Structure and content of e-learning information environment based on geo-information technologies

The urgency of the paper is determined by the continuous information development of all spheres of education: integration of new knowledge, accessibility of information technologies and computer facility aids, professionalization and computerization of educational activities. The purpose of the research is to develop the structure and content of learning information environment in a higher education institute on the basis of geo-information technologies. The authors show the possibilities of using geo-information technologies in teaching outside the scope of their typical application (geographic, geodetic, geological education). The principles of designing the information environment for training on the basis of geo-information technologies are developed, which is built into the general information environment of higher education institute. The peculiarities of using geo-information technologies in non-core training are revealed, and the structure of learning environment modules based on geo-information technologies is developed and their content is described. The authors adapted the system of criteria evaluating the the effectiveness of training information environment, carried out an empirical study of the quality of education information environment in a higher education institute on the basis of geo-information technologies. The paper is intended for teachers, specialists in the field of information as means of education
The essence and content of state regulation of services development in conditions of increasing autonomy of federal state entities

The purpose of the article is to determine the essence and content of state regulation of services’ development in conditions of increasing autonomy of federal state’s entities. A leading approach is the institutional one that considers state regulation of service sector’s development in the Federal state as a purposeful system of measures of state control that contributes to maximizing of the assets’ value of the service sector in the process of socio-economic activities and is aimed at ensuring of a balanced socio-economic development of regions. The service sector is one of the most dynamic and growing segments of regional markets, as well as one of the characteristics of effective socio-economic policy in the region. The yield growth from the service sector’s assets while risk diversification will ensure the development of regional services markets, meeting the needs of the population for public goods and improving of the quality of life. The article identifies and scientifically justifies objects, actors, principles, methods and tools of state regulation of services’ development in a Federal state. The paper submissions can be useful for specialists of Federal and regional authorities, local governments, line ministries, scientists interested in issues of regional economy and services’ management
Radiomics in the Diagnosis of Thyroid Nodules
The thyroid nodules (TNs) are widespread throughout the world: according to the pathological studies, they can be found in 50–60% of adults. Currently, ultrasound, computed tomography, magnetic resonance imaging and radionuclide diagnostics, such as positron emission tomography with computed tomography, are usually used to diagnose TNs in clinic. These techniques are mainly used to diagnose the nodile benignity and malignancy, the degree of invasion into adjacent tissues and metastases to lymph nodes. Thanks to the development of artificial intelligence, machine learning and the improvement of medical imaging equipment, radiomics has become a popular area of research in recent years. It allowes to obtain various quantitative characteristics from medical images, highlighting invisible features and significantly expanding the possibilities of identifying and predicting. Radiomics has a high potential in detecting and predicting TNs. We present the information on the development and workflow of radiomics. The article summarizes the application of various imaging techniques to identify benign and malignant TNs, determine invasiveness and metastases to lymph nodes, as well as some new advances in the field of molecular level and deep learning. The disadvantages of radiomics method are also given as well as prospects for its further development

Relations and their role in the realization of the right
Thе article criticize the concept of the right «is involved» from the standpoint of the general theory of law in the legal rationale for enforcement of the right processes. As the only channel through which the law is brought to life, the legal relations have a complex structure, in the disclosure of which the author presents his own position with respect to its constituent elements. It is proved that the main purpose of relationship is that it acts as a channel-specific implementation of the law. It is proved that the consistency of the individual will with the public, their general thrust contribute to the unity of legal and factual content of these social relations, contribute to the implementation of planned by the legislator to everyday life at all stages of the processes occurring at the same time. Elements of the legal relation are distinguished: legal entities; subjective rights and legal obligations; good behavior; object relationship; legal fact. In the article it is concluded that without these elements, considered in systemic unity with the subjects of legal relations and forms a specific legal integrity called legal relations can not be a theoretical model of enforcement of the right
