The use of contracting out : a case study of decision-making and organisational learning in local government
One objective of government is to provide services at least cost whilst maintaining or improving service quality. While this may be an important objective, questions are being asked whether services can be provided more efficiently and effectively by the private rather than by the government sector. The shift of service provision from the public to the private sector is known as outsourcing or contracting out. The objective in this study is to critically examine whether the contracting out of services by local government to the private sector is an efficient management practice.The contracting out of Parks and Grounds Maintenance services for the City of Kingston in the State of Victoria, Australia, is used as an exploratory case study to identify the variables associated with management decision-making in the contracting out process. Factors relevant to the contracting out decision such as the criteria used in selecting a contractor; the evaluation of a contractor’s performance; and any subsequent changes to management practice relating to the contracting out of the services are identified and discussed.Political forces were found to be an important consideration in the initial contracting out decision, and the selection of a contractor was influenced by the potential to avoid costs. It was also found that under-bidding and associated cost /profit constraints lead to contractors engaging in non-sustainable environmental practices which resulted in the degradation of the local government’s Parks and Gardens assets. A sustainable asset management philosophy as opposed to an avoidable costs approach now underpins the contracting out process to ensure the preservation of such assets. Further, administrative processes have been revised to make tender specifications more prescriptive, critical components of services have been brought back in-house, and management practices have been amended so that a greater degree of control is exercised over contractors’ activities.<br /

Extraction of R = sigma_L/sigma_T from CCFR nu_mu-Fe and nubar_mu-Fe differential cross sections
We report on the extraction of R=sigma_L/sigma_T from CCFR nu_mu-Fe and
nubar_mu-Fe differential cross sections. The CCFR differential cross sections
do not show the deviations from the QCD expectations that are seen in the CDHSW
data at very low and very high x. R as measured in nu_mu scattering is in
agreement with R as measured in muon and electron scattering. All data on R for
Q^2 > 1 GeV^2 are in agreement with a NNLO QCD calculation which includes
target mass effects. We report on the first measurements of R in the low x and
Q^2 < 1 GeV^2 region (where an anomalous large rise in R for nuclear targets

A High Statistics Search for Electron-Neutrino --> Tau-Neutrino Oscillations
We present new limits on nu_e to nu_tau and nu_e to nu_sterile oscillations
by searching for electron neutrino dissappearance in the high-energy wide-band
CCFR neutrino beam. Sensitivity to nu_tau appearance comes from tau decay modes
in which a large fraction of the energy deposited is electromagnetic. The beam
is composed primarily of muon neutrinos but this analysis uses the 2.3%
electron neutrino component of the beam. Electron neutrino energies range from
30 to 600 GeV and flight lengths vary from 0.9 to 1.4 km. This limit improves
the sensitivity of existing limits and obtains a lowest 90% confidence upper
limit in sin**2(2*alpha) of 9.9 x 10**(-2) at delta-m**2 of 125 eV**2.Comment: submitted to Phys. Rev. D. Rapid Com
New Measurements of Nucleon Structure Functions from CCFR/NuTeV
We report on the extraction of the structure functions F_2 and Delta xF_3 =
xF_3nu-xF_3nub from CCFR neutrino-Fe and antineutrino-Fe differential cross
sections. The extraction is performed in a physics model independent (PMI) way.
This first measurement for Delta xF_3, which is useful in testing models of
heavy charm production, is higher than current theoretical predictions. Within
5% the F_2 (PMI) values measured in neutrino and muon scattering are in
agreement with the predictions of Next-to-Leading-Order PDFs (using massive
charm production schemes), thus resolving the long-standing discrepancy between

Determination of the Strange Quark Content of the Nucleon from a Next-to-Leading-Order QCD Analysis of Neutrino Charm Production
We present the first next-to-leading-order QCD analysis of neutrino charm
production, using a sample of 6090 - and -induced
opposite-sign dimuon events observed in the CCFR detector at the Fermilab
Tevatron. We find that the nucleon strange quark content is suppressed with
respect to the non-strange sea quarks by a factor \kappa = 0.477 \:
^{+\:0.063}_{-\:0.053}, where the error includes statistical, systematic and
QCD scale uncertainties. In contrast to previous leading order analyses, we
find that the strange sea -dependence is similar to that of the non-strange
sea, and that the measured charm quark mass, , is larger and consistent with that determined in other processes.
Further analysis finds that the difference in -distributions between
and is small. A measurement of the Cabibbo-Kobayashi-Maskawa
matrix element is also presented.

Multijet production in neutral current deep inelastic scattering at HERA and determination of α_{s}
Multijet production rates in neutral current deep inelastic scattering have been measured in the range of exchanged boson virtualities 10 5 GeV and –1 < η_{LAB}^{jet} < 2.5. Next-to-leading-order QCD calculations describe the data well. The value of the strong coupling constant α_{s} (M_{z}), determined from the ratio of the trijet to dijet cross sections, is α_{s} (M_{z}) = 0.1179 ± 0.0013 (stat.)_{-0.0046}^{+0.0028}(exp.)_{-0.0046}^{+0.0028}(th.)
Measurement of inclusive D*+- and associated dijet cross sections in photoproduction at HERA
Inclusive photoproduction of D*+- mesons has been measured for photon-proton
centre-of-mass energies in the range 130 < W < 280 GeV and a photon virtuality
Q^2 < 1 GeV^2. The data sample used corresponds to an integrated luminosity of
37 pb^-1. Total and differential cross sections as functions of the D*
transverse momentum and pseudorapidity are presented in restricted kinematical
regions and the data are compared with next-to-leading order (NLO) perturbative
QCD calculations using the "massive charm" and "massless charm" schemes. The
measured cross sections are generally above the NLO calculations, in particular
in the forward (proton) direction. The large data sample also allows the study
of dijet production associated with charm. A significant resolved as well as a
direct photon component contribute to the cross section. Leading order QCD
Monte Carlo calculations indicate that the resolved contribution arises from a
significant charm component in the photon. A massive charm NLO parton level
calculation yields lower cross sections compared to the measured results in a
kinematic region where the resolved photon contribution is significant.Comment: 32 pages including 6 figure
Measurement of event shapes in deep inelastic scattering at HERA
Inclusive event-shape variables have been measured in the current region of
the Breit frame for neutral current deep inelastic ep scattering using an
integrated luminosity of 45.0 pb^-1 collected with the ZEUS detector at HERA.
The variables studied included thrust, jet broadening and invariant jet mass.
The kinematic range covered was 10 < Q^2 < 20,480 GeV^2 and 6.10^-4 < x < 0.6,
where Q^2 is the virtuality of the exchanged boson and x is the Bjorken
variable. The Q dependence of the shape variables has been used in conjunction
with NLO perturbative calculations and the Dokshitzer-Webber non-perturbative
corrections (`power corrections') to investigate the validity of this approach.Comment: 7+25 pages, 6 figure
An NLO QCD analysis of inclusive cross-section and jet-production data from the ZEUS experiment
The ZEUS inclusive differential cross-section data from HERA, for charged and
neutral current processes taken with e+ and e- beams, together with
differential cross-section data on inclusive jet production in e+ p scattering
and dijet production in \gamma p scattering, have been used in a new NLO QCD
analysis to extract the parton distribution functions of the proton. The input
of jet data constrains the gluon and allows an accurate extraction of
\alpha_s(M_Z) at NLO;
\alpha_s(M_Z) = 0.1183 \pm 0.0028(exp.) \pm 0.0008(model)
An additional uncertainty from the choice of scales is estimated as \pm
