforcement authority of various levels of government, and the fiscal responsibilities of the levels of government. For example, externalities generated in a particular local area may be confined to the local area or may spill over to other jurisdictions. Also, local governments may be well informed about how best to regulate or enforce pollution control within their jurisdiction, but they may not consider the effects of their actions on other jurisdictions. Finally, the existence of locally-generated waste emissions affects the appropriate assignment of both expenditure and tax responsibilities among levels of government. The standard analysis therefore focuses mainly upon an aggregate (or national) perspective, it typically ignores the possibility that the externality may be created and addressed by local governments, and it does not consider the implications of decentralization for the design of economic instruments targeted at environmental problems.     This paper describes the construction of an ecological services index (ESI). An ESI is meant to summarize and track over time the magnitude of beneficial services arising from the natural environment. A central task of this paper is to define rigorously ecosystem services so that services can be counted in an economically and ecologically defensible manner—a requirement if ecological contributions to welfare are to be incorporated into the national accounts.     Optical Tracking for Relative Positioning in Automated Aerial Refueling

    An algorithm is designed to extract features from video of an air refueling tanker for use in determining the precise relative position of a receiver aircraft. The algorithm is based on receiving a known estimate of the tanker aircraft\u27s position and attitude. The algorithm then uses a known feature model of the tanker to predict the location of those features on a video frame. A corner detector is used to extract features from the video. The measured corners are then associated with known features and tracked from frame to frame. For each frame, the associated features are used to calculate three dimensional pointing vectors to the features of the tanker. These vectors are passed to a navigation algorithm which uses extended Kalman filters, as well as data-linked INS data to solve for the relative position of the tanker. The algorithms were tested using data from a flight test accomplished by the USAF Test Pilot School using a C-12C as a simulated tanker and a Learjet LJ-24 as the simulated receiver. The system was able to provide at least a dozen useful measurements per frame, with and without projection error

    Repurposing of Meropenem and Nadifloxacin for Treatment of Burn Patients?

    The escalating number of multidrug resistant pathogens has demanded the swift development of new and potent antibiotics (ref. 2). Metallo-[beta]-lactamases (MBLs) continue to evolve, rendering the latest generation of carbapenem antibiotics useless (ref. 8). SPM-1, a recently discovered MBL, was isolated from a juvenile leukemia patient residing in a hospital in San Palo, Brazil just prior to the patient succumbing to septicemia brought on by Pseudomonas aeruginosa expressing SPM-1 (ref. 8). Screening of the Johns Hopkins Compound library of 1,514 FDA or FAD approved drugs (ref. 1) identified a novel SPM-1 inhibitor that is synergistically compatible with meropenem. Using clinically achievable concentrations, meropenem coupled with nadifloxacin inhibits Pseudomonas aeruginosa expressing SPM-1. This shotgun approach to new drug discovery provided a prompt solution to the grave problem of antibiotic resistant pathogens that are thriving in hospitals today

    Antimicrobial resistance conferred by OXA-48 β-lactamases:towards a detailed mechanistic understanding

    OXA-48-type β-lactamases are now routinely encountered in bacterial infections caused by carbapenem-resistant Enterobacterales. These enzymes are of high and growing clinical significance due to the importance of carbapenems in treatment of health care-associated infections by Gram-negative bacteria, the wide and increasing dissemination of OXA-48 enzymes on plasmids, and the challenges posed by their detection. OXA-48 confers resistance to penicillin (which is efficiently hydrolyzed) and carbapenem antibiotics (which is more slowly broken down). In addition to the parent enzyme, a growing array of variants of OXA-48 is now emerging. The spectrum of activity of these variants varies, with some hydrolyzing expanded-spectrum oxyimino-cephalosporins. The growth in importance and diversity of the OXA-48 group has motivated increasing numbers of studies that aim to elucidate the relationship between structure and specificity and establish the mechanistic basis for β-lactam turnover in this enzyme family. In this review, we collate recently published structural, kinetic, and mechanistic information on the interactions between clinically relevant β-lactam antibiotics and inhibitors and OXA-48 β-lactamases. Collectively, these studies are starting to form a detailed picture of the underlying bases for the differences in β-lactam specificity between OXA-48 variants and the consequent differences in resistance phenotype. We focus specifically on aspects of carbapenemase and cephalosporinase activities of OXA-48 β-lactamases and discuss β-lactamase inhibitor development in this context.
