    Does Gender Matter for Firm Performance? Evidence from Eastern Europe and Central Asia

    Using 2005 firm level data for 26 ECA countries, this paper estimates performance gaps between male- and female-owned businesses, while controlling for their location by industry and country. We find that female entrepreneurs have significantly smaller scale of operations (as measured by sales revenues) and are less efficient in terms of Total Factor Productivity (TFP), although this difference is very small. However, they generate the same amount of profit per unit of revenue as men. We find that while both male and female entrepreneurs in ECA are sub-optimally small, women's returns to scale are significantly larger than men's implying that they would gain more from increasing their scale.     How do women weather economic shocks ? a review of the evidence

    Do women weather economic shocks differently than men? The evidence shows this to be the case, especially in low-income countries. The first-round impacts of economic crises on women's employment should be particularly salient in the current downturn, since women have increased their participation in the globalized workforce and therefore are more directly affected by the contraction of employment than in the past. Crises also have second-round impacts, as vulnerable households respond to declining income with coping strategies that can vary significantly by gender. In the past, women from low-income households have typically entered the labor force, while women from rich households have often exited the labor market in response to economic crises. In contrast, men's labor force participation rates have remained largely unchanged. Evidence also suggests that women defer fertility during economic crises and that child schooling and child survival are adversely affected, mainly in low-income countries, with adverse effects on health being greater for girls than for boys. In middle-income countries, by contrast, the effects on children's schooling and health are more nuanced, and gender differences less salient. Providing women in poor households with income during economic downturns makes economic sense. This paper reviews workfare programs and cash transfers and finds that the former provide poor women with income only when they include specific design features.     How to improve education outcomes most efficiently?

    Many low- and middle-income countries lag far behind high-income countries in educational access and student learning. Policymakers must make tough choices about which investments to make to improve education with limited resources. Although hundreds of education interventions have been rigorously evaluated, comparing their impacts is challenging. This paper provides the most recent and comprehensive review of the literature on effective education programs, with a novel emphasis on cost-effectiveness, covering the effectiveness and cost-effectiveness of interventions from over 200 impact evaluations across 52 countries. The analysis uses a unified measure – learning-adjusted years of schooling (LAYS) – that combines access and quality and compares gains to an absolute, cross-country standard. The results identify programs and policies that can be orders of magnitude more cost-effective than business-as-usual approaches, enabling policymakers to improve education outcomes substantially more efficiently

    Building resilient education systems: evidence from large-scale randomized trials in five countries

    Education systems need to withstand frequent shocks, including conflict, disease, natural dis-asters, and climate events, all of which routinely close schools. During these emergencies, alternative models are needed to deliver education. However, rigorous evaluation of effective educational approaches in these settings is challenging and rare, especially across multiple coun-tries. We present results from large-scale randomized trials evaluating the provision of education in emergency settings across five countries: India, Kenya, Nepal, Philippines, and Uganda. We test multiple scalable models of remote instruction for primary school children during COVID-19, which disrupted education for over 1 billion schoolchildren worldwide. Despite heterogeneous contexts, results show that the effectiveness of phone call tutorials can scale across contexts. We find consistently large and robust effect sizes on learning, with average effects of 0.30-0.35 standard deviations. These effects are highly cost-effective, delivering up to four years of high-quality instruction per $100 spent, ranking in the top percentile of education programs and policies. In a subset of trials, we randomized whether the intervention was provided by NGO instructors or government teachers. Results show similar effects, indicating scalability within government systems. These results reveal it is possible to strengthen the resilience of education systems, enabling education provision amidst disruptions, and to deliver cost-effective learning gains across contexts and with governments

    Learning curve: progress in the replication crisis

    We present detailed monitoring data across a five-country randomized trial of phone-based targeted tutoring—one of the largest multicountry replication efforts in education to date. We study an approach shown to work in Botswana and replicated in India, Kenya, Nepal, the Philippines, and Uganda. While the existing literature often finds diminishing effects as proof-of-concept studies are replicated and scaled, we find the opposite: implementation fidelity (the degree of targeted educational instruction) improves across replications and over time. This demonstrates that replication is not intractable; rather, equipped with mechanisms to learn from experience, organizational "learning curves" can enable effective replication and scale-up

    Tanzania Skills for Competitiveness in the Small and Medium Enterprise Sector

    We examine the question of workforce skills for small and medium enterprises (SMEs) in Tanzania and find a mixed picture full of potential. On the one hand, education access has expanded at all levels and a more educated cohort is now entering the labor market - signaling the availability of a more skilled workforce for SMEs. On the other hand, acute shortages of secondary and postsecondary graduates persist. Disturbingly, the quality and relevance of primary education has come into question. It is unclear whether increased access to primary education is actually translating into acquisition of crucial basic skills in the country. In light of this, it is unsurprising that education attainment no longer appears to be a reliable proxy for relevant skills, as perceived by employers. Further, SMEs seem to have very little meaningful connection with education institutions for recruitment of workers. A related but equally concerning problem relates to the culture of recruitment among SMEs in Tanzania. It is one of passive hiring, wherein firms rely on networks and referrals to identify employees instead of actively seeking them through open advertising and links with education providers. In this backdrop there is room for cautious optimism. SMEs seem increasingly to realize and emphasize the importance of workforce skills, even though, in relative terms, they are likely to be significantly more pre-occupied with infrastructure constraints. Interestingly, a large share of firms that have recently failed consider inadequate workforce skills to be a contributing factor of above average importance to firm failure
