    EFFECT OF CONTRACT DISCLOSURE ON PRICE: RAILROAD GRAIN CONTRACTING IN THE PLAINS

    The Staggers Rail Act of 1980 granted railroads freedom to establish rates and enter into confidential contracts with grain shippers. Recent legislation (1986) required that certain contract terms be disclosed. This study shows rail rates in the Plains region commenced an upward trend after implementation of the disclosure policy. Results suggest contract disclosure and increased reliance on posted tariffs facilitated rate coordination within the oligopolistic railroad industry.Public Economics,

    Heat flow in the Western Arctic Ocean (Amerasian Basin)

The definitive version was published in Journal of Geophysical Research-Solid Earth 124(8), (2019): 7562-7587, doi: 10.1029/2019JB017587.From 1963 to 1973 the U.S. Geological Survey measured heat flow at 356 sites in the Amerasian Basin (Western Arctic Ocean) from a drifting ice island (T‐3). The resulting measurements, which are unevenly distributed on Alpha‐Mendeleev Ridge and in Canada and Nautilus Basins, greatly expand available heat flow data for the Arctic Ocean. Average T‐3 heat flow is ~54.7 ± 11.3 mW/m2, and Nautilus Basin is the only well‐surveyed area (~13% of data) with significantly higher average heat flow (63.8 mW/m2). Heat flow and bathymetry are not correlated at a large scale, and turbiditic surficial sediments (Canada and Nautilus Basins) have higher heat flow than the sediments that blanket the Alpha‐Mendeleev Ridge. Thermal gradients are mostly near‐linear, implying that conductive heat transport dominates and that near‐seafloor sediments are in thermal equilibrium with overlying bottom waters. Combining the heat flow data with modern seismic imagery suggests that some of the observed heat flow variability may be explained by local changes in lithology or the presence of basement faults that channel circulating seawater. A numerical model that incorporates thermal conductivity variations along a profile from Canada Basin (thick sediment on mostly oceanic crust) to Alpha Ridge (thin sediment over thick magmatic units associated with the High Arctic Large Igneous Province) predicts heat flow slightly lower than that observed on Alpha Ridge. This, along with other observations, implies that circulating fluids modulate conductive heat flow and contribute to high variability in the T‐3 data set.B.V. The original T‐3 heat flow data acquisition program was supported by the USGS and by the Naval Arctic Research Laboratory of the Office of Naval Research. No. 115-254 \ua7 577, Congress required that \u201c\u2026the Administrator of the Federal Aviation Administration shall issue regulations that establish minimum dimensions for passenger seats on aircraft operated by air carriers in interstate air transportation or intrastate air transportation, including minimums for seat pitch, width, and length, and that are necessary for the safety of passengers.\u201d A total of 775 participants were recruited to assist with meeting two research objectives: first, to determine what percentage of the American population, based on anthropometric measurements, would be unable to sit in transport airplane passenger seats at the currently narrowest width and even narrower seat pitch. The second objective was to determine the effect of seat pitch and seat width on individual egress time. The study included 718 participants assigned to 12 groups who participated in up to four evacuations from the FAA\u2019s Flexible Aircraft Cabin Simulator (FlexSim), with various seat pitch and width combinations. Based on this study's results, currently flying seat pitches using seats of similar size or smaller than those used in this project can accommodate and not impede egress for 99% of the American population. This project also concluded that, similar to previous evacuation research, as long as ergonomic minimums are maintained, the transport airplane's interior configuration, including seat pitch and width, has not been shown to influence evacuations. This research project was developed to provide information to rule-makers within the FAA to meet this requirement

