Liquid Oxygen/Liquid Methane Component Technology Development at MSFC
The National Aeronautics & Space Administration (NASA) has identified Liquid Oxygen (LOX)/Liquid Methane (LCH4) as a potential propellant combination for future space vehicles based upon exploration studies. The technology is estimated to have higher performance and lower overall systems mass compared to existing hypergolic propulsion systems. Besides existing in-house risk reduction activities, NASA has solicited from industry their participation on component technologies based on the potential application to the lunar ascent main engine (AME). Contracted and NASA efforts have ranged from valve technologies to engine system testbeds. The application for the AME is anticipated to be an expendable, pressure-fed engine for ascent from the moon at completion of its lunar stay. Additionally, the hardware is expected to provide an abort capability prior to landing, in the event that descent systems malfunction. For the past 4 years, MSFC has been working with the Glenn Research Center and the Johnson Space Center on methane technology development. This paper will focus on efforts specific to MSFC in pursuing ignition, injector performance, chamber material assessments and cryogenic valve technologies. Ignition studies have examined characteristics for torch, spark and microwave systems. Injector testing has yielded insight into combustion performance for shear, swirl and impinging type injectors. The majority of chamber testing has been conducted with ablative and radiatively cooled chambers with planned activities for regenerative and transpiration cooled chambers. Lastly, an effort is underway to examine the long duration exposure issues of cryogenic valve internal components. The paper will summarize the status of these efforts
Green Propulsion Auxiliary Power Unit Demonstration at MSFC
In 2012, the National Aeronautics & Space Administration (NASA) Space Technology Mission Directorate (STMD) began the process of building an integrated technology roadmap, including both technology pull and technology push strategies. Technology Area 1 (TA-01)1 for Launch Propulsion Systems is one of fourteen TAs that provide recommendations for the overall technology investment strategy and prioritization of NASA's space technology activities. Identified within TA-01 was the need for a green propulsion auxiliary power unit (APU) for hydraulic power by 2015. Engineers led by the author at the Marshall Space Flight Center (MSFC) have been evaluating green propellant alternatives and have begun the development of an APU test bed to demonstrate the feasibility of use. NASA has residual APU assets remaining from the retired Space Shuttle Program. Likewise, the F-16 Falcon fighter jet also uses an Emergency Power Unit (EPU) that has similar characteristics to the NASA hardware. Both EPU and APU components have been acquired for testing at MSFC. This paper will summarize the status of the testing efforts of green propellant from the Air Force Research Laboratory (AFRL) propellant AFM315E based on hydroxyl ammonium nitrate (HAN) with these test assets
Green Mono Propulsion Activities at MSFC
In 2012, the National Aeronautics & Space Administration (NASA) Space Technology Mission Directorate (STMD) began the process of building an integrated technology roadmap, including both technology pull and technology push strategies. Technology Area 1 (TA-01) for Launch Propulsion Systems and TA-02 In-Space Propulsion are two of the fourteen TA's that provide recommendations for the overall technology investment strategy and prioritization of NASA's space technology activities. Identified within these documents are future needs of green propellant use. Green ionic liquid monopropellants and propulsion systems are beginning to be demonstrated in space flight environments. Starting in 2010 with the flight of PRISMA, a one Newton thruster system began on-orbit demonstrations operating on ammonium dinitramide based propellant. The NASA Green Propellant Infusion Mission (GPIM) plans to demonstrate both 1 N, and 22 N hydroxyl ammonium nitrate based thrusters in a 2015 flight demonstration. In addition, engineers at MSFC have been evaluating green propellant alternatives for both thrusters and auxiliary power units. This paper summarizes the status of these development/demonstration activities and investigates the potential for evolution of green propellants from small spacecraft and satellites to larger spacecraft systems, human exploration, and launch system auxiliary propulsion applications
Liquid Oxygen/Liquid Methane Ascent Main Engine Technology Development
