    Critical success factors of public private partnership for affordable housing in Nigeria

    Public private partnership was introduce by the Nigerian Government as an option to end the current crisis of housing shortage and affordable housing in the country. The aim of this paper is to identify the critical success factors of PPP for provision of affordable housing in Abuja. Based on the current studies PPP has not made any significant contribution to housing for low-income earners; rather it is suddenly change towards providing housing for high- and middle-income earners. The paper relies on interview with PPP expert to build up questionnaire survey on success factors of PPP for affordable housing in Nigeria. In total, 254 responses were obtain and analyzed using smart PLS to determine the success factors of PPP for affordable housing in Abuja. The results reveals that there are Six key component success factors of PPP for affordable housing provision in Abuja, this include; Strong Government support, access to alternative fund, favorable investment environment, available of competent personnel, transparency procurement process, and open communication among others. It therefore suggests that government should strongly provide a policies to support the success of PPP for affordable housing provision in Abuja, and also provide a means of subsidy to promote PPP toward provision of affordable housing. Therefore, it’s recommended that a good framework on affordable housing using PPP should put in place for a successful affordable housing provision

    Public private partnership was recently recognized as an option to end the current crisis of housing shortage and affordable housing in the country by the Nigerian government in line with UN recommendation. This studies aim to identify the challenges of PPP for provision of affordable housing in Abuja. The study based on review found that PPP has not made any significant contribution in providing affordable housing; rather it is suddenly change towards providing housing for high- and middle-income earners. The paper reveals that the challenge of PPP for affordable housing provision as the Acquisition and access to land, high dependent of foreign building materials, adequate housing finance, difficulty of accessibility to mortgage facilities and land titles, poor Infrastructural facilities and cost recovery among others. It therefore suggests that the government should provide land at no cost, encouraging the use of local building materials at low price, provision of more financial institution at little or no interest, establishment of an effective mortgage system and incorporation of assisted-self-help and incremental housing into the Public–Private-Partnership housing delivery system will ensure better results. Consequently, there is possibility for government to develop a framework for PPP to achieve it dream by providing affordable housing in Abuja Nigeria

    Several PPP housing projects are implemented in Nigeria since the official recognition in 2004. Consequently, the way forward in the PPP for the provision of affordable housing for urban dwellers who coincidentally have the most critical housing needs in Nigeria are not clearly understood. This study explored the problems and identified the success factors of PPP for the provision of affordable housing for urban dwellers in Nigeria. The paper depends on a systematic review of research literature and surveys data derived from the questionnaire with 256 respondents in various PPP Professions in housing provision in Nigeria to achieve the objectives. The study finds that PPP has not made a significant contribution to affordable housing instead has benefited the middle and high-income group for lack of proper framework which includes, land accessibility and affordability, corruption, lack of sound legal framework, funding constraints, unstable price of building material, as the key constrains to affordable housing in Nigeria. Furthermore, this study indicates the success factor of PPP to affordable housing and many opportunities in promoting widespread participation in public housing as the effective procurement process, the strong private sector, project economic viability, the sound financial package as the influential success factors. Therefore, suggest that government should provide land at no cost, provision of local building materials at low price, provision of more financial institution at little or no interest, establishment of an effective mortgage system and incorporation of assisted-self-help and incremental housing into the Public-Private-Partnership housing delivery system will ensure better results delivering a large-scale provision of affordable housing

    Public private partnership was introduced in Nigeria to resolve the current housing deficit and increase affordable housing provision and accessibility in Nigeria. Therefore, this study aims to evaluate the measurement model of PPP problem and the success factors of public private partnership for affordable housing provision in Abuja. Data were obtained by interviewing with public private partnership experts to identify the problems partnership and critical success factors of PPP, and then questionnaires were conducted on challenges of public private partnership for housing project in Nigeria. A total of 256 responses were obtained and analysed using intelligent partial least square analysis to determine the critical success factors for housing project provision in Abuja. The study discover that; project economic viability, adequate legal framework, effective procurement process, strong private sector, sound financial package, and judicial government control are the factors that will resolve the problem of public private partnership for affordable housing provision in Abuja. Therefore, it suggests that the government should vigorously provide policies to backing the success of public private partnership in the provision of housing in Abuja and provide funds of subsidy to promote the development of public private partnership headed for the provision of affordable housing. Therefore, it is recommended to establish a useful framework for affordable housing project using public private partnership to provide affordable housing successfully
