    Information systems project manager soft competencies: A project-phase investigation

    This article investigates the soft competencies by project phase that information systems (IS) project managers require for project success. The authors conducted 33 qualitative interviews to collect data from a sample of 22 IS project managers and business leaders located in Calgary, Alberta, Canada. The authors identified the key competencies for each of the IS project phases (initiation, planning, implementation, and close- out). The competencies were sorted into competency categories: personal attributes (e.g., eye for details), communication (e.g., effective questioning), leadership (e.g., create an effective project environment), negotiations (e.g., consensus building), professionalism (e.g., lifelong learning), social skills (e.g., charisma), and project management competencies (e.g., manage expectations). Each of the most important competencies is discussed and interconnections among competencies identified. How this research can be used by the practitioner and academic communities and the broader implications of this research are examined. © 2009 by the Project Management Institute

    Building consensus about eHealth in Slovene primary health care: Delphi study

    <p>Abstract</p> <p>Background</p> <p>Slovenia's national eHealth strategy aims to develop an efficient, flexible and modern health care informatics framework that would be comparable to the most successful EU countries. To achieve this goal, the gap between availability and usage of information and communication technology by primary care physicians needs to be reduced.</p> <p>As recent efforts show, consensus on information and communication technology purpose and usage in primary care needs to be established before any national information and communication technology solutions are developed.</p> <p>The aim of this study was to identify the most appropriate measures in implementation of Slovene national eHealth strategy and to suggest an appropriate model for success by using the three round Delphi study.</p> <p>Methods</p> <p>An e-mail based, three-round Delphi study was undertaken to achieve consensus from a selected sample of nationally recognized experts from the fields of primary health care and medical informatics. The aim of this study was to identify the most appropriate measures and key obstacles in implementation of eHealth in Slovene primary health care by using the Delphi study.</p> <p>Results</p> <p>High levels of consensus on the majority of suggested measures were achieved among all study participants, as well as between the subgroups of experts from primary health care and medical informatics. All aims of the three-round Delphi study on eHealth implementation in Slovenian primary health care were achieved.</p> <p>Conclusions</p> <p>The three round decision Delphi process has proven to be effective for developing outcomes, ranking key priorities in primary care eHealth development, and achieving consensus among the most influential experts in that field. This consensus is an important contribution to future national eHealth strategies in the field of primary health care.</p

    A study on obsolescence resolution profiles

    This paper presents a study assessing the probability of selecting a resolution approach to tackle an obsolescence issue. First, the Delphi method was applied across an industry expert panel to derive a set of 15 obsolescence resolution profiles (ORPs). The ORPs represent the probability of using each obsolescence resolution approach to tackle an obsolescence issue. Each ORP is characterized by the complexity level of the obsolete component and the level of proactiveness for obsolescence management, which have been identified as the two major factors that influence the probability of using each resolution approach. Second, the results were enhanced by means of a definitions refinement workshop. Finally, the ORPs were refined and validated by means of a workshop with experts based on the theoretical trends expected for each resolution probability. More than 40 experts in obsolescence from across the UK from the defence, aerospace, railway and nuclear sectors have participated in the study
