E-GOVERNMENT ON LOCAL PUBLIC POLICY. THE SINALOA CASE

    Get PDF
Information and Communication Technologies (ICTs) have signiicantlyimpacted the organization and function of democratic governmentsin the past two decades. In this article we discuss the magnitude ofchanges in the public administration of Sinaloa, Mexico for effects ofthe adoption of e-government in the 2011-2015 period; also we showthe uneven and arbitrary manner that has been put into operation dueto the inexperienced and improvisation that has become a feature oflocal governments in the country

CCD Photometry of the Globular Cluster NGC 5897

We report CCD photometric observations of the globular cluster NGC 5897, in the Johnson system filters B, V , R, and I. With the values for these magnitudes we obtain various colour indices and produce several colour-magnitude diagrams. We present eight colour-magnitude diagrams: V vs B-V , B vs B-V , V vs V-I, I vs V-I, R vs R-I, I vs R-I, V vs V-R, and R vs V-R. In all of these diagrams we can clearly see the Giant Branch, the Horizontal Branch and the beginning of the Main Sequence. To the left of the Main Sequence turn-off point we detect a somewhat large number of Blue Straggler stars. We determine the mean value of the visual magnitude of the HB as 16.60±0.4616.60 \pm 0.46. This value is fainter than the value found by other authors.Comment: 28 pages, 7 figures, accepted for publication RevMexAA, vol. 60-1, April 2024. arXiv admin note: text overlap with arXiv:1606.0452

    Quadratic Time-dependent Quantum Harmonic Oscillator

We present a Lie algebraic approach to a Hamiltonian class covering driven, parametric quantum harmonic oscillators where the parameter set -- mass, frequency, driving strength, and parametric pumping -- is time-dependent. Our unitary-transformation-based approach provides a solution to the general quadratic time-dependent quantum harmonic model. As an example, we show an analytic solution to the periodically driven quantum harmonic oscillator without the rotating wave approximation; it works for any given detuning and coupling strength regime. For the sake of completeness, we provide an analytic solution to the historical Caldirola--Kanai quantum harmonic oscillator that, in a suitable reference frame, is just a time-independent parametric quantum harmonic oscillator.Comment: 22 pages, 4 figure

A major star formation region in the receding tip of the stellar Galactic bar

We present an analysis of the optical spectroscopy of 58 stars in the Galactic plane at l=27l=27\arcdeg, where a prominent excess in the flux distribution and star counts have been observed in several spectral regions, in particular in the Two Micron Galactic Survey (TMGS) catalog. The sources were selected from the TMGS, to have a KK magnitude brighter than +5 mag and be within 2 degrees of the Galactic plane. More than 60% of the spectra correspond to stars of luminosity class I, and a significant proportion of the remainder are very late giants which would also be fast evolving. This very high concentration of young sources points to the existence of a major star formation region in the Galactic plane, located just inside the assumed origin of the Scutum spiral arm. Such regions can form due to the concentrations of shocked gas where a galactic bar meets a spiral arm, as is observed at the ends of the bars of face-on external galaxies. Thus, the presence of a massive star formation region is very strong supporting evidence for the presence of a bar in our Galaxy.Comment: 13 pages (latex) + 4 figures (eps), accepted in ApJ Let

Sub-arcsecond radio and optical observations of the likely counterpart to the gamma-ray source 2FGL J2056.7+4939

We have searched and reviewed all multi- wavelength data available for the region towards the gamma-ray source 2FGL J2056.7+4939 in order to con- strain its possible counterpart at lower energies. As a result, only a point-like optical/infrared source with flat-spectrum radio emission is found to be consistent with all X-ray and gamma-ray error circles. Its struc- ture is marginally resolved at radio wavelengths at the sub-arcsecond level. An extragalactic scenario appears to be the most likely interpretation for this object.Comment: 5 pages, 3 figures, 1 tabl

Indurated Plaques on the Legs: Think Lymphoma

Primary cutaneous diffuse large B-cell lymphoma, leg-type (PCDLBCL-LT) is a rare and aggressive neoplasm. A timely diagnosis may prevent fatal outcomes; physicians should take this entity into consideration when assessing non-specific lesions on the lower limbs. We present a 69-year-old woman with a 1-month history of a firm plaque on her left leg. Physical examination revealed an asymptomatic, indurated, smooth, and erythematous plaque on the pretibial region of her left extremity (Figure 1,a)

    Esophageal diverticulum: a case report

    Get PDF
Esophagic diverticulum’s are a rare entity. The prevalence in the world population is reported to be less than 1%. They are generally diagnosed incidentally, have a higher peak of prevalence in the fifth decade of life, affecting men and women equally. The most common esophageal diverticula are epiphrenic and the main symptom is usually dysphagia. A case of a 74-year-old female with diagnosis of epiphrenic esophageal diverticulum is reported, which is treated with conservative management. The objective of this study was to describe a clinical case of esophageal diverticulum, as well as its etiology, clinical presentation, and therapeutic conduct. The screening of these patients must be focused on what the literature indicates, symptomatic patients with long-term evolution, the treatment will be surgical and with minimally invasive techniques so clinical evolution will be more favorable, reducing possible complications

What to do in case of an endoscopic image of gastric necrosis or ischaemia post-funduplication? A case report

    Get PDF
The association of gastric ischemia with a fundoplication is very rare and its management is not always surgical. The present paper describes the mechanism of post-fundoplication gastric ischemia that occurred in a patient diagnosed with gastroesophageal reflux disease treated with a Nissen-type gastric fundoplication. A clinical case of the Foregut Clinic of the Hospital General de Mexico (HGM) is presented. This is a 24-year-old patient undergoing a Nissen-type fundoplication who was discharged without eventualities and who presented intestinal occlusion, acute gastric dilation and gastric ischemia
