Medicate-to-Execute: Current Trends in Death Penalty Jurisprudence and the Perils of Dual Loyalty

Correctional facilities are experiencing high rates of recidivism. Inmates once imprisoned are reoffending and returning to incarceration at an increased rate. This executive position paper provides a proposed plan for a comprehensive inmate reentry program that will improve post-release services and positively impact ex-offender success at the Harford County, Maryland Detention Center. The findings of this qualitative research study indicate that most inmates want to be released from incarceration and become successful in his or her transition back into society. The implementation of an inmate reentry program complete with an external point of contact and interventions may address the challenges faced by former inmates while offering continuous supportive opportunities. With the inception of a fully integrated inmate reentry program that is congruent with the mission of the Harford County Detention Center, and with community support, former inmates may now live productive crime free lives. This study illustrates a vision for inmate reentry and explores the phenomenon of community reintegration over a 3-year period that can be implemented throughout the entire Detention Center
