    Safety in small numbers : local strategies for survival and growth in Romania and the Kyrgyz Republic

    Using a comparative study of farm households from poor rural communities in Kyrgyzstan and north-east Romania this paper explores the intricacies of a variety of forms of cooperation in agriculture. The findings highlight the safety net, labour specialisation, asset-pooling and service delivery functions of different groups that enable rural livelihoods to at times cope and at times improve in situations of imperfect information, sluggish labour and land markets and constrained capital markets. The research presented here indicates that small to medium forms of cooperation provide the rural poor with predictable livelihood strategies under conditions of uncertainty. Specifically, cooperative action, in the form of groups, substitutes for imperfect markets. Despite the push for decollectivisation and privatisation across transition countries there remains a place for encouraging group initiatives, at least for the medium term, on grounds of both poverty alleviation and agricultural growth.     The Impact of Irregular Status on Human Development Outcomes for Migrants

    The purpose of this paper is to explore how irregular status impacts a range of human development outcomes for labour migrants. The analysis indicates that for poorer labour migrants, irregular (or undocumented) migration provides a positive, private return to income and livelihood improvements for themselves and their families as compared to 1) no movement at all, and at times, 2) regular (or documented) migration. However, irregular status is associated with a range of forms of disadvantage and vulnerabilities that often compromise migrants’ rights, entitlements and the rate of return they achieve from the migration process. Migrants are as rational as other members of the population and, being aware of these vulnerabilities, many still choose to migrate. The larger hypothesis of this paper is that, as long as poverty drives migration, legal status will not be a priority for migrants. Migrants will be willing to endure short to medium term hardship and the undermining of a range of capabilities and rights (such as education, social assets, rights and personal welfare) to provide economic safety nets for their families and future improvements to their (and their families) livelihoods and wellbeing. As long as migrants on average achieve a positive increase in income and assets through the migration experience (which they do) they will sacrifice a whole range of freedoms and rights. It is therefore imperative that policy makers make active steps to protect migrants with regard to basic human rights and facilitate positive outcomes from their migration experiences. In particular, we urge southern governments to advocate for all their migrants abroad, regardless of legal status. If southern country governments accept the mainstream opinion that migration is good for development, and furthermore recognise that a substantial number, if not the majority, of their migrants are irregular, and continue sending remittances and investment, then governments should seek to protect their citizens aboard, facilitate safe remittances, and begin to stand firm in the face of pressure to control national borders.Irregular status, migration, vulnerability, poverty, protection

    Poverty, Livelihoods and War Legacies: the Case of Post-War Rural Kosovo

    This paper examines the effects of war on livelihood portfolios and welfare outcomes of rural households in Kosovo using the 2000 Kosovo Living Standards Measurement Survey. We question to what extent the legacy of war was experienced through selection into low return livelihood activities or through decreases in welfare generally. We first identify portfolios using a clustering algorithm which groups households pursuing similar combinations of activities. The emerging clusters are comparable to those described in more qualitative studies for Kosovo in the immediate post-conflict period. We then examine the determinants of livelihood portfolio choice and the consequences of these for welfare outcomes, controlling for war legacies and selection into specific portfolios. We find evidence of a relationship between a household’s war experience and their livelihood choices and that war exposure has different impacts on household welfare depending on the livelihood portfolio adopted. We also identify significant selection effects on welfare for three out of four of our livelihood clusters, highlighting the fact that selecting into a specific portfolio raised or lowered welfare above expected levels.

    Definitions, good practices, and global estimates on the status of social protection for international migrants

    This paper analyzes the issue of social protection for migrants by looking at formal and informal social protection provisions. In particular, it presents the latest global data on the social protection status on migrants, including undocumented migrants. The paper gives special attention to lower-income countries drawing upon recent studies from the Southern African Development Community (SADC). It finds that migrants in poorer countries have very limited access to formal social protection such as social security systems, and that the legal social protection frameworks are far from making benefits portable. Rather, migrants have to rely on informal social protection, and it is often migration itself that constitutes a form of social protection for migrants and their families. This means that making migration safer for low-income migrants is vital to allow migrants to fully benefit from their migration experience and to ultimately enhance their social protection.Population Policies,,Health Monitoring&Evaluation,Emerging Markets,International Migration

    What Are the Implications of Ageing and Demographic Change in Rwanda?

    Having made rapid improvements in life expectancy and fertility as a result of significant investments in the health system and reductions in poverty, Rwanda faces the positive prospects of a ‘demographic dividend’. However, the projected growth in the number of older people over the next 30 years will present significant challenges. Alongside this, other changes resulting from rapid urbanisation and a growth in employment opportunities will affect how the government will support an ageing population and a changing demographic, especially in the area of social protection. Evidence from in-depth research suggests that a non-contributory social pension is feasible and affordable both now and in the future. This would help to significantly reduce poverty amongst older people over the coming years

    Social Protection and Humanitarian Response: What is the Scope for Integration?

    Given the rise in humanitarian emergencies triggered by climate-related risks and conflict, often in contexts of chronic poverty and vulnerability, the international community is calling for the better integration of short-term humanitarian assistance and longer-term development interventions. In this context, social protection is increasingly portrayed as a policy tool that can address chronic, as well as acute needs by delivering assistance in response to shocks through established, scalable systems. This paper lays out the key arguments for more integration between the humanitarian and social protection sectors, while discussing the potential tensions emerging from conflicting mandates and institutional structures. Whether or not more integration will provide more efficient and effective responses to crises depends on the type of shocks and the crisis context, as well as the capacity and coverage of the social protection programme to deliver to additional caseloads. Based on a review of the existing evidence, the paper concludes that important gaps need to be filled with regard to the technicalities of linking short- and longer-term interventions in humanitarian contexts, particularly in relation to mobile populations and refugees, and understanding better the political economy factors that facilitate bridging the humanitarian–development divide.Irish Ai
