The OECD and International Tax Governance: a Constant Evolution

The article highlights the role of the OECD in the global tax governance with a focus on standard setting and monitoring tools mobilised in a renewed institutional framework that is intended to be resolutely inclusive. It outlines the current role of the OECD both in its historical context, identifying the factors behind globalisation and the politicisation of global tax governance, and in the perspective of transformations ahead, notably in relation to the ongoing work on the tax challenges arising from the digitalisation of the economy. L’article met en lumière le rôle de l’OCDE dans la gouvernance fiscale mondiale en mettant un accent sur les instruments, tels les standards ou la surveillance par les pairs, mobilisés dans un cadre institutionnel renouvelé qui se veut résolument inclusif. Il replace ce rôle actuel de l’OCDE dans son contexte historique, identifiant les facteurs à l’origine de la mondialisation et la politisation de la gouvernance fiscale mondiale, ainsi que dans la perspective des transformations à venir, tenant notamment aux travaux sur les défis fiscaux soulevés par la numérisation de l’économie
