    Mercosul: gainsfrom regional integration and exchange rate regimes

    This paper assesses the impacts of the Mercosul Preferential Trade Agreement on Brazil's regions and their industries between 1990 and 2000 by means of a gravity model, extended to include dummy variables for Mercosul, for a Brazilian region and for a industry within a region. The results show significant positive impacts between 1990 to 1998 to all ofBrazil's regions, specially the Southern and Southeastern regions. It also shows that the change in the exchange rate regime in Brazil in January 1999 has not reverted the changes in trade biases created in the previous period, with the latter remaining at significantly high levels. The same results were observed for most ofthe sectors within the regions, i.e., their trade biases with Mercosul countries increased from 1990 to 1998 but fell in 2000, although to levels still higherthan 1994 levels. This was specially true for those sectors where trade is managed within the bloc. For the sectors where this condition did not prevail, the drop in its trade bias was more pronounced for all regions

    Cómo afecta la integración internacional a las exportaciones de los estados brasileños

    Este trabajo busca determinar los impactos de la integración internacional en la exportación de los estados brasileños. Utilizamos un modelo gravitacional con variables dummy para los bloques principales de comercio y para cada región brasileña. Variables que capturan la apertura y la competitividad regionales también se incluyen. Estimamos un modelo de pooled cross-section, con datos para 2 países, 27 estados, y años. Controlando para el tamaño y la distancia, el comercio con MERCOSUR y la UE es más intenso que con el resto del mundo. Los estados brasileños que abarcan partes más grandes del comercio interregional total tienden a negociar menos internacionalmente, mientras que lo contrario se sostiene para los que sean más competitivos. Los resultados también indican que las especificidades sectoriales desempeñan un papel en explicar las exportaciones del estado, como en el caso de la agricultura. ____________________________________________This paper assesses the impacts of international integration on the export flows of Brazilian states. We use a gravity model with dummy variables for the main partner blocs and for each pair Brazilian region-partner country, to account for the specificities of particular trade relations. Variables capturing regional openness and competitiveness are also included. We estimate a pooled cross-section model, with data for 2 countries, 27 states, and years. After controlling for size and distance, trade with Mercosur and the EU is more intense than with the rest of the world. States accounting for larger shares of interregional trade tend to trade less internationally, while the opposite holds for those that are more competitive. The results also indicate that sectoral specificities play a role in explaining state’s exports, as in the case of agriculture

The results show that the most significant regional impacts of Mercosul were onBrazil’s Southern and Southeastern regions, whereas the North, Northeast and Center-West regions benefited much less from Mercosul in the period from 1990 to 1998. These results suggest that Mercosul may be aggravating regional disparities inBrazil.O artigo avalia os impactos do Mercosul nas regiões brasileiras utilizando-se de um Modelo Gravitacional estendido, que inclui variáveis “dummy” para o Mercosul e para uma região brasileira. Os resultados mostram que os impactos mais significativos do Mercosul se deram nas regiões Sul e Sudeste, enquanto que as regiões Norte, Nordeste e Centro-Oeste se beneficiaram bem menos do Mercosul no período de1990 a1998. Este resultados sugerem que o Mercosul pode estar contribuindo para o agravamento das disparidades regionais no Brasil
