A methological note on real wages during the inter-war years

'Das wichtigste Ergebnis des vorliegenden Artikels ist die Aufforderung, alle Lohn- und Preisreihen des 20. Jahrhunderts mit derselben Gründlichkeit zu studieren und zu kritisieren, mit der die Historiker des 19. Jahrhunderts die ihnen vorliegenden Indexe studiert und kritisiert haben. Wenn man nämlich die für die Zwischenkriegszeit in Großbritannien, Frankreich und Belgien üblicherweise benutzten Lohn- und Preisindexe etwas genauer anschaut, so erkennt man unmittelbar, daß diese Indexe zu revidieren sind. Bei der genaueren Erfassung der Reihen für Belgien stellte sich ein völlig neues Bild von der Entwicklung der Reallöhne in diesem Land heraus. Die revidierten Indexe führen zu einem sehr viel pessimistischeren Ergebnis als die alten. Die Abweichung ist besonders in den 30er Jahren signifikant (z. B. nicht weniger als 30 Prozent im Jahr 1932!). Auf der Grundlage dieses Ergebnisses könnte eine neue Debatte beginnen.' (prn)'The main conclusion to this brief article is a plea to reconsider all price and wages series with respect to the 20th century with the same enthusiasm and criticism as the historians of the 19th century have applied to their series. Looking more closely at commonly used price and wages series with regard to the United Kingdom, France and Belgium during the inter-war period, it appears that both price and wages series in these countries should be revised. Such reconsideration of Belgian price and wage index figures was done: a totally new picture of the evolution of Belgian real wages emerges. The revised series provide a much more pessimistic view than the older series. The deviation is particulary significant in the 1930's (e.g. no less than 30 per cent in 1932!). Based on this finding, a new standard of living debate could perhaps start.' (author's abstract

Mots et pratiques. L’industrie cotonnière gantoise, les crises et la perception patronale de la concurrence internationale, 1790‑1914

Cette contribution vise à examiner l’utilisation de l’idée de “ concurrence internationale ” dans les discours du patronat du textile gantois au XIXe siècle. Il s’agit d’analyser l’argumentation, et non de privilégier la confrontation du discours avec la réalité historique. Le discours patronal, abordé à partir des interventions parlementaires, des brochures et des pétitions, se référait constamment au péril évident qu’était la concurrence étrangère, afin de faire pression sur le gouvernement par une intervention parfois discrète, parfois ferme, exigeant des mesures douanières. Le patronat du textile réussissait ainsi à effacer beaucoup des contradictions entre filateurs et tisserands, et à s’appuyer sur les ouvriers jusque vers 1850. Dans la seconde moitié du siècle, les contradictions internes et vis-à-vis des ouvriers le conduisirent à user à de stratégies et de discours différents. Le “ discours-catastrophe ” permanent ne visait pas uniquement à obtenir des mesures douanières, mais aussi à influencer directement les rapports avec les ouvriers. Les cris d’alarme des barons du coton, qu’ils fussent ou non fondés sur la réalité, eurent bel et bien des effets sur cette même réalité.Rhetoric and practices. The Ghent cotton industry, economic crises, and the employers’ perception of the international competition, 1790-1914. This paper wishes to explore the use of the concept of “international competition” in the rhetoric of the Ghent cotton barons in the long nineteenth century. The aim is to analyse the arguments, and not so much to compare the discourse with a historical reality. The employers’ discourse (analysed on the basis of parliamentary speeches, brochures and petitions) ceaselessly referred to a genuine peril from foreign competition, in order to obtain a solid or subtle intervention from the governments, particularly aiming at protective actions. Up to the 1850s, the cotton barons managed to eliminate most of the contradictions between managers and owners of spinning and weaving mills, as well as they managed to obtain the workers’ support. In the second half of the nineteenth century, however, internal differences and more harsh relations with the workers, led to diverse discourse and strategies of the employers. Nevertheless, the persisting panic-like discourse of the employers not only aimed at conducting a particular customs policy, but it was also meant to influence directly the industrial relations. Hence, the alarm screams of the cotton barons, with or without actual grounds, had a real effect