The first objective was to determine what percentage of the American population, based on anthropometric measurements, would not be able to sit in transport airplane passenger seats at the currently narrowest and even narrower seat pitch. Second, this study sought to determine the effect of seat pitch and seat width on individual egress time during an aircraft evacuation.The 12 videos with file names which contain with the phrase "ExpSeatingMockupDay..." record participants sitting in or attempting to sit in a seat mock-up that matched the narrowest seat pitch they would experience in the evacuation trials, and to attempt to sit in or to sit in a seat mock-up of a narrower seat pitch than what would be presented in the evacuation trials. (See pages 9 and 10 of the related report for more information.) Each video is about 2 hours long, and shows a single camera view from the perspective of the left wall of an aircraft. The video records participant actions as each participant attempts to sit in the center seat of the third of three rows, and then the center seat of the second of three rows. The recordings are color video, without a soundtrack. Participant faces are blurred to protect individual privacy.The 48 videos with file names that start with "R01.mp4" and increment to "R48.mp4" are the recordings of the evacuations from CAMI FlexSim. (See pages 11 through 13 of the related report for more information.) Each video is about 45 seconds long, with the frame divided into 4 quarters, showing three views of the evacuation, and a single title slide with the date of the evacuation trial, and the trial number, which matches the file number on the recording. The view in the upper left of the frame is a view overhead and behind the flight attendant supervising the evacuation. The view in the upper right of the frame shows the exterior of the simulator to record how participants exit. The view in the lower right of frame shows the view from the rear of the simulator, as participants evacuate away from the camera to the front of the simulator.     Detection of mammaglobin mRNA in peripheral blood is associated with high grade breast cancer: Interim results of a prospective cohort study

    <p>Abstract</p> <p>Background</p> <p>We sought to examine the detection rate of cancer cells in peripheral blood (PBL) and in bone marrow (BM) using an established 7-gene marker panel and evaluated whether there were any definable associations of any individual gene with traditional predictors of prognosis.</p> <p>Methods</p> <p>Patients with T1-T3 primary breast cancer were enrolled into a prospective, multi-institutional cohort study. In this interim analysis 215 PBL and 177 BM samples were analyzed by multimarker, real-time RT-PCR analysis designed to detect circulating and disseminated breast cancer cells.</p> <p>Results</p> <p>At a threshold of three standard deviations from the mean expression level of normal controls, 63% (136/215) of PBL and 11% (19/177) of BM samples were positive for at least one cancer-associated marker. Marker positivity in PBL demonstrated a statistically significant association with grade II-III (vs. grade I; p = 0.0083). Overexpression of the mammaglobin (<it>mam</it>) gene alone had a statistically significant association with high tumor grade (p = 0.0315), and showed a trend towards ER-negative tumors and a high risk category. There was no association between marker positivity in PBL and the pathologic (H&E) and/or molecular (RT-PCR) status of the axillary lymph nodes (ALN).</p> <p>Conclusion</p> <p>This study suggests that molecular detection of circulating cancer cells in PBL detected by RT-PCR is associated with high tumor grade and specifically that overexpression of the <it>mam </it>gene in PBL may be a poor prognostic indicator. There was no statistically significant association between overexpression of cancer-associated genes in PBL and ALN status, supporting the concept of two potentially separate metastatic pathways.</p

    A search for neutral Higgs bosons in the MSSM and models with two scalar field doublets

    A search is described for the neutral Higgs bosons h^0 and A^0 predicted by models with two scalar field doublets and, in particular, the Minimal Supersymmetric Standard Model (MSSM). The search in the Z^0 h^0 and h^0 A^0 production channels is based on data corresponding to an integrated luminosity of 25 pb^{-1} from e^+e^- collisions at centre-of-mass energies between 130 and 172GeV collected with the OPAL detector at LEP. The observation of a number of candidates consistent with Standard Model background expectations is used in combination with earlier results from data collected at the Z^0 resonance to set limits on m_h and m_A in general models with two scalar field doublets and in the MSSM. For example, in the MSSM, for tan(beta) > 1, minimal and maximal scalar top quark mixing and soft SUSY-breaking masses of 1 TeV, the 95% confidence level limits m_h > 59.0 GeV and m_A > 59.5 GeV are obtained. A preference for occupation of the helicity zero state is observed at all scaled momentum x_p values above 0.3, with the matrix element rho_00 rising to 0.66 +/- 0.11 for x_p > 0.7. The values of the real part of the off-diagonal element rho_1-1 are negative at large x_p, with a weighted average value of -0.09 +/- 0.03 for x_p > 0.3, in agreement with new theoretical predictions based on Standard Model parameters and coherent fragmentation of the qq(bar) system from the Z^0 decay.
