Sustainable Prosperity and Human Potentials
Sustainable prosperity is a new concept combining various principals such as providing basic needs, dignity, life satisfaction and happiness. It is an indicator used to measure and evaluate social progress among communities. In fact, the purpose behind the aggregation between the terms of sustainability and prosperity is the rehabilitation of the environmental strength and health system while providing an effective comfort and welfare system to the human being. In this paper, we explore the impact of human potential on reaching and achieving a high level of prosperity. We discuss, also, the evolution and automation effect on the improvement of human potentials and driving the thinking out of the box concept in the youth and young generations
Evaluation of the thermal environment in architecture hotel of Fernand Pouillon. Case of the Ziban Hotel in Biskra
The main objective of this study is to evaluate the impact of the orientation on the thermal environment in the works of Fernand Pouillon and its role in the reduction of the strong continuous and daily variations of the temperatures. In the region of Biskra, Fernand Pouillon, seems to show his mastery of the parameters related to the external physical environment in order to create suitable indoor thermal environments in a hot and arid climate. In this regard, we used the experimental method, through the ECOTECT digital simulation program, to study the quantitative aspects of these thermal environments. Thus, we have particularly studied the influence of the orientation with respect to the sun and the wind on the thermal environments of our case study. Finally, a comparison between the temperatures, in the successive sequences, allowed us to demonstrate that the preferred choices in orientation by Fernand Pouillon are adequate or not
The role of perceived usefulness and annoyance on programmatic advertising: moderating effect of Internet user privacy and cookies
Purpose: The study of the background to programmatic advertising is of great interest in the context of digital marketing. Therefore, the main aim of this research is to define a structural equation modelling (SEM) model, which allows studying the relationship between the usefulness and privacy of online ads to increase the effectiveness and efficiency of campaigns through the use of computation and big data. Design/methodology/approach: A cross-sectional descriptive study based on the Web Browsers Survey was carried out on a sample of 24,062 Internet users by the Association for Media Research. The partial least squares structural equation modelling method (PLS-SEM) was applied to evaluate the model with the study constructs and test the hypotheses.
Findings: The result of this research allows us to know how perceived usefulness (U) and perceived annoyance (A) affect users' privacy concerns (P) and concerns about the storage and use of their data through cookies (C). The authors also seek if there is any relationship between privacy concerns (P) and cookies (C) on users' level of Internet usage (IU). Originality/value: One of the novelties of this study is the consideration not only of Internet user perceptions but also their concerns about privacy and the use of cookies, as key variables in the strategic management of the use of programmatic advertising in digital marketing
The effect of sustainable and smart planning framework on urban logistics and mobility
Urban planning and design have witnessed an exceptional transformation following the rapid development of information and communication technologies (ICTs). This new era paved the way for the rise of new technical concepts and methods in urban planning where human-computer interaction is at the centre of interest. However, despite this fast evolution, there remains a significant research gap that needs to be addressed. It is essential for urban planners and designers to keep pace with technological advancements while simultaneously securing environment-friendly outcomes and fostering environmental sustainability. In this context, our work focuses on the challenges encountered by urban designers as they seek to transition toward smart, sustainable industrialized cities. Of a special concern is the inclusion of mobility, logistics features and digitalization of city supply chain management, where we consider the management pf physical, information and financial flows in modern urban areas

Sleep Mode Analysis via Workload Decomposition
The goal of this paper is to establish a general approach for analyzing queueing models with repeated inhomogeneous vacations. Theserver goes on for a vacation if the inactivity prolongs more than a vacation trigger duration. Once the system enters in vacation mode,it may continue for several consecutive vacation. At the end of a vacation, the server goes on another vacation, possibly with a {\emdifferent} probability distribution, if during the previous vacation there have been no arrivals. However the system enters in vacationmode only if the inactivity is persisted beyond a defined trigger duration. In order to get an insight on the influence of parameterson the performance, we choose to study a simple queue (Poisson arrivals and general independent service times) which hasthe advantage of being tractable analytically. The theoretical model is applied to the problem of power saving for mobile devices inwhich the sleep durations of a device correspond to the vacations of the server. Various system performance metrics such as the frameresponse time and the economy of energy are derived. A constrained optimization problem is formulated to maximize the economy of energy achieved in power save mode, with constraints as QoS conditions to be met. An illustration of the proposed methods is shown with a WiMAX system scenario to obtain design parameters for better performance. Our analysis allows us not only to optimize the system parameters for a given traffic intensity but also to propose parameters that provide the best performance under worst caseconditions
