Wind turbines and invisible technology: unarticulated reasons for local opposition to wind energy
Local opposition to wind turbines stems from concerns about environmental and economic damage, as well as conflicts between rural and urban residents. This essay goes beyond these considerations to explore the often-unarticulated explanations for animosity toward this energy technology. Originally, it posits that opposition to visually obvious turbines arises from the successful history of an electric utility system that made its product largely invisible in its manufacture and physical manifestation. The existence of conspicuous turbines, however, reminds observers that power generation requires difficult choices in a technology-based society. The system’s previous achievement in hiding infrastructural elements, in other words, sometimes works ironically to spur objections to wind turbines. Receiving little historical study, the concealed features of a system’s infrastructure often influence assessments of technologies. By revealing the previously invisible, this essay, which draws on research in history, landscape architecture, geography, and psychology, therefore provides insights for social scientists and policymakers

Competing Dimensions of Energy Security: An International Perspective
How well are industrialized nations doing in terms of their energy security? Without a standardized set of metrics, it is difficult to determine the extent that countries are properly responding to the emerging energy security challenges related to climate change, growing dependence on fossil fuels, population growth and economic development. In response, we propose the creation of an Energy Security Index to inform policymakers, investors and analysts about the status of energy conditions. Using the United States and 21 other member countries of the Organization for Economic Cooperation and Development (OECD) as an example, and looking at energy security from 1970 to 2007, our index shows that only four countries¡ªBelgium, Denmark, Japan, and the United Kingdom¡ªhave made progress on multiple dimensions of the energy security problem. The remaining 18 have either made no improvement or are less secure. To make this argument, the first section of the article surveys the scholarly literature on energy security from 2003 to 2008 and argues that an index should address accessibility, affordability, efficiency, and environmental stewardship. Because each of these four components is multidimensional, the second section discusses ten metrics that comprise an Energy Security Index: oil import dependence, percentage of alternative transport fuels, on-road fuel economy for passenger vehicles, energy intensity, natural gas import dependence, electricity prices, gasoline prices, sulfur dioxide emissions, and carbon dioxide emissions. The third section analyzes the relative performance of four countries: Denmark (the top performer), Japan (which performed well), the United States (which performed poorly), and Spain (the worst performer). The article concludes by offering implications for policy. Conflicts between energy security criteria mean that advancement along any one dimension can undermine progress on another dimension. By focusing on a 10-point index, public policy can better illuminate such tradeoffs and can identify compensating policies

Success and failure in the political economy of solar electrification: lessons from World Bank Solar Home System (SHS) projects in Sri Lanka and Indonesia
This study contrasts two national solar home system (SHS) programs that relied on the same World Bank approach, but reached dramatically different results. The Energy Services Delivery Project (ESDP) in Sri Lanka was an exemplary renewable energy access program, successfully installing 21,000 off-grid SHSs alongside grid-connected mini-hydro capacity and off-grid village hydroelectric systems. It reached all of its targets ahead of schedule and below cost. By contrast, the Indonesia Solar Home System Project (ISHSP), which ran from 1997 to 2003, sought to reach one million rural Indonesians through the sales and installation of 200,000 SHSs. However, by project closing in 2003, less than five percent of the original sales target, or only 8,054 units, had been installed. The ESDP and ISHSP were the World Bank’s first foray into a “market-based renewable energy services provision model.” Based on original research interviews and field observation, the article finds that contrasting the two programs—one a success, the other a failure—offers lessons for energy and development practitioners, namely that effective programs are those that select appropriate technology, often with input from households themselves; they promote community participation and ownership; and they have robust marketing, demonstration, and promotion activities

Bamboo beating bandits: conflict, inequality, and vulnerability in the political ecology of climate change adaptation in Bangladesh
Bangladesh contributes little to global greenhouse gas emissions, yet it is one of the countries most vulnerable to climate change. Based on semi-structured research interviews as a conduit to a literature review, this paper shows how the processes of enclosure, exclusion, encroachment, and entrenchment impede the vitality of its climate change adaptation efforts. Enclosure refers to when adaptation projects transfer public assets into private hands or expand the roles of private actors into the public sphere. Exclusion refers to when adaptation projects limit access to resources or marginalize particular stakeholders in decision-making activities. Encroachment refers to when adaptation projects intrude on biodiversity areas or contribute to other forms of environmental degradation. Entrenchment refers to when adaptation projects aggravate the disempowerment of women and minorities, or worsen concentrations of wealth and income inequality within a community. In the Bangladeshi case, climate change policies implemented under the country’s National Adaptation Program of Action have enabled elites to capture land through public servants, the military, and even gangs carrying bamboo sticks. Exclusionary forms of adaptation planning exist at both the national and local scales. Climate protection measures have encroached upon village property, char (public) land, forests, farms, and other public commons. Most egregiously, community coping strategies for climate change have entrenched class and ethnic hierarchies ultimately trapping the poor, powerless, and displaced into a predatory patronage system that only aggravates human insecurity and intensifies violent conflict. Planners and practitioners of adaptation projects need to become more cognizant of the potential for projects to harm others, or admit complicity in the processes of enclosure, exclusion, encroachment, and entrenchment, if they are ever to be eliminated

Innovations in energy and climate policy: lessons from Vermont
We ask in this article: how can planners and policymakers replicate Vermont’s energy and climate policies? We begin by explaining the research methods utilized for this article—mainly research interviews with a pool of experts, coupled with a targeted literature review. We then analyze the success of Vermont energy policy across four areas: energy efficiency, renewable energy, the smart grid, and energy governance. The following sections first explain how Vermont accomplished these successes, next identify a number of remaining barriers and elements of Vermont’s approach that may not be replicable, and finally present the article’s conclusions
Energy security: insights from a ten country comparison
The article explores the extent to which energy security concerns differ between countries from the perspectives of energy users. It relies on a survey distributed to more than 2,100 energy consumers across Brazil, China, Germany, India, Kazakhstan, Japan, Papua New Guinea, Saudi Arabia, Singapore, and United States, facilitated through its translation into seven languages (English, Mandarin, Portuguese, Russian, Arabic, German, and Japanese). The article first discusses the survey methodology and then presents a discussion of the results according to four key components of energy security, namely availability, affordability, energy efficiency and stewardship. In addition to analyzing the survey results by different demographic and country levels, the authors compare the results to country-level data indicators. They find that energy security is a multi-dimensional concept with different priorities for different countries that can often be explained by the country’s inherent circumstances
Energy technology, politics, and interpretative frames: shale gas fracking in Eastern Europe
This article explores competing interpretive frames regarding shale gas in Bulgaria, Poland, and Romania. These countries face the choice of embracing shale gas as a potential revolutionizing domestic source of energy, against the backdrop of Russia serving as the dominant gas supplier. This makes them interesting cases for studying how policy narratives and discourses coalesce around a novel technology. The findings, which are based on sixty-six semi-structured research interviews, point to differing and indeed competing frames, ranging from national security, environmental boons to economic sellout and authoritarianism, with different sets of institutions sharing those frames. This suggests that enhancing energy security by way of deploying novel energy technologies such as shale gas fracking is not simply a function of resource endowments and technological progress. Instead, it is the result of complex dynamics unfolding among social stakeholders and the related discursive processes, which eventually will determine whether—or not—shale gas will go global
