LâĂ©cole handicapĂ©e : de la classe de perfectionnement Ă lâinscription scolaire obligatoire
Deux dĂ©bats parlementaires, prĂ©cĂ©dĂ©s chacun de longues discussions dâexperts, se sont tenus Ă cent ans de distance Ă propos de la meilleure façon dâinstruire ces enfants, dits anormaux en 1905-09, qui sont successivement appelĂ©s inadaptĂ©s, puis handicapĂ©s. Les divergences ont portĂ© sur la nĂ©cessitĂ© ou non dâun enseignement « spĂ©cial », sur la part de sĂ©grĂ©gation, de discrimination, dâintĂ©gration et dâinclusion que chaque solution comporte et, en derniĂšre analyse, sur la pertinence de lâunicitĂ© de la scolarisation. En fait, la dichotomie persiste, pratiquement inchangĂ©e : pourquoi ?Two parliamentary debates, each one preceeded by long discussions with experts, were held in France within a hundred years (1905-2005) about how to educate as well as possible these childrens, called « abnormal » in 1905, « unadapted », in the 1930-40s and eventually « disabled ». The differences were about the requirement or not for a « special » education, about the share of segregation, discrimination, integration and inclusion that each solution implies, and ultimately about the relevance of one unique schooling for all.
