    Effectiveness of targeting in social protection programs aimed to children: lessons for a post-2015 agenda

    One of the main challenges for the post-2015 agenda is to reach universal primary education for all children. The last decade experienced a boom of social protection programs aimed at increasing school enrollment, mostly in the form of Conditional Cash Transfers. These programs are mostly targeted to poor families and have proved to increase enrollment and attendance. However, not all vulnerable children are benefiting from these programs. As more children are to be reached, there is a higher risk to incur in inclusion errors. This paper discusses the main challenges of targeting this type of programs and draws some lessons for improving targeting effectiveness. It also highlights the importance of moving from enrollment and attendance to learning and attainment as we move forward towards reaching high education quality for all children. This paper was commissioned by the Education for All Global Monitoring Report as background information to assist in drafting the 2015 report. It has not been edited by the team.     Search for new physics in high-mass diphoton events from proton-proton collisions at √s = 13 TeV

    Results are presented from a search for new physics in high-mass diphoton events from proton-proton collisions at sqrt(s) = 13 TeV. The data set was collected in 2016–2018 with the CMS detector at the LHC and corresponds to an integrated luminosity of 138 fb−1 . Events with a diphoton invariant mass greater than 500 GeV are considered. Two diferent techniques are used to predict the standard model backgrounds: parametric fts to the smoothly-falling background and a frst-principles calculation of the standard model diphoton spectrum at next-to-next-to-leading order in perturbative quantum chromodynamics calculations. The frst technique is sensitive to resonant excesses while the second technique can identify broad diferences in the invariant mass shape. The data are used to constrain the production of heavy Higgs bosons, Randall-Sundrum gravitons, the large extra dimensions model of Arkani-Hamed, Dimopoulos, and Dvali (ADD), and the continuum clockwork mechanism. No statistically signifcant excess is observed. The present results are the strongest limits to date on ADD extra dimensions and RS gravitons with a coupling parameter greater than 0.1

    Global economic burden of unmet surgical need for appendicitis

    Background There is a substantial gap in provision of adequate surgical care in many low- and middle-income countries. This study aimed to identify the economic burden of unmet surgical need for the common condition of appendicitis. Methods Data on the incidence of appendicitis from 170 countries and two different approaches were used to estimate numbers of patients who do not receive surgery: as a fixed proportion of the total unmet surgical need per country (approach 1); and based on country income status (approach 2). Indirect costs with current levels of access and local quality, and those if quality were at the standards of high-income countries, were estimated. A human capital approach was applied, focusing on the economic burden resulting from premature death and absenteeism. Results Excess mortality was 4185 per 100 000 cases of appendicitis using approach 1 and 3448 per 100 000 using approach 2. The economic burden of continuing current levels of access and local quality was US 92492millionusingapproach1and92 492 million using approach 1 and 73 141 million using approach 2. The economic burden of not providing surgical care to the standards of high-income countries was 95004millionusingapproach1and95 004 million using approach 1 and 75 666 million using approach 2. The largest share of these costs resulted from premature death (97.7 per cent) and lack of access (97.0 per cent) in contrast to lack of quality. Conclusion For a comparatively non-complex emergency condition such as appendicitis, increasing access to care should be prioritized. Although improving quality of care should not be neglected, increasing provision of care at current standards could reduce societal costs substantially

    Search for medium effects using jets from bottom quarks in PbPb collisions at sNN=5.02TeV

    The first study of the shapes of jets arising from bottom (b) quarks in heavy ion collisions is presented. Jet shapes are studied using charged hadron constituents as a function of their radial distance from the jet axis. Lead-lead (PbPb) collision data at a nucleon-nucleon center-of-mass energy of sNN=5.02TeV were recorded by the CMS detector at the LHC, with an integrated luminosity of 1.69nb−1. Compared to proton-proton collisions, a redistribution of the energy in b jets to larger distances from the jet axis is observed in PbPb collisions. This medium-induced redistribution is found to be substantially larger for b jets than for inclusive jets

    Search for a heavy composite Majorana neutrino in events with dilepton signatures from proton-proton collisions at √s=13 Tev

    Results are presented of a search for a heavy Majorana neutrino N ⠃ decaying into two same-flavor leptons ⠃ (electrons or muons) and a quark-pair jet. A model is considered in which the N ⠃ is an excited neutrino in a compositeness scenario. The analysis is performed using a sample of proton-proton collisions at & RADIC;s = 13 TeV recorded by the CMS experiment at the CERN LHC, corresponding to an integrated luminosity of 138 fb-1. The data are found to be in agreement with the standard model prediction. For the process in which the N ⠃ is produced in association with a lepton, followed by the decay of the N ⠃ to a same-flavor lepton and a quark pair, an upper limit at 95% confidence level on the product of the cross section and branching fraction is obtained as a function of the N ⠃ mass mN ⠃ and the compositeness scale ⠄. For this model the data exclude the existence of Ne (N & mu;) for mN ⠃ below 6.0 (6.1) TeV, at the limit where mN ⠃ is equal to ⠄. For mN ⠃ N 1 TeV, values of ⠄ less than 20 (23) TeV are excluded. These results represent a considerable improvement in sensitivity, covering a larger parameter space than previous searches in pp collisions at 13 TeV.& COPY; 2023 The Author(s).     Search for long-lived particles decaying to final states with a pair of muons in proton-proton collisions at sqrt{s} = 13.6 TeV

    Abstract An inclusive search for long-lived exotic particles (LLPs) decaying to final states with a pair of muons is presented. The search uses data corresponding to an integrated luminosity of 36.6 fb−1 collected by the CMS experiment from the proton-proton collisions at s s \sqrt{s} = 13.6 TeV in 2022, the first year of Run 3 of the CERN LHC. The experimental signature is a pair of oppositely charged muons originating from a secondary vertex spatially separated from the proton-proton interaction point by distances ranging from several hundred μm to several meters. The sensitivity of the search benefits from new triggers for displaced dimuons developed for Run 3. The results are interpreted in the framework of the hidden Abelian Higgs model, in which the Higgs boson decays to a pair of long-lived dark photons, and of an R-parity violating supersymmetry model, in which long-lived neutralinos decay to a pair of muons and a neutrino. The limits set on these models are the most stringent to date in wide regions of lifetimes for LLPs with masses larger than 10 GeV

    Observation of τ Lepton Pair Production in Ultraperipheral Pb-Pb Collisions at sqrt[s_{NN}]=5.02 TeV

    : We present an observation of photon-photon production of τ lepton pairs in ultraperipheral lead-lead collisions. The measurement is based on a data sample with an integrated luminosity of 404 μb^{-1} collected by the CMS experiment at a center-of-mass energy per nucleon pair of sqrt[s_{NN}]=5.02 TeV. The γγ→τ^{+}τ^{-} process is observed for τ^{+}τ^{-} events with a muon and three charged hadrons in the final state. The measured fiducial cross section is σ(γγ→τ^{+}τ^{-})=4.8±0.6(stat)±0.5(syst) μb, where the second (third) term corresponds to the statistical (systematic) uncertainty in σ(γγ→τ^{+}τ^{-}) in agreement with leading-order QED predictions. Using σ(γγ→τ^{+}τ^{-}), we estimate a model-dependent value of the anomalous magnetic moment of the τ lepton of a_{τ}=0.001_{-0.089}^{+0.055}
