    New and Developing Research on Disparities in Discipline

    This briefing paper describes the results of new research in the area of disciplinary disparities, and identifies remaining gaps in the literature that can guide researchers and funders of research. The brief is organized into two sections:1) What Have we Learned? Key New Research Findings describes research from leading scholars across the nation commissioned by The Center for Civil Rights Remedies at UCLA's Civil Rights Project with the support of the Collaborative, findings from projects supported by the Collaborative Funded Research Grant Program, and other new research on disproportionality in school discipline in the peer-reviewed literature.2) Future Research Needs describes gaps that remain in the research base. Although there has been considerable new knowledge generated in recent years, significant gaps remain, especially in identifying and evaluating intervention strategies that reduce inequity in discipline for all students

    Light scalar at LHC: the Higgs or the dilaton?

    It is likely that the LHC will observe a color- and charge-neutral scalar whose decays are consistent with those of the Standard Model (SM) Higgs boson. The Higgs interpretation of such a discovery is not the only possibility. For example, electroweak symmetry breaking (EWSB) could be triggered by a spontaneously broken, nearly conformal sector. The spectrum of states at the electroweak scale would then contain a narrow scalar resonance, the pseudo-Goldstone boson of conformal symmetry breaking, with Higgs-like properties. If the conformal sector is strongly coupled, this pseudo-dilaton may be the only new state accessible at high energy colliders. We discuss the prospects for distinguishing this mode from a minimal Higgs boson at the LHC and ILC. The main discriminants between the two scenarios are (1) cubic self-interactions and (2) a potential enhancement of couplings to massless SM gauge bosons. A particularly interesting situation arises when the scale f of conformal symmetry breaking is approximately the electroweak scale v~246 GeV. Although in this case the LHC may not be able to tell apart a pseudo-dilaton from the Higgs boson, the self-interactions differ in a way that depends only on the scaling dimension of certain operators in the conformal sector. This opens the possibility of using dilaton pair production at future colliders as a probe of EWSB induced by nearly conformal new physics.Comment: 7 pages, LaTe

    Do Payday Loans Cause Bankruptcy?

    An estimated ten million American households borrow on payday loans each year. Despite the prevalence of these loans, little is known about the effects of access to this form of short-term, high-cost credit. We match individual-level administrative records on payday borrowing to public records on personal bankruptcy, and we exploit a regression discontinuity to estimate the causal impact of access to payday loans on bankruptcy filings. Though the size of the typical payday loan is only $300, we find that loan approval for first-time applicants increases the two-year Chapter 13 bankruptcy filing rate by 2.48 percentage points. There appear to be two components driving this large effect. First, consumers are already financially stressed when they begin borrowing on payday loans. Second, approved applicants borrow repeatedly on payday loans and pawn loans, which carry very high interest rates. For the subsample that identifies our estimates, the cumulative interest burden from payday and pawn loans amounts to roughly 11% of the total liquid debt interest burden at the time of bankruptcy filing

    Voltage controlled nuclear polarization switching in a single InGaAs quantum dot

    Sharp threshold-like transitions between two stable nuclear spin polarizations are observed in optically pumped individual InGaAs self-assembled quantum dots embedded in a Schottky diode when the bias applied to the diode is tuned. The abrupt transitions lead to the switching of the Overhauser field in the dot by up to 3 Tesla. The bias-dependent photoluminescence measurements reveal the importance of the electron-tunneling-assisted nuclear spin pumping. We also find evidence for the resonant LO-phonon-mediated electron co-tunneling, the effect controlled by the applied bias and leading to the reduction of the nuclear spin pumping rate.Comment: 5 pages, 2 figures, submitted to Phys Rev

    Conservative arbitrary order finite difference schemes for shallow-water flows

    AbstractThe classical nonlinear shallow-water model (SWM) of an ideal fluid is considered. For the model, a new method for the construction of mass and total energy conserving finite difference schemes is suggested. In fact, it produces an infinite family of finite difference schemes, which are either linear or nonlinear depending on the choice of certain parameters. The developed schemes can be applied in a variety of domains on the plane and on the sphere. The method essentially involves splitting of the model operator by geometric coordinates and by physical processes, which provides substantial benefits in the computational cost of solution. Besides, in case of the whole sphere it allows applying the same algorithms as in a doubly periodic domain on the plane and constructing finite difference schemes of arbitrary approximation order in space. Results of numerical experiments illustrate the skillfulness of the schemes in describing the shallow-water dynamics

    Social Workers\u27 Perceptions of Family Preservation Programs

    The passage of the Adoptions and Safe Families Act of 1997, with its focus on child safety and concurrent planning, has presented family preservation workers with new challenges and new opportunities. Twenty volunteers from a large comprehensive social service agency were interviewed to determine their experiences with two models of family preservation—Multisystemic Therapy (MST) and Traditional Family Preservation Service (TFPS) or practice as usual. Workers from both programs were able to articulate values consistent with family preservation as important strengths of the programs— keeping families together and empowering families for example. Information from referring agencies was described as variable and not especially useful when working with seriously troubled families, especially as it related to risk and child safety. Both groups indicated that the jargon of family preservation had permeated their agencies, and that working with other agencies was at times a challenge, though for different reasons. Finally, despite some reservations about the effectiveness of short-term treatment with families that face serious challenges, both groups of workers were generally satisfied with family preservation as an approach to practice

    Sizable nuclear spin polarization is pumped in individual InP/GaInP dots in a wide range of external magnetic fields B_ext=0-5T by circularly polarized optical excitation. We observe nuclear polarization of up to ~40% at Bext=1.5T and corresponding to an Overhauser field of ~1.2T. We find a strong feedback of the nuclear spin on the spin pumping efficiency. This feedback, produced by the Overhauser field, leads to nuclear spin bi-stability at low magnetic fields of Bext=0.5-1.5T. We find that the exciton Zeeman energy increases markedly, when the Overhauser field cancels the external field. This counter-intuitive result is shown to arise from the opposite contribution of the electron and hole Zeeman splittings to the total exciton Zeeman energy
