    Contribution of the antibiotic chloramphenicol and its analogues as precursors of dichloroacetamide and other disinfection byproducts in drinking water

    Dichloroacetamide (DCAcAm), a disinfection byproduct, has been detected in drinking water. Previous research showed that amino acids may be DCAcAm precursors. However, other precursors may be present. This study explored the contribution of the antibiotic chloramphenicol (CAP) and two of its analogues (thiamphenicol, TAP; florfenicol, FF) (referred to collectively as CAPs), which occur in wastewater-impacted source waters, to the formation of DCAcAm. Their formation yields were compared to free and combined amino acids, and they were investigated in filtered waters from drinking-water-treatment plants, heavily wastewater-impacted natural waters, and secondary effluents from wastewater treatment plants. CAPs had greater DCAcAm formation potential than two representative amino acid precursors. However, in drinking waters with ng/L levels of CAPs, they will not contribute as much to DCAcAm formation as the ÎŒg/L levels of amino acids. Also, the effect of advanced oxidation processes (AOPs) on DCAcAm formation from CAPs in real water samples during subsequent chlorination was evaluated. Preoxidation of CAPs with AOPs reduced the formation of DCAcAm during postchlorination. The results of this study suggest that CAPs should be considered as possible precursors of DCAcAm, especially in heavily wastewater-impacted waters

    Neo-Statecraft Theory, Historical Institutionalism and Institutional Change

    This article provides a critical examination of the contribution that statecraft theory, which has been subject to recent revision and development, makes to the literature on institutional change. It articulates an emergent neo-statecraft approach that offers an agent-led form of historical institutionalism. This overcomes the common criticism that historical institutionalists underplay the creative role of actors. The article also argues that the approach brings back into focus the imperatives of electoral politics as a source of institutional change and provides a macro theory of change which is also commonly missing from historical institutionalist work. It can therefore identify previously unnoticed sources of stability and change, especially in states with strong executives and top-down political cultures

    How do institutions of the European Union change? Using an institutionalist approach, this article highlights the interplay between power, cognitive limits, and the normative order that underpins institutional settings and assesses their impact upon the process of institutional change. Empirical evidence from recent attempts to reinforce the protection of the free movement of goods in the EU suggests that, under conditions of uncertainty, actors with ambiguous preferences assess attempts at institutional change on the basis of the historically defined normative order which holds a given institutional structure together. Hence, path dependent and incremental change occurs even when more ambitious and functionally superior proposals are on offer

    Bridging the GUI gap with reactive values and relations

    There are at present two ways to write GUIs for functional code. One is to use standard GUI toolkits, with all the benefits they bring in terms of feature completeness, choice of platform, conformance to platform-specific look-and-feel, long-term viability, etc. However, such GUI APIs mandate an imperative programming style for the GUI and related parts of the application. Alternatively, we can use a functional GUI toolkit. The GUI can then be written in a functional style, but at the cost of foregoing many advantages of standard toolkits that often will be of critical importance. This paper introduces a light-weight framework structured around the notions of reactive values and reactive relations . It allows standard toolkits to be used from functional code written in a functional style. We thus bridge the gap between the two worlds, bringing the advantages of both to the developer. Our framework is available on Hackage and has been been validated through the development of non-trivial applications in a commercial context, and with different standard GUI toolkits

    This article investigates the history of ASEAN’s relationship to external intervention in regional affairs. It addresses a specific question: What was the basic cause of the success of ASEAN resistance to the Vietnamese challenge to ASEAN’s sovereignty from 1978-1991? ASEAN’s history is understood in terms of a realist theoretical logic, in terms of the relationship between an ASEAN state with the most compelling interests at stake in a given issue, which I call a ‘vanguard state,’ and selected external powers. Using the Third Indochina War (1978–1991) as a case study, this article contends that ASEAN’s ability to resist violations to the sovereignty of Thailand from a Soviet-backed Vietnam is a consequence of high interest convergence between Thailand, and a designated external power, China
