After Regions: what next for local enterprise partnerships?
Standing out as an oddity in comparison to the convergence of policy across EU nations whereby the merits of regional apparatus â however defined â for administering development support appear to be accepted, the UK Government has abandoned Englandâs experiment with regionalism. Under the banner of localism, providing the thinnest of masks for swingeing public expenditure cuts, sub-national development activity (encompassing planning, regeneration, infrastructure development, enterprise support and spatial leadership) is in the throes of considerable economic shifts, policy flux and institutional upheaval (Ward & Hardy, 2012). This article attempts to address some of the questions posed in The regional lacuna: a preliminary map of the transition from Regional Development Agencies to Local Economic Partnerships (Pugalis, 2011) and helps to advance some of the points relating to the emerging sub-national development landscape published in recent issues of Regions (e.g. Bailey, 2011). The purpose is to take stock of policy developments underway by means of a post-regional sub-national review in order to outline the future development trajectory of Local Enterprise Partnerships

Investigation of charge coupled device correlation techniques
Analog Charge Transfer Devices (CTD's) offer unique advantages to signal processing systems, which often have large development costs, making it desirable to define those devices which can be developed for general system's use. Such devices are best identified and developed early to give system's designers some interchangeable subsystem blocks, not requiring additional individual development for each new signal processing system. The objective of this work is to describe a discrete analog signal processing device with a reasonably broad system use and to implement its design, fabrication, and testing
Exclusion limits on the WIMP-nucleon cross-section from the Cryogenic Dark Matter Search
The Cryogenic Dark Matter Search (CDMS) employs low-temperature Ge and Si
detectors to search for Weakly Interacting Massive Particles (WIMPs) via their
elastic-scattering interactions with nuclei while discriminating against
interactions of background particles. For recoil energies above 10 keV, events
due to background photons are rejected with >99.9% efficiency, and surface
events are rejected with >95% efficiency. The estimate of the background due to
neutrons is based primarily on the observation of multiple-scatter events that
should all be neutrons. Data selection is determined primarily by examining
calibration data and vetoed events. Resulting efficiencies should be accurate
to about 10%. Results of CDMS data from 1998 and 1999 with a relaxed
fiducial-volume cut (resulting in 15.8 kg-days exposure on Ge) are consistent
with an earlier analysis with a more restrictive fiducial-volume cut.
Twenty-three WIMP candidate events are observed, but these events are
consistent with a background from neutrons in all ways tested. Resulting limits
on the spin-independent WIMP-nucleon elastic-scattering cross-section exclude
unexplored parameter space for WIMPs with masses between 10-70 GeV c^{-2}.
These limits border, but do not exclude, parameter space allowed by
supersymmetry models and accelerator constraints. Results are compatible with
some regions reported as allowed at 3-sigma by the annual-modulation
measurement of the DAMA collaboration. However, under the assumptions of
standard WIMP interactions and a standard halo, the results are incompatible
with the DAMA most likely value at >99.9% CL, and are incompatible with the
model-independent annual-modulation signal of DAMA at 99.99% CL in the

Ponticulin plays a role in the positional stabilization of pseudopods
Ponticulin is a 17-kD glycoprotein that represents a major high affinity link between the plasma membrane and the cortical actin network of Dictyostelium. To assess the role of ponticulin in pseudopod extension and retraction, the motile behavior of two independently generated mutants lacking ponticulin was analyzed using computer-assisted two- and three-dimensional motion analysis systems. More than half of the lateral pseudopods formed off the substratum by ponticulin-minus cells slipped relative to the substratum during extension and retraction. In contrast, all pseudopods formed off the substratum by wild-type cells were positionally fixed in relation to the substratum. Ponticulin-minus cells also formed a greater proportion of both anterior and lateral pseudopods off the substratum and absorbed a greater proportion of lateral pseudopods into the uropod than wild-type cells. In a spatial gradient of cAMP, ponticulin-minus cells were less efficient in tracking the source of chemoattractant. Since ponticulin-minus cells extend and retract pseudopods with the same time course as wild-type cells, these behavioral defects in ponticulin-minus cells appear to be the consequence of pseudopod slippage. These results demonstrate that pseudopods formed off the substratum by wild-type cells are positionally fixed in relation to the substratum, that ponticulin is required for positional stabilization, and that the loss of ponticulin and the concomitant loss of positional stability of pseudopods correlate with a decrease in the efficiency of chemotaxis
Effects of dietary PCB exposure on adrenocortical function in captive American Kestrels (Falco sparverius)
We experimentally examined the effects of dietary exposure to polychlorinated biphenyls (PCBs) on adrenocortical function in American kestrels (Falco sparverius). Nine captive male American kestrels previously exposed to a PCB mixture (Aroclorâą1248:1254:1260; 1:1:1) in their diet were subjected to a standardized capture, handling and restraint protocol designed to produce an increase in circulating corticosterone. A similar protocol has been applied to a wide range of avian species and was used here to evaluate the response of PCB-exposed and control kestrels to a defined physical stressor. Both baseline and stress-induced corticosterone levels were significantly lower in PCB-exposed birds when compared with control birds of the same age. PCB-exposed birds exhibited significantly lower corticosterone levels during the corticosterone response when compared with control birds, independent of body condition. Furthermore, baseline corticosterone concentrations exhibited a hormetic response characterized by an inverted U-shaped dose response in relation to total PCB liver burden, These results support several recent studies which report decreased levels of circulating corticosterone in PCB-exposed wild birds. The results presented here provide the first evidence that exposure to an environmentally relevant level of PCBs (approximately 10 mg/kg body weight) can impair the corticosterone stress response in kestrels, potentially increasing the susceptibility of birds to environmental stressors such as severe weather and predatory and human disturbance
Background discrimination capabilities of a heat and ionization germanium cryogenic detector
The discrimination capabilities of a 70 g heat and ionization Ge bolometer
are studied. This first prototype has been used by the EDELWEISS Dark Matter
experiment, installed in the Laboratoire Souterrain de Modane, for direct
detection of WIMPs. Gamma and neutron calibrations demonstrate that this type
of detector is able to reject more than 99.6% of the background while retaining
95% of the signal, provided that the background events distribution is not
biased towards the surface of the Ge crystal. However, the 1.17 kg.day of data
taken in a relatively important radioactive environment show an extra
population slightly overlapping the signal. This background is likely due to
interactions of low energy photons or electrons near the surface of the
crystal, and is somewhat reduced by applying a higher charge-collecting inverse
bias voltage (-6 V instead of -2 V) to the Ge diode. Despite this
contamination, more than 98% of the background can be rejected while retaining
50% of the signal. This yields a conservative upper limit of 0.7
event.day^{-1}.kg^{-1}.keV^{-1}_{recoil} at 90% confidence level in the 15-45
keV recoil energy interval; the present sensitivity appears to be limited by
the fast ambient neutrons. Upgrades in progress on the installation are

A Family Showing No Evidence of Linkage Between the Ataxia Telangiectasia Gene and Chromosome
We have studied an inbred family in which two cousins presented with the same clinical features of ataxia telangiectasia (AT). Both patients are still ambulatory at ages 25 and 20. Cellular features of both patients are typical of AT and include increased radiosensitivity and an increased level of spontaneously occurring chromosome aberrations in peripheral blood lymphocytes. Linkage studies and haplotype analysis show no clear evidence that the gene for AT in this family is on chromosome 11q22-23. As previously reported AT families from complementation groups AB, C, and D have all shown linkage to this region of 11q22-23. Our study is of importance in suggesting additional locus heterogeneity
3D Position Sensitive XeTPC for Dark Matter Search
