Summary of Pediatric Quality Measures For Children Enrolled in MaineCare FFY 2009-FFY 2013
In Maine, a key objective of the IHOC CHIPRA demonstration grant is to collect and report on the Initial Core Set of Children’s Health Care Quality Measures (referred to as the “CHIPRA Core Measures”), a set of 24 standardized, evidence-based measures identified by CMS for use by State Medicaid and CHIP programs. This report presents the results of the 18 CHIPRA Core Measures that were collected using MaineCare claims, Vital Statistics or survey data and reported to the Centers for Medicare and Medicaid Services (CMS) for FFY 2013. Also included in this report are an additional three measures from the IHOC project’s Master List of Pediatric Measures. In addition to presenting results in graphs and narrative, this report provides measure definitions and background information about each measure topic

Evaluation of Maine DOC’s Medication-Assisted Treatment Pilot Program
The Cutler Institute at the University of Southern Maine was contracted by the Maine Department of Corrections to conduct an independent evaluation of the rollout of the Maine Department of Corrections MAT pilot program. This program evaluation was designed to offer a summative assessment of the implementation experience; to document programmatic policies and procedures to examine whether and/or how these approaches affect program delivery; and to provide feedback to Maine DOC and other key stakeholders to help guide the refinement and expansion of the delivery of MAT in Maine correctional facilities
Maine IHOC Master List of Pediatric Measures with Numerators and Denominators
The Master List of Pediatric Measures was developed as part of the Maine CHIPRA Quality Demonstration Grant. Through intensive stakeholder engagement, key stakeholders from across the state worked together to develop a comprehensive list of pediatric measures that includes the CHIPRA Initial Core Set of Children’s Health Care Quality Measures as well as additional clinically relevant pediatric quality measures. Measures are based on clinical guidelines and a broad base of support. To encourage adoption of child health quality measures across a variety of measurement and quality improvement activities, this Master List also reflects IHOC’s emphasis on alignment. Examples of national alignment include the CHIPRA Initial Core Set; CMS priority areas related to Medicaid’s Early and Periodic Screening, Diagnosis and Treatment (EPSDT) benefit, obesity, oral health, and behavioral health; the American Academy of Pediatrics’ Bright Futures guidelines; the National Committee on Quality Assurance; the National Quality Forum; and the CMS EHR Incentive Program for Meaningful Use
