    Legal Empowerment and Horizontal Inequalities after Conflict

    This article explores whether legal empowerment can address horizontal inequalities in post-conflict settings, and, if so, how. It argues that legal empowerment has modest potential to reduce these inequalities. Nevertheless, there are risks that legal empowerment might contribute to a strengthening of group identities, reduction of social cohesion, and, in the worst case, triggering of conflict. It looks at how two legal empowerment programmes in Liberia navigated the tensions between equity and peace

    Appendix includedAppendix on cassetteFollowing an assessment trip to Kinshasa and the Kivus in July 2001, Search for Common Ground in the DRC was launched in mid-October with the immediate goal of supporting communications around the Inter-Congolese Dialogue (lCD), which is seen by many as the cornerstone of the peace process currently underway in the DRC. Our immediate objective was to design and implement a strategic communications campaign aimed at disseminating information about the lCD nation-wide, and engaging all Congolese in wide-ranging discussions about the peace process. We requested funding from the International Development Research Centre to enable us to produce and broadcast a series of roundtable discussions and peacebuilding programs as a part of this overall campaign. The Leadership Wisdom Initiative (LWI) was launched in 2006 to provide transformational conflict management training and leadership development for political and civil society leaders worldwide, with a special emphasis on African women. Specifically, WoA helps women in their leadership journey, whether running for political office and being prepared to be effective once elected, or expanding their ability to influence change from within a current position.
