中小自治体における外国人諮問制度の課題 : 大阪府豊中市の事例から

自治体における外国人参加型の諮問機関の設立はここ数年急速に進展しているが、外国人規模が小さい中小自治体においては、その設立や実効性に独自の課題があることが予想される。本稿では、外国人数が1 万人以下の都市である大阪府豊中市において、外国人諮問制度の設立をめぐって行政の諮問委員会で行われた議論や報告などを検討することで、中小都市における制度設立の課題整理を試みた。Institutionalization of the advisory organ for and by the foreign residents has been rapidly augmented these years. オーストラリアにおけるジェンダーに関する法曹継続教育序論

本稿は、ジェンダーに関する課題を中心に法曹継続教育についての比較研究を行うため、2008年2月～3月および2009年2月にオーストラリア、ニューサウスウェールズ州（NSW）シドニーにおいて実施した調査に基づき、オーストラリアにおける法曹継続教育についてジェンダーを中心に考察することを目的としている。まず、オーストラリアにおける、法曹の階層化と法曹一元制度を特徴とする英国型の法曹制度、法曹養成について、ジェンダーの側面も交えて概観する。次に、とくにNSWにおけるソリシターの継続教育のあり方について、弁護士会によるプログラムは、法令に沿って差別につきセミナーが提供されていること、法曹人口の半数に迫る女性法曹のニーズに応えるものであるとともに、専門家の私的自治としての継続教育には限界もあることが指摘される。裁判官の継続教育について、NSWの特徴的な独立委員会である司法委員会の設置経緯と任務をみる。情報提供や教育内容から、裁判官の独立と教育、司法の独立と市民の信頼について考察する。As one of the results of the research project, "International Comparative Research on the Process of Developing, Implemeting, Systematizing Continuing Legal Education Programs Concerning Gender Issues," (a three year research project with the government's Grants in Aid for Scientific Research) , this article addresses continuing legal education system in New South Wales, Australia, which is a leading system in Australia, as well as it is expected to be a model for the Asia-pacific region. Mainly focusing on the solicitor's continuing legal education and judicial education, this article finds gender issues are programmed not as a theoretical matter, but as matters of interpretation of statutes and practical court management. As such, gender programs have their own place, and that is because Australia has a comprehensive legal system on gender issues

SUMOylation of DISC1: a potential role in neural progenitor proliferation in the developing cortex

DISC1 is a multifunctional, intracellular scaffold protein. At the cellular level, DISC1 plays a pivotal role in neural progenitor proliferation, migration, and synaptic maturation. Perturbation of the biological pathways involving DISC1 is known to lead to behavioral changes in rodents, which supports a clinical report of a Scottish pedigree in which the majority of family members with disruption of the DISC1 gene manifest depression, schizophrenia, and related mental conditions. The discrepancy between modest evidence in genetics and strong biological support for the role of DISC1 in mental conditions suggests a working hypothesis that regulation of DISC1 at the protein level, such as posttranslational modification, may play a role in the pathology of mental conditions. In this study, we report on the SUMOylation of DISC1. This posttranslational modification occurs on lysine residues where the small ubiquitin-related modifier (SUMO) and its homologs are conjugated to a large number of cellular proteins, which in turn regulates their subcellular distribution and protein stability. By using in silico, biochemical, and cell-biological approaches, we now demonstrate that human DISC1 is SUMOylated at one specific lysine 643 (K643). We also show that this residue is crucial for proper neural progenitor proliferation in the developing cortex

フランス共和国におけるジェンダーに関する法曹継続教育序論

本報告は、ジェンダーに関する課題を中心に法曹継続教育についての比較研究を行うため、2008年11月、2009年2月に、フランス共和国において実施した調査に基づき、フランスにおける法曹継続教育（Continuing Legal Education, CLE）についてジェンダーを中心に考察することを目的としている。フランスにおいては、公務員である司法官（裁判官・検察官）の継続教育は、司法官養成の国家機関でもある国立司法学院（Ecole Nationale de la Magistrature）が担当し、各地の裁判所と連携を取りながらこれを行っている。受講者は、年間200以上のテーマの中から、自分に必要なテーマを選び無料で受講できる。弁護士に対しては、弁護士が所属する各地の弁護士会が行っている。どちらも近年、義務的なものとなった。近年のフランスにおいては、パリテ法の制定などによる政治部門への女性の参加の進展、法曹における女性割合の目覚しい増加が見られるが、一方で、国立司法学院の継続教育のコースでは、ジェンダーに関する諸問題に対応する個別立法などが行われれば当該法を扱う個別コースが提供されるが、ジェンダー法学／理論のみが取り扱われるコースは現時点では存在しない。As one of the results of the research project "International Comparative Research on the Process of Developing, Implimenting and, Systematizing Continuing Legal Education Programs Concerning Gender Issues," (a 3 year research project with the government's Grants in Aid for Scientific Research), this article focuses on an investigation done in France on gender perspectives in the Continuing Legal Education (CLE) in 2008-9. In the article, explained are the systems and programs of CLE for French magistrates (judges and prosecutors) and lawyers, and the appreciations given by them. We found no program which treats, especially and exclusively, "gender and law" or gender theory

ジェンダーの視点を法学教育に生かすための諸課題 : 米国フェミニズム法学教育者インタビュー調査から

本論文は、ジェンダー法学の現状と課題を、その「アカウンタビリティーを問う」という視点で検討する。この研究は、同じく科学研究費補助金基盤研究（Ｃ）（ 2 ）による先行研究である「ジェンダー理論の法学教育への統合的モデル構築にむけた現状と課題の実践的研究」（研究代表者 : 京都女子大学現代社会学部南野佳代）を深化、展開する目的のもので、『現代社会研究』第7号でも触れたように三つの角度からの共同研究を含んでいる。本共同研究は、そのうちの、ジェンダー理論に教育制度や担い手の側から光をあててその現状と課題を問うものであって、米国のジェンダー法学教育者に対して行ったインタビューを素材に、法学教育におけるジェンダーないしフェミニズムの視点導入の意義と課題を論じている。As one of the results of the research project "The Accountability of Feminist Jurisprudence," this article addresses the significance and theme of introducing gender perspectives into law school education, focusing on the interviews done with the professors teaching gender perspectives in law schools in the United States