The National Aeronautics & Space Administration (NASA) has identified Liquid Oxygen (LO2)/Liquid Methane (LCH4) as a potential propellant combination for future space vehicles based upon the Exploration Systems Architecture Study (ESAS). The technology is estimated to have higher performance and lower overall systems mass compared to existing hypergolic propulsion systems. The current application considering this technology is the lunar ascent main engine (AME). AME is anticipated to be an expendable, pressure-fed engine to provide ascent from the moon at the completion of a 210 day lunar stay. The engine is expected to produce 5,500 lbf (24,465 N) thrust with variable inlet temperatures due to the cryogenic nature of the fuel and oxidizer. The primary technology risks include establishing reliable and robust ignition in vacuum conditions, maximizing specific impulse, developing rapid start capability for the descent abort, providing the capability for two starts and producing a total engine bum time over 500 seconds. This paper will highlight the efforts of the Marshall Space Flight Center (MSFC) in addressing risk reduction activities for this technology
Green Propellant Demonstration with Hydrazine Catalyst of F-16 Emergency Power Unit
Some space vehicle and aircraft Auxiliary Power Units (APUs) use hydrazine propellant for generating power. Hydrazine is a toxic, hazardous fuel which requires special safety equipment and processes for handling and loading. In recent years, there has been development of two green propellants that could enable their use in APU's: the Swedish LMP-103S and the Air Force Research Laboratory (AFRL) AF-M315E. While there has been work on development of these propellants for thruster applications (Prisma and Green Propulsion Infusion Mission, respectively), there has been less focus on the application to power units. Beginning in 2012, an effort was started by the Marshall Space Flight Center (MSFC) on the APU application. The MSFC plan was to demonstrate green propellants with residual Space Shuttle hardware. The principal investigator was able to acquire a Solid Rocket Booster gas generator and an Orbiter APU. Since these test assets were limited in number, an Air Force equivalent asset was identified: the F-16 Emergency Power Unit (EPU). In June 2013, two EPU's were acquired from retired aircraft located at Davis Monthan Air Force Base. A gas generator from one of these EPU's was taken out of an assembly and configured for testing with a version of the USAF propellant with a higher water content (AF-M315EM) to reduce decomposition temperatures. Testing in November 2014 has shown that this green propellant is reactive with the Hydrazine catalyst (Shell 405) generating 300 psi of pressure with the existing F-16 EPU configuration. In concert with this effort, ATK has been developing green propellant technology based on the Swedish Space Corp ECAPS LMP-103S propellant. Propellant blending and test facilities have been established at ATK's Elkton MD facility with the intent to provide suitable propellant blends for application to green APU systems as well as thrusters. This paper will summarize the status of the testing efforts with ATK for use of the green propellant LMP-103S based on ammonium dinitramide and use of the Air Force Research Laboratory (AFRL) propellant AF-M315E based on hydroxyl ammonium nitrate with these test assets
Regeneratively Cooled Liquid Oxygen/Methane Technology Development Between NASA MSFC and PWR
The National Aeronautics & Space Administration (NASA) has identified Liquid Oxygen (LOX)/Liquid Methane (LCH4) as a potential propellant combination for future space vehicles based upon exploration studies. The technology is estimated to have higher performance and lower overall systems mass compared to existing hypergolic propulsion systems. NASA-Marshall Space Flight Center (MSFC) in concert with industry partner Pratt & Whitney Rocketdyne (PWR) utilized a Space Act Agreement to test an oxygen/methane engine system in the Summer of 2010. PWR provided a 5,500 lbf (24,465 N) LOX/LCH4 regenerative cycle engine to demonstrate advanced thrust chamber assembly hardware and to evaluate the performance characteristics of the system. The chamber designs offered alternatives to traditional regenerative engine designs with improvements in cost and/or performance. MSFC provided the test stand, consumables and test personnel. The hot fire testing explored the effective cooling of one of the thrust chamber designs along with determining the combustion efficiency with variations of pressure and mixture ratio. MSFC's Advanced Space Propulsion Formulation Task
