    Value of Injuries in the Northridge Earthquake

    The economic equivalent value of deaths and injuries in the 1994 Northridge earthquake has not previously been calculated, although number of injuries by category of treatment has. Using dollar-equivalent values for injuries accepted and used by the U.S. government for evaluating the cost-effectiveness of risk-mitigation efforts, the value of injuries in the 1994 Northridge earthquake is estimated to be 1.3to2.2billionin1994(901.3 to 2.2 billion in 1994 (90% confidence bounds, equivalent to 1.8 to 2.9 billion in 2005). This is equivalent to 3–4% of the estimated 50billion(in1994)estimateddirectcapitallossesanddirectbusinessinterruptionlosses.Ifinjuriesinthe1994NorthridgeearthquakearerepresentativeofinjuriesinfutureU.S.events,thentheeconomicvalueoffutureearthquakeinjuriestheamountthattheU.S.governmentwoulddeemappropriatetoexpendtopreventallsuchinjuriesisontheorderof50 billion (in 1994) estimated direct capital losses and direct business interruption losses. If injuries in the 1994 Northridge earthquake are representative of injuries in future U.S. events, then the economic value of future earthquake injuries—the amount that the U.S. government would deem appropriate to expend to prevent all such injuries—is on the order of 200 million per year (in 2005 constant dollars). Of this figure, 96% is associated with nonfatal injuries, an issue overlooked by current experimental research. Given the apparently high cost of this type of loss, this appears to represent an important gap in the present earthquake research agenda

    Improving Loss Estimation for Woodframe Buildings. Volume 2: Appendices

    This report documents Tasks 4.1 and 4.5 of the CUREE-Caltech Woodframe Project. It presents a theoretical and empirical methodology for creating probabilistic relationships between seismic shaking severity and physical damage and loss for buildings in general, and for woodframe buildings in particular. The methodology, called assembly-based vulnerability (ABV), is illustrated for 19 specific woodframe buildings of varying ages, sizes, configuration, quality of construction, and retrofit and redesign conditions. The study employs variations on four basic floorplans, called index buildings. These include a small house and a large house, a townhouse and an apartment building. The resulting seismic vulnerability functions give the probability distribution of repair cost as a function of instrumental ground-motion severity. These vulnerability functions are useful by themselves, and are also transformed to seismic fragility functions compatible with the HAZUS software. The methods and data employed here use well-accepted structural engineering techniques, laboratory test data and computer programs produced by Element 1 of the CUREE-Caltech Woodframe Project, other recently published research, and standard construction cost-estimating methods. While based on such well established principles, this report represents a substantially new contribution to the field of earthquake loss estimation. Its methodology is notable in that it calculates detailed structural response using nonlinear time-history structural analysis as opposed to the simplifying assumptions required by nonlinear pushover methods. It models physical damage at the level of individual building assemblies such as individual windows, segments of wall, etc., for which detailed laboratory testing is available, as opposed to two or three broad component categories that cannot be directly tested. And it explicitly models uncertainty in ground motion, structural response, component damageability, and contractor costs. Consequently, a very detailed, verifiable, probabilistic picture of physical performance and repair cost is produced, capable of informing a variety of decisions regarding seismic retrofit, code development, code enforcement, performance-based design for above-code applications, and insurance practices

    Real-time earthquake hazard assessment in California; the early post-earthquake damage assessment tool and the Caltech-USGS broadcast of earthquakes

    A real-time earthquake monitoring system which provides source parameters to user groups through a commercial paging service is now in place in California. A GIS-based system to predict and display near real-time damage and casualty estimates is currently being developed by EQE International under contract with the State of California. These new technologies offer immediate tangible benefits to state and local governments, utilities, lifelines and corporations with facilities or operations at risk. This paper will outline the development of these new technologies, identify the contributions they will make to emergency management and explore some directions these innovative systems may take in the future

    Perceptions of Electoral Fairness and Voter Turnout

    Previous research has established a link between turnout and the extent to which voters are faced with a “meaningful” partisan choice in elections; this study extends the logic of this argument to perceptions of the “meaningfulness” of electoral conduct. It hypothesizes that perceptions of electoral integrity are positively related to turnout. The empirical analysis to test this hypothesis is based on aggregate-level data from 31 countries, combined with survey results from Module 1 of the Comparative Study of Electoral Systems survey project, which includes new and established democracies. Multilevel modeling is employed to control for a variety of individual- and election-level variables that have been found in previous research to influence turnout. The results of the analysis show that perceptions of electoral integrity are indeed positively associated with propensity to vote. </jats:p

    Interpretation, translation and intercultural communication in refugee status determination procedures in the UK and France

    This article explores the interplay between language and intercultural communication within refugee status determination procedures in the UK and France, using material taken from ethnographic research that involved a combination of participant observation, semi-structured interviews and documentary analysis in both countries over a two-year period (2007–2009). It is concerned, in particular, to examine the role played by interpreters in facilitating intercultural communication between asylum applicants and the different administrative and legal actors responsible for assessing or defending their claims. The first section provides an overview of refugee status determination procedures in the UK and France, introducing the main administrative and legal contexts of the asylum process within which interpreters operate in the two countries. The second section compares the organisation of interpreting services, codes of conduct for interpreters and institutional expectations about the nature of interpreters’ activity on the part of the relevant UK and French authorities. The third section then explores some of the practical dilemmas for interpreters and barriers to communication that exist in refugee status determination procedures in the two countries. The article concludes by emphasising the complex and active nature of the interpreter's role in UK and French refugee status determination procedures

    Understanding and Modeling Pathways to Thrombosis

    This research will investigate techniques to create a sensor that is responsive to methane at 23°C. The approach will use the integration of a very thin film, which changes its resistive properties when methane gas is applied, deposited atop the surface of a piezoelectric substrate. An aluminum thin film interdigital transducer will launch a surface acoustic wave (SAW) that travels under the sensor’s gas-sensitive resistive thin film. The SAW/resistive film interaction changes the SAW amplitude, phase and delay. For this work, three films, tin dioxide (SnO2), zinc oxide (ZnO) and palladium (Pd) [1, 2] will be studied. Gas detection will be shown when combining ZnO and Pd, and, observable change in SAW propagation loss is measured when methane gas is present at the film

    Computational Fluid Dynamics Study of Thromboembolism as a Function of Shunt Size and Placement in the Hybrid Norwood Palliative Treatment of Hypoplastic Left Heart Syndrome

    The Hybrid Norwood procedure has emerged as a promising alternative palliative first stage treatment for infants with Hypoplastic Left Heart Syndrome (HLHS). The procedure is done to provide necessary blood flow to the pulmonary and systemic regions of the body. The procedure can affect hemodynamic conditions to be pro-thrombotic, and thrombus particles can form and release from the vessel walls and enter the flow. Assuming these particles are formed and released from the shunt surface, a Computational Fluid Dynamics (CFD) model can be used to mimic the patient\u27s vasculature geometry and predict the occurrence of embolization to the carotid or coronary arteries, as well as the other major arteries surrounding the heart. This study used a time dependent, multi-scale CFD analysis on patient-specific geometry to determine the statistical probability of thrombus particles exiting each major artery. The geometries explored were of a nominal and patient specific nature. Cases of 90% and 0% stenosis at the aortic arch were analyzed, including shunt diameters of 3mm, 3.5mm, and 4mm. Three different placements of the shunt were explored as well. The intent of this study was to suggest best methods of surgical planning in the Hybrid Norwood procedure by providing supporting data for optimal stroke and myocardial infarction prevention
