    Anti-corruption programmes in post-communist transition countries and changes in the business environment, 1999-2002

    This paper analyses the anti-corruption activities of 24 transition countries in the period 1999-2002. These activities are divided into omnibus anti-corruption programmes, legislative reform aimed at tackling corruption, and adherence to international anti-corruption conventions. The paper presents a new measure for determining the extent of anti- corruption activity undertaken in these three categories during 1999- 2002. Using the results of a large survey of firms across the region, the paper shows that countries with low levels of administrative corruption were more likely to adopt intensive anti-corruption programmes than countries with high levels of administrative corruption, independent of the level of state capture Across the transition countries, omnibus anti-corruption programmes and membership in international anti-corruption conventions have not led to reductions in the level of either administrative corruption or state capture – at least in this relatively short time period – while new or amended laws aimed at tackling corruption have led to reductions in administrative corruption, but not in levels of state capture. Finally, the paper finds that perceptions of corruption – measured in terms of the degree to which firms consider corruption to be an obstacle to the operation and growth of their business – are positively correlated with the intensity of anti-corruption programmes. This finding suggests that by launching high-profile anti-corruption initiatives, governments may be more likely to heighten managers’ perceptions of the problem rather than to reduce the impact of corruption on firms.business environment, law, state capture, governance, corruption, anti-corruption, legislative reform

    TRUST IN TRANSITION: CROSS COUNTRY AND FIRM EVIDENCE

    This paper uses data from a large survey of firms across 26 transition countries to examine the determinants of trust in the transition process. We first introduce a new measure of trust between firms: the level of prepayment demanded by suppliers from their customers in advance of delivery. Using this new measure, we confirm earlier findings that trust is higher where firms have confidence in third party enforcement through the legal system. However, the fairness and honesty of the courts are a more important determinant of interfirm trust than are the courts’ efficiency or ability to enforce decisions. We then examine the role of business networks in building trust and find that networks based around personal ties – family and friends – and business associations actively promote the development of trust, while business networks based on enterprise insiders and government agencies do not.     High efficiency near diffraction-limited mid-infrared flat lenses based on metasurface reflectarrays

    A limiting factor in the development of mid-infrared optics is the lack of abundant materials that are transparent, low cost, lightweight, and easy to machine. In this paper, we demonstrate a metasurface device that circumvents these limitations. A flat lens based on antenna reflectarrays was designed to achieve near diffraction-limited focusing with a high efficiency (experiment: 80%, simulation: 83%) at 45(o) incidence angle at {\lambda} = 4.6 {\mu}m. This geometry considerably simplifies the experimental arrangement compared to the common geometry of normal incidence which requires beam splitters. Simulations show that the effect of comatic aberrations is small compared to parabolic mirrors. The use of single-step photolithography allows large scale fabrication.Comment: 9 page

    We report the first demonstration of a mid-IR reflection-based flat lens with high efficiency and near diffraction-limited focusing. Focusing efficiency as high as 80%, in good agreement with simulations (83%), has been achieved at 45° incidence angle at λ = 4.6 μm. The off-axis geometry considerably simplifies the optical arrangement compared to the common geometry of normal incidence in reflection mode which requires beam splitters. Simulations show that the effects of incidence angle are small compared to parabolic mirrors with the same NA. The use of single-step photolithography allows large scale fabrication. Such a device is important in the development of compact telescopes, microscopes, and spectroscopic designs

    Permeability of the HIV-1 capsid to metabolites modulates viral DNA synthesis.

    Reverse transcription, an essential event in the HIV-1 life cycle, requires deoxynucleotide triphosphates (dNTPs) to fuel DNA synthesis, thus requiring penetration of dNTPs into the viral capsid. The central cavity of the capsid protein (CA) hexamer reveals itself as a plausible channel that allows the passage of dNTPs into assembled capsids. Nevertheless, the molecular mechanism of nucleotide import into the capsid remains unknown. Employing all-atom molecular dynamics (MD) simulations, we established that cooperative binding between nucleotides inside a CA hexamer cavity results in energetically favorable conditions for passive translocation of dNTPs into the HIV-1 capsid. Furthermore, binding of the host cell metabolite inositol hexakisphosphate (IP6) enhances dNTP import, while binding of synthesized molecules like benzenehexacarboxylic acid (BHC) inhibits it. The enhancing effect on reverse transcription by IP6 and the consequences of interactions between CA and nucleotides were corroborated using atomic force microscopy, transmission electron microscopy, and virological assays. Collectively, our results provide an atomistic description of the permeability of the HIV-1 capsid to small molecules and reveal a novel mechanism for the involvement of metabolites in HIV-1 capsid stabilization, nucleotide import, and reverse transcription