In NASA s Fiscal Year 2012, a small project was undertaken to provide additional substance, depth, and activity knowledge to the technology areas identified in the In-Space Propulsion Systems Roadmap, Technology Area 02 (TA-02), as created under the auspices of the NASA Office of the Chief Technologist (OCT). This roadmap was divided into four basic groups: (1) Chemical Propulsion, (2) Non-chemical Propulsion, (3) Advanced (TRL<3) Propulsion Technologies, and (4) Supporting Technologies. The first two were grouped according to the governing physics. The third group captured technologies and physic concepts that are at a lower TRL level. The fourth group identified pertinent technical areas that are strongly coupled with these related areas which could allow significant improvements in performance. There were a total of 45 technologies identified in TA-02, and 25 of these were studied in this formulation task. The goal of this task was to provide OCT with a knowledge-base for decisionmaking on advanced space propulsion technologies and not waste money by unintentionally repeating past projects or funding the technologies with minor impacts. This formulation task developed the next level of detail for technologies described and provides context to OCT where investments should be made. The presentation will begin with the list of technologies from TA-02, how they were prioritized for this study, and details on what additional data was captured for the technologies studied. Following this, some samples of the documentation will be provided, followed by plans on how the data will be made accessible
Accountable Algorithms
Many important decisions historically made by people are now made by computers. Algorithms count votes, approve loan and credit card applications, target citizens or neighborhoods for police scrutiny, select taxpayers for IRS audit, grant or deny immigration visas, and more. The accountability mechanisms and legal standards that govern such decision processes have not kept pace with technology. The tools currently available to policymakers, legislators, and courts were developed to oversee human decisionmakers and often fail when applied to computers instead. For example, how do you judge the intent of a piece of software? Because automated decision systems can return potentially incorrect, unjustified, or unfair results, additional approaches are needed to make such systems accountable and governable. This Article reveals a new technological toolkit to verify that automated decisions comply with key standards of legal fairness. We challenge the dominant position in the legal literature that transparency will solve these problems. Disclosure of source code is often neither necessary (because of alternative techniques from computer science) nor sufficient (because of the issues analyzing code) to demonstrate the fairness of a process. Furthermore, transparency may be undesirable, such as when it discloses private information or permits tax cheats or terrorists to game the systems determining audits or security screening. The central issue is how to assure the interests of citizens, and society as a whole, in making these processes more accountable. This Article argues that technology is creating new opportunities—subtler and more flexible than total transparency—to design decisionmaking algorithms so that they better align with legal and policy objectives. Doing so will improve not only the current governance of automated decisions, but also—in certain cases—the governance of decisionmaking in general. The implicit (or explicit) biases of human decisionmakers can be difficult to find and root out, but we can peer into the “brain” of an algorithm: computational processes and purpose specifications can be declared prior to use and verified afterward. The technological tools introduced in this Article apply widely. They can be used in designing decisionmaking processes from both the private and public sectors, and they can be tailored to verify different characteristics as desired by decisionmakers, regulators, or the public. By forcing a more careful consideration of the effects of decision rules, they also engender policy discussions and closer looks at legal standards. As such, these tools have far-reaching implications throughout law and society. Part I of this Article provides an accessible and concise introduction to foundational computer science techniques that can be used to verify and demonstrate compliance with key standards of legal fairness for automated decisions without revealing key attributes of the decisions or the processes by which the decisions were reached. Part II then describes how these techniques can assure that decisions are made with the key governance attribute of procedural regularity, meaning that decisions are made under an announced set of rules consistently applied in each case. We demonstrate how this approach could be used to redesign and resolve issues with the State Department’s diversity visa lottery. In Part III, we go further and explore how other computational techniques can assure that automated decisions preserve fidelity to substantive legal and policy choices. We show how these tools may be used to assure that certain kinds of unjust discrimination are avoided and that automated decision processes behave in ways that comport with the social or legal standards that govern the decision. We also show how automated decisionmaking may even complicate existing doctrines of disparate treatment and disparate impact, and we discuss some recent computer science work on detecting and removing discrimination in algorithms, especially in the context of big data and machine learning.
