    Foreign Direct Investment in Ireland: Policy Implications for Emerging Economies

    The increasingly important role of multinational enterprises (MNEs) in the global economy is linked to questions of how the foreign direct investment (FDI) they control impacts on overall economic activity in the recipient countries. Of specific interest is the policy context in which such FDI flows into the developing country and how a government can influence the impact of those flows. This paper reviews some of the literature in two key contextual areas, namely, when the host country policy regime promotes FDI selectively, and secondly, where it promotes the creation of industrial clusters. It explores the insights of this literature for the development of the strong MNE sector in the Irish economy and draws lessons from the Irish experience for emerging economies.Note: Length:

    Optimal Phase Masks for High Contrast Imaging Applications

    Phase-only optical elements can provide a number of important functions for high-contrast imaging. This thesis presents analytical and numerical optical design methods for accomplishing specific tasks, the most significant of which is the precise suppression of light from a distant point source. Instruments designed for this purpose are known as coronagraphs. Here, advanced coronagraph designs are presented that offer improved theoretical performance in comparison to the current state-of-the-art. Applications of these systems include the direct imaging and characterization of exoplanets and circumstellar disks with high sensitivity. Several new coronagraph designs are introduced and, in some cases, experimental support is provided. In addition, two novel high-contrast imaging applications are discussed: the measurement of sub-resolution information using coronagraphic optics and the protection of sensors from laser damage. The former is based on experimental measurements of the sensitivity of a coronagraph to source displacement. The latter discussion presents the current state of ongoing theoretical work. Beyond the mentioned applications, the main outcome of this thesis is a generalized theory for the design of optical systems with one of more phase masks that provide precise control of radiation over a large dynamic range, which is relevant in various high-contrast imaging scenarios. The optimal phase masks depend on the necessary tasks, the maximum number of optics, and application specific performance measures.     Preliminary Investigation of the Incidence and Impact of Disability on Irish Farms

    Farming is identified as being a hazardous occupation, resulting in disability and numerous fatalities each year. While occupational health and safety issues among farm households have been studied recently in Ireland, there has been no research directed at identifying the incidence and impact of disability within farm households. The aim of the research outlined in this paper was to identify the cause, extent, and nature of disability among farm household members. The impact of disability on the farm business was examined also. Questions relating to disability were attached to the Teagasc National Farm Survey, and circulated to a representative sample of 119.5k households in 2001. The results revealed that 19.5% of farm households reported one or more persons with disability, with the farm operator (39.5%) reporting the highest incidence among household members. Physical disabilities accounted for 80.1% of all reported disability, with its principle source being health- related. Disability in affected households had a “major” or “some” impact on the farm business in 22.4% and 52.9% of cases respectively. Family farm income was €24/ha less on farms where the farm operator reported disability compared to non-disability farms. When the farm operator reported disability, participation in off-farm employment was reduced for the farm operator and spouse when compared to non-disability farms. The results generated raise awareness of issues among farm households reporting disability. Further research should be directed toward agricultural disability to facilitate agricultural and extension educators in designing prevention programmes that minimise the occurrence and impact of disability among farm households

The method involves a small auxiliary power circuit with a complementary control scheme that provides a smooth absorption and release of excess energy from and to the main DC-DC converter in the events of large load changes. This control mechanism interactively mitigates the large transient overshoots which would otherwise appear at the converter output.
