    Qualitative conditions of scientometrics: the new challenges'

    While scientometrics is now an established field, there are challenges. A closer look at how scientometricians aggregate building blocks into artfully made products, and point-represent these (e.g. as the map of field X) allows one to overcome the dependence on judgements of scientists for validation, and replace or complement these with intrinsic validation, based on quality checks of the several steps. Such quality checks require qualitative analysis of the domains being studied. Qualitative analysis is also necessary when noninstitutionalized domains and/or domains which do not emphasize texts are to be studied. A further challenge is to reflect on the effects of scientometrics on the development of science; indicators could lead to `induced¿ aggregation. The availability of scientometric tools and insights might allow scientists and science to become more reflexive

This study examines the relation in literature between technological/industrial journals and scientific journals in the case of the plastics industry and polymer science. Trade-journals cannot be used in a straightforward bibliometric manner, but can be an aid in mapping the different groups and reveal the lsquohiddenrsquo communication between technological and scientific communities

    Co-word maps of biotechnology: an example of cognitive scientometrics

    To analyse developments of scientific fields, scientometrics provides useful tools, provided one is prepared to take the content of scientific articles into account. Such cognitive scientometrics is illustrated by using as data a ten-year period of articles from a biotechnology core journal. After coding with key-words, the relations between articles are brought out by co-word analysis. Maps of the field are given, showing connections between areas and their change over time, and with respect to the institutions in which research is performed. In addition, other approaches are explored, including an indicator of lsquotheoretical levelrsquo of bodies of articles

    Technological agglomeration and the emergence of clusters and networks in nanotechnology

    Based on the analysis of two clusters in nanotechnologies (MESA+ in the Netherlands and Minatec in Grenoble in France), the paper examines the emergence and effects of technological agglomeration. The social and technical arrangements of a regional centre for nanotechnology both enable and constrain the ongoing activities and research lines that can be followed. Technology platforms and their co-location are a pre-requisite for nanotechnology research and agglomeration of such platforms are both a means and outcome for institutional entrepreneurs to mobilise resources, build networks and construct regional centres of excellence in nanotechnology.     The role of regional institutional entrepreneurs in the emergence of clusters in nanotechnologies

    In the case of new technologies like nanotechnology, institutional entrepreneurs appear who have to act at different levels (organizational, regional, national) at the same time. We reconstruct, in some detail, the history of two cases, in Grenoble and in Twente/Netherlands. An intriguing finding is that institutional entrepreneurs build their environment before changing their institution. They first mobilize European support to convince local and national levels before actual cluster building occurs. Only later will there be reactions against any de-institutionalisation caused at the base location. The Dutch case shows another notable finding: when mobilizing support the entrepreneur will have to agree to further conditions, and then ends up in a different situation (a broad national consortium) than originally envisaged (the final cluster involved a collaboration of Twente with two other centres).     Dual dynamics of promises, and waiting games around emerging nanotechnologies.

    Newly emerging science and technologies (NEST) are shaped by dynamics of promises. There is a paradoxical effect: diffuse and open-ended promises are forceful in policy discourse, but may hinder the realisation of these promises. Innovation actors are reluctant to invest in concrete developments because the promises are open-ended, and eventual demand is not articulated. This is a structural issue, and leads to ‘waiting games’ in which actors are entangled. We show how the occurrence of waiting games is linked to dual dynamics of promises in two fields where nanotechnology offers an open-ended (‘umbrella’) promise: organic and large area electronics and nano-enabled drug delivery. Based on such understanding of dynamics, our scenario exercises explored strategies to overcome waiting game

    The Ambivalence of Promising Technology

    Issues of responsibility in the world of nanotechnology are becoming explicit with the emergence of a discourse on ‘responsible development’ of nanoscience and nanotechnologies. Much of this discourse centres on the ambivalences of nanotechnology and of promising technology in general. Actors must find means of dealing with these ambivalences. Actors’ actions and responses to ambivalence are shaped by their position and context, along with strategic games they are involved in, together with other actors. A number of interviews were conducted with industrial actors with the aim of uncovering their ethical stances towards responsible development of nanotechnology. The data shows that standard repertoires of justification of nanotechnological development were used. Thus, the industrial actors fell back on their position and associated responsibilities. Such responses reinforce a division of moral labour in which industrial actors and scientists can focus on the progress of science and technology, while other actors, such as NGOs, are expected to take care of broader considerations, such as ethical and social issues
