51 p.The end of the Cold War resulted in new alliances and relations being formed in the international order. India emerged from these forty years of non-alignment to invert its inward stance. On the brink of a major financial crisis, without a close ally and the desire to play a meaningful role in rising Asia, saw Prime Minister Narasimha Rao implement the Look East Policy in 1991. Aimed at deeper engagement with its 'Eastern' neighbours, India has focused on Southeast Asia as the fulcrum to this foreign policy strategy. More than 15 years since then, India has grown closer to the Southeast Asian region and its regional organizations. As the most tangible measure of this deeper engagement, economics and trade has been heralded as the catalyst in their closer relations. This paper will argue that while economic factors and relations have contributed to this new dimension in their relations, a more comprehensive framework of factors is needed to explain their increasingly strategic ties. This framework consists of the 4 Cs of Cooperation, Congagement, Camaraderie and Cultural Flows. This dissertation will explain the nature and components of these 4 Cs and demonstrate how they have driven forward the relations between India and Southeast Asia.Master of Science (International Political Economy