Analysis of an M/G/1 Queue with Repeated Inhomogeneous Vacations with Application to IEEE 802.16e Power Saving Mechanism
International audienceThe goal of this paper is to establish a general approach for analyzing queueing models with repeated in homogeneous vacations. At the end of a vacation, the server goes on another vacation, possibly with a different probability distribution, if during the previous vacation there have been no arrivals. In case there have been one or more arrivals during a vacation then a busy period starts after a warm-up time. In order to get an insight on the influence of parameters on the performance, we choose to study a simple M/G/1 queue (Poisson arrivals and general independent service times) which has the advantage of being tractable analytically. The theoretical model is applied to the problem of power saving for mobile devices in which the sleep durations of a device correspond to the vacations of the server. Various system performance metrics such as the frame response time and the economy of energy are derived. A constrained optimization problem is formulated to maximize the economy of energy achieved in power save mode, with constraints as QoS conditions to be met. An illustration of the proposed methods is shown with a WiMAX system scenario to obtain design parameters for better performance. Our analysis allows us not only to optimize the system parameters for a given traffic intensity but also to propose parameters that provide the best performance under worst case conditions
Vacation Policy Optimization with Application to IEEE 802.16e Power Saving Mechanism
Much research has been devoted to optimizing the power saving mechanism in wireless mobile devices. Recent advances in wireless radio technology facilitate the implementation of various possible sleep policies. One basic question that arises is: which policy performs best under a certain condition? Furthermore, what are the optimal parameters for a given policy? To answer these questions, we formulate an optimization problem, which entails cost minimization for a given parameterized policy and selection of the best policy among a class. We propose a cost function which captures the inherent tradeoff of delay and energy saving. This takes into account the cost of response time due to the extra sleep, the energy saving during the sleep, and the cost for periodic waking up (for listening). As an application, we consider IEEE 802.16e's power saving mechanism. We study various practical policies and check their performance. We show that the constant duration policy is optimal for Poisson inactivity periods, but not for hyper-exponentially distributed inactivity periods. In the policy where vacations are i.i.d. exponential random variables, we derive analytically the optimal control as a function of the expected inactivity period. This result holds for general inactivity periods. Our framework allows us to compare the performance of several optimal and suboptimal practical policies with that of the IEEE 802.16e standard
Influencing policy change: the experience of health think tanks in low- and middle-income countries
In recent years there has been a growth in the number of independent health policy analysis institutes in low- and middle-income countries which has occurred in response to the limitation of government analytical capacity and pressures associated with democratization. This study aimed to: (i) investigate the contribution made by health policy analysis institutes in low- and middle-income countries to health policy agenda setting, formulation, implementation and monitoring and evaluation; and (ii) assess which factors, including organizational form and structure, support the role of health policy analysis institutes in low- and middle-income countries in terms of positively contributing to health policy. Six case studies of health policy analysis institutes in Bangladesh, Ghana, India, South Africa, Uganda and Vietnam were conducted including two NGOs, two university and two government-owned policy analysis institutes. Case studies drew on document review, analysis of financial information, semi-structured interviews with staff and other stakeholders, and iterative feedback of draft findings. Some of the institutes had made major contributions to policy development in their respective countries. All of the institutes were actively engaged in providing policy advice and most undertook policy-relevant research. Relatively few were engaged in conducting policy dialogues, or systematic reviews, or commissioning research. Much of the work undertaken by institutes was driven by requests from government or donors, and the primary outputs for most institutes were research reports, frequently combined with verbal briefings. Several factors were critical in supporting effective policy engagement. These included a supportive policy environment, some degree of independence in governance and financing, and strong links to policy makers that facilitate trust and influence. While the formal relationship of the institute to government was not found to be critical, units within government faced considerable difficulties
