Hitting properties of a random string

We consider Funaki's model of a random string taking values in R^d. It is specified by the following stochastic PDE, du = u_{xx} + W, where W=W(x,t) is two-parameter white noise, also taking values in R^d. We study hitting properties, double points, and recurrence. The main difficulty is that the process has the Markov property in time, but not in space. We find: (1) The string hits points if d<6. (2) For fixed t, there are points x,y such that u(t,x)=u(t,y) iff d < 4. (3) There exist points t,x,y such that u(t,x)=u(t,y) iff d < 8. (4) There exist points s,t,x,y such that u(t,x)=u(s,y) iff d < 12. (5) The string is recurrent iff d < 7

Integrated Pre-Processing for Bayesian Nonlinear System Identification with Gaussian Processes

We introduce GP-FNARX: a new model for nonlinear system identification based on a nonlinear autoregressive exogenous model (NARX) with filtered regressors (F) where the nonlinear regression problem is tackled using sparse Gaussian processes (GP). We integrate data pre-processing with system identification into a fully automated procedure that goes from raw data to an identified model. Both pre-processing parameters and GP hyper-parameters are tuned by maximizing the marginal likelihood of the probabilistic model. We obtain a Bayesian model of the system's dynamics which is able to report its uncertainty in regions where the data is scarce. The automated approach, the modeling of uncertainty and its relatively low computational cost make of GP-FNARX a good candidate for applications in robotics and adaptive control.Comment: Proceedings of the 52th IEEE International Conference on Decision and Control (CDC), Firenze, Italy, December 201

The Seesaw Principle in International Tax Policy

The standard analysis of the optimal international tax policy of a small country typically assumes that the country either imports or exports capital, but does not do both. This paper considers the situation in which a small country both exports and imports capital and can alter its tax on one or the other, but not both. In each case, a 'seesaw' relationship is identified, in which the optimal tax on the income from capital exports (imports) is inversely related to the given tax rate on income from capital imports (exports). The standard results for optimal taxation of capital exports and imports are shown to be special cases of the more general seesaw principle.

Framing Possibilities: Representations of Black Student Athletes in Toronto Media

This article draws upon a weekly feature in the Toronto Star newspaper, the “High School Report,” to explore the representations of black male student athletes over the school year 2003/2004. These media representations contribute to an understanding of the wider social reality of student athletes. Our investigation points to the fact that the media present black male students compared to their white counterparts as giving priority to athletics over academics. By ignoring the structural inequities they face in schools and society, the media contribute to a popular discourse which frames the social and educational possibilities of black male students in limiting ways. Cet article tire ses renseignements de l\u27article hebdomadaire du journal Toronto Star: le Rapport sur les écoles secondaires “High School Report,” , pour examiner la représentation des athlètes-étudiants noirs pendant l\u27année scolaire 2003-2004. Ces représentations dans la presse contribuent à la compréhension d\u27une réalité plus large dans la société pour les athlètes-étudiants. Notre examen pointe au fait que la presse représente les athlètes-étudiants noirs comme plus inclinés aux sports qu\u27aux études scolaires que les athlètes-étudiants blancs.
