Closing the Teacher Quality Gap in Philadelphia: New Hope and Old Hurdles
This study of teacher staffing issues in the School District of Philadelphia, the third in a series, outlines the degree to which the district has succeeded in upgrading teachers' professional credentials, recruiting and retaining them, and equitably distributing experienced and credentialed teachers across all types of schools. Since the passage of NCLB and the state's takeover of the district in 2001, the district has succeeded in improving the certification rates of its teachers, especially new teachers, and in drastically cutting the number of emergency-certified teachers and classroom vacancies. It has also improved new teacher retention and has modernized and decentralized its hiring process. At the same time, it has not been able to change the pattern of having the least qualified teachers in schools serving the highest percentages of poor and minority students nor its poor long-term rate of teacher retention. The district is also challenged to speed up and simplify its hiring and school placement process and to hire more minority teachers

Strategic approaches to science and technology in development
Watson, Crawford, and Farley examine the ways in which science and technology (S&T) support poverty alleviation and economic development and how these themes have been given emphasis or short shrift in various areas of the World Bank's work. Central to their thesis is the now well-established argument that development will increasingly depend on a country's ability to understand, interpret, select, adapt, use, transmit, diffuse, produce, and commercialize scientific and technological knowledge in ways appropriate to its culture, aspirations, and level of development. The authors go beyond this tenet, analyzing the importance of S&T for development within specific sectors. They present policy options for enhancing the effectiveness of S&T systems in developing countries, review previous experience of the World Bank and other donors in supporting S&T, and suggest changes that the World Bank and its partners can adopt to increase the impact of the work currently undertaken in S&T. The authors'main messages are: 1) S&T has always been important for development, but the unprecedented pace of advancement of scientific knowledge is rapidly creating new opportunities for and threats to development. 2) Most developing countries are largely unprepared to deal with the changes that S&T advancement will bring. 3) The World Bank's numerous actions in various domains of S&T could be more effective in producing the needed capacity improvements in client countries. 4) The World Bank could have a greater impact if it paid increased attention to S&T in education, health, rural development, private sector development, and the environment. An Intermediate State of the {gamma}-Aminobutyric Acid Transporter GAT1 Revealed by Simultaneous Voltage Clamp and Fluorescence
The rat {gamma}-aminobutyric acid transporter GAT1 expressed in Xenopus oocytes was labeled at Cys74, and at one or more other sites, by tetramethylrhodamine-5-maleimide, without significantly altering GAT1 function. Voltage-jump relaxation analysis showed that fluorescence increased slightly and monotonically with hyperpolarization; the fluorescence at -140 mV was ~0.8% greater than at +60 mV. The time course of the fluorescence relaxations was mostly described by a single exponential with voltage-dependent but history-independent time constants ranging from ~20 ms at +60 mV to ~150 ms at -140 mV. The fluorescence did not saturate at the most negative potentials tested, and the midpoint of the fluorescence–voltage relation was at least 50 mV more negative than the midpoint of the charge–voltage relation previously identified with Na+ binding to GAT1. The presence of {gamma}-aminobutyric acid did not noticeably affect the fluorescence waveforms. The fluorescence signal depended on Na+ concentration with a Hill coefficient approaching 2. Increasing Cl- concentration modestly increased and accelerated the fluorescence relaxations for hyperpolarizing jumps. The fluorescence change was blocked by the GAT1 inhibitor, NO-711. For the W68L mutant of GAT1, the fluorescence relaxations occurred only during jumps to high positive potentials, in agreement with previous suggestions that this mutant is trapped in one conformational state except at these potentials. These observations suggest that the fluorescence signals monitor a novel state of GAT1, intermediate between the E*out and Eout states of Hilgemann, D.W., and C.-C. Lu (1999. J. Gen. Physiol. 114:459–476). Therefore, the study provides verification that conformational changes occur during GAT1 function
Dean John Webster Wade
John Wade began his teaching career at Ole Miss the next year after graduation from Harvard. It was a difficult initiation because many of his students were former contemporaries and all of the faculty were his former instructors. He handled this situation with natural dignity and the assurance of superior capability, yet modestly and conscientiously. Although during the next several years he was offered visiting position elsewhere, both Chancellor Butts and Dean Kimbrough found that they could not spare him. Perhaps they would not recommend him for a leave of absence because they were afraid of losing such a prize.
In February 1946 I came back to Ole Miss as Dean after eleven years\u27 absence at Tulane. John had returned to the faculty after serving in the Marine Corps during World War II, and I had the opportunity to be associated with him as a colleague at this time. Against the better judgment of then Chancellor Butts, I recommended John for a year\u27s leave of absence to be a visiting professor at the University of Texas.He never returned, going the next year to Vanderbilt and eventually succeeding Ray Forrester as Dean
